World leaders are converging on New York this week for the United Nations General Assembly, an annual ritual now weighed down by an unusually heavy load of crises: grinding wars in Ukraine and the Middle East, deepening anxiety over artificial intelligence, and economic and climate pressures that no single nation can solve alone. For the 193-member body, founded eight decades ago to prevent exactly this kind of global drift toward disorder, the gathering is shaping up as a test of whether collective diplomacy still has teeth.

Into that charged atmosphere steps Keir Starmer, Britain's new prime minister, making his first major appearance on the world stage. Starmer is expected to hold his first face-to-face meeting with President Trump during the visit, an encounter that will be closely watched in both London and Washington for signs of how the transatlantic relationship will evolve under new British leadership. Starmer has struck an optimistic tone ahead of the meeting, saying he expects to find "common ground" with the American president.

A Debut Under Pressure

For any new prime minister, a first meeting with a sitting American president carries outsized symbolic weight. It is often read as an early signal of a leader's diplomatic instincts and their country's standing in Washington. Starmer arrives at that meeting with the added complication of doing so on a global stage crowded with competing crises, rather than in the more controlled setting of a bilateral visit.

Beyond the Trump meeting, Starmer is scheduled to address the full General Assembly, with his remarks expected to center on artificial intelligence, a subject that has moved rapidly from a niche technological concern to a mainstream anxiety among governments. The choice of topic reflects a broader shift in how world leaders are using the UN podium this year: alongside the traditional appeals over war and peace, AI has emerged as a defining preoccupation, with leaders grappling with how to regulate a technology whose economic and security implications are still not fully understood.

An Institution Built for a Different Era

The United Nations was established in October 1945, in the aftermath of the Second World War, explicitly to succeed the League of Nations, an earlier experiment in collective security that had failed to restrain the aggression of dictators like Hitler and Mussolini in the 1930s. Drafted in San Francisco based on proposals agreed by the United States, the Soviet Union, Britain, and China at Dumbarton Oaks in 1944, the UN Charter set out three founding aims: to preserve peace, to address the economic and social roots of conflict, and to safeguard human rights.

Those goals have always sat in tension with the realities of great-power politics. The Security Council, the UN's most powerful body, grants veto power to its five permanent members, a structure that has repeatedly allowed individual nations to block collective action even in the face of urgent crises. That dynamic, largely unchanged since the Cold War, remains a central constraint on the UN's ability to act decisively today, whether on Ukraine, the Middle East, or emerging challenges like AI governance.

Yet the institution's record is not one of pure paralysis. Beyond the high politics of war and peace, the UN's non-political work, sheltering refugees, promoting human rights, and coordinating responses to famine and disease, has left a substantial legacy. Supporters of the organization argue that this quieter, humanitarian machinery is precisely what makes this week's gathering matter, even when Security Council deadlock dominates headlines.

Old Wars, New Anxieties

This year's assembly arrives with the war in Ukraine now well into its fourth year and violence in the Middle East showing no sign of resolution, giving the diplomatic marathon in New York an unusually grim backdrop. Add to that mounting concern over artificial intelligence, an issue leaders increasingly view as carrying both economic promise and destabilizing risk, and the strain on the UN's founding promise to unite nations around shared problems becomes more visible than in many recent years.

It is against this backdrop that Starmer's debut carries particular resonance. His anticipated meeting with Trump and his choice to use his Assembly address to speak on AI rather than a more conventional set of geopolitical concerns suggest a new British government trying to define its own priorities even as it navigates a relationship with Washington that has often proven unpredictable for European allies.

Whether Starmer finds the "common ground" with Trump that he hopes for, and whether this year's General Assembly produces anything beyond speeches, may say as much about the durability of the postwar international order as it does about any single leader's diplomatic debut.
