Three and a half years into Russia's war on Ukraine, the gap between diplomatic ambition and battlefield reality has rarely looked wider. In Washington, Donald Trump has announced that his envoys Jared Kushner and Steve Witkoff will soon travel to Moscow and Kyiv with what he called a "proposal to end the war." In Warsaw, India's foreign minister S. Jaishankar has been quietly touting New Delhi's own back-channel efforts. And in the Black Sea, the fighting has turned deadlier than at any previous point in the conflict, with reports indicating more merchant sailors killed in a single month than in all the years before it combined.

The juxtaposition captures a war that is, at once, the subject of intensifying peace talk and escalating violence, with each new diplomatic overture accompanied by fresh evidence that neither side is ready to stop fighting.

A Proposal Without Details

Trump offered no specifics on what his envoys' plan would contain or when exactly Kushner, his son-in-law and a veteran of Middle East diplomacy, and Witkoff, who has emerged as one of the administration's key intermediaries with Moscow, would make the trip. The lack of detail is itself notable: previous American-brokered proposals during this war have foundered on precisely the questions Trump left unanswered, chiefly what territorial concessions Ukraine would be asked to make and what security guarantees, if any, Washington would offer Kyiv in return.

The announcement nonetheless signals that Washington intends to keep pressing for a settlement, even as the administration has offered few public assurances that Moscow is prepared to reciprocate. Russia has previously used negotiations, including the Minsk agreements after 2014 and various ceasefire proposals since 2022, as periods to regroup militarily rather than as genuine off-ramps, a pattern that continues to color skepticism among Ukrainian officials and Western analysts about any new initiative.

India's Quiet Shuttle Diplomacy

Parallel to the American effort, India has been conducting its own low-profile diplomacy. Jaishankar, speaking in Warsaw after meeting Poland's deputy prime minister and foreign minister Radosław Sikorski, said India remains in "continuous touch" with both Kyiv and Moscow in an effort to help end the conflict. He had arrived in the Polish capital directly from Kyiv, where he held talks with senior Ukrainian leadership.

India's position is unusual among major powers. New Delhi has maintained close ties with Moscow dating back to the Cold War, when the Soviet Union was a key arms supplier and diplomatic partner, while also deepening its economic and strategic relationship with the West in recent years. That dual relationship has allowed India to avoid taking sides publicly, even as it has drawn criticism from Western governments for continuing to purchase discounted Russian oil. It has also positioned India, alongside countries like Turkey, as one of the few actors capable of talking to both belligerents without the baggage that complicates American or European mediation.

Whether quiet diplomacy of this kind can produce a breakthrough remains uncertain. India has offered no public proposal of its own, and Jaishankar's remarks were notably light on specifics, emphasizing process over substance.

The Black Sea's Deadliest Summer

While diplomats talk, the war's most consequential front for the rest of the world may be the Black Sea, where Russian and Ukrainian forces have spent the summer attacking each other's ships and port infrastructure. July saw significantly elevated casualties among crew members compared to earlier periods of the war, making the Black Sea increasingly dangerous for commercial shipping relative to other contested maritime zones including the Strait of Hormuz, the Red Sea, and the Gulf of Aden, all of which have seen attacks amid the parallel conflict between the United States and Iran.

The consequences extend far beyond the sailors directly at risk. The Black Sea corridor has long been one of the world's critical arteries for grain exports, with Ukraine and Russia together historically supplying a large share of the wheat, corn, and sunflower oil that feed countries across Africa, the Middle East, and Asia. Repeated strikes on ships and port infrastructure have disrupted those exports, and aid organizations and shipping analysts now warn that continued attacks could push global food prices higher still, compounding hardship in import-dependent nations already strained by inflation and conflict elsewhere.

The intensifying violence at sea underscores a pattern that has recurred throughout the war: humanitarian and economic costs mounting even as ceasefires are floated, truces proposed, and negotiators dispatched.

The Widening Gap

Taken together, the three threads—Trump's envoys, India's shuttle diplomacy, and the Black Sea's escalating violence—illustrate a war that has become simultaneously more diplomatically active and more violent. Peace proposals arrive with little detail and less certainty of acceptance, while the human and economic toll of the fighting, from sailors killed at sea to the specter of rising bread prices in distant countries, continues to climb.

History offers a cautionary note for those hoping talks alone will end the fighting. Wartime negotiations, from the Brest-Litovsk talks of 1918 to the Annapolis conference of 2007 between Israeli and Palestinian leaders, have frequently been undermined by the imbalance of power on the ground or the exclusion of key combatants from the table. In Ukraine's case, the question is not merely whether Washington, New Delhi, or any other capital can produce a workable proposal, but whether either Moscow or Kyiv, still locked in an escalating maritime war with global consequences, is yet willing to accept one.
