Russian forces launched a wave of strikes across nine Ukrainian regions this week, targeting power stations and heating infrastructure in what has become a grim annual ritual: the attempt to break Ukrainian resolve by plunging civilians into cold and darkness before winter fully sets in. The barrage landed at a moment of unusual diplomatic turmoil, as President Volodymyr Zelensky's relationship with his most important wartime patron, President Donald Trump, has deteriorated sharply, pushing Kyiv to lean more heavily on Europe for survival.

On Friday, Zelensky asked European Union leaders in Brussels for an additional €70 billion to fund Ukraine's war effort next year, a sum that underscores both the scale of the country's financial needs and the growing uncertainty over whether Washington will remain a reliable backer. The request came days after the United States eased sanctions on Russia as part of a diesel-supply arrangement, a move that stunned officials in Kyiv and that Zelensky himself described as "weak."

A Fracturing Alliance

The rupture between the two leaders has been unusually personal and public. Zelensky has spoken of feeling betrayed by Trump's willingness to strike a deal easing pressure on the Kremlin, suggesting the American president had effectively "chosen the other side." Trump, for his part, has signaled he wants Zelensky replaced, warned Kyiv against striking Russian oil refineries, and announced an energy ceasefire that he claimed both sides had agreed to. The truce collapsed almost immediately with no discernible effect on the fighting.

The diesel deal, struck ahead of the US midterm elections, appears to have been the breaking point. For months, Washington's sanctions regime had been one of the few consistent sources of leverage against Moscow's war economy. Easing those restrictions, even for a narrow commercial purpose, sent a signal to Kyiv that American priorities may be shifting away from unconditional support for Ukraine's defense.

Winter as a Weapon

Russia's assault on Ukraine's energy grid is not new. Since the earliest years of the full-scale invasion, Moscow has treated the onset of cold weather as a strategic opportunity, systematically targeting power plants, substations, and heating infrastructure in an effort to erode civilian morale and force concessions at the negotiating table. This week's strikes across nine regions follow that established pattern: denying Ukrainians heat and running water in the depths of winter, calculating that hardship at home will eventually translate into pressure on Kyiv to settle on terms favorable to the Kremlin.

What makes this winter different is the backdrop of American ambivalence. In previous years, Ukrainian officials could count on Washington to pair diplomatic support with tightening sanctions and steady military aid. Now, with the Trump administration pursuing direct deals with Moscow and publicly discussing replacing Zelensky, that certainty has evaporated.

Turning to Brussels

Zelensky's €70 billion appeal to European allies reflects a broader strategic reorientation. Unable to rely on consistent American backing, Ukraine is now asking the European Union to shoulder a far greater share of the financial burden of the war, covering everything from military procurement to keeping the state's basic functions running as Russian strikes degrade infrastructure faster than it can be repaired.

European leaders have offered rhetorical solidarity with Kyiv throughout the war, but matching that language with tens of billions of euros in fresh funding will test the bloc's unity, particularly as member states face their own budget pressures and rising skepticism among some voters about the cost of indefinite support for Ukraine.

The stakes of this diplomatic realignment extend well beyond Ukraine's borders. The war has long been framed as a test of Western resolve in the face of Russian aggression. A visible crack between Washington and Kyiv now raises harder questions about whether that resolve can hold if the United States steps back. For a continent that spent much of the Cold War relying on American security guarantees, Europe may be confronting a preview of a future in which it must defend its own eastern flank with far less help from across the Atlantic.

For now, Ukrainians face another winter of blackouts and uncertainty, caught between a Russian strategy of attrition and a Western alliance whose cohesion looks more fragile than at any point since the invasion began.
