NEW YORK: Standing before the United Nations General Assembly on Tuesday, President Donald Trump posed a question that startled diplomats in the hall: should the United States "annihilate the Islamic Republic" of Iran, or offer Tehran a deal to rebuild? Minutes later, he told reporters that American and Iranian officials had already met on the sidelines of the same gathering. The contradiction, delivered within the span of a single news cycle, captured the strange character of the moment: a president who threatens obliteration in public while his diplomats quietly take Iranian counterparts aside in the corridors of the UN.

Most of Iran's delegation walked out during Trump's remarks, a visible rebuke that nonetheless did not stop the back-channel contact from continuing. Trump later predicted that a deal with Tehran would materialize after November's US midterm elections, a timeline that suggests less an imminent breakthrough than a calculation about domestic political convenience.

Fire and Fury, Followed by a Handshake Offstage

The speech itself was a defense of the war Washington and Israel have waged against Iran, a campaign that remains deeply unpopular among the UN's broader membership. Trump used the platform not merely to justify military action but to fold Iran into a larger rhetorical performance: he rejected international regulation of artificial intelligence, predicted the imminent collapse of Cuba's government, and called on member states of the International Criminal Court to resign from it altogether. Each position was delivered with the same maximalist certainty, whether the subject was a nuclear-armed adversary or a UN-backed tribunal in The Hague.

What distinguished the Iran remarks from the rest of the speech was the immediate, visible undercutting of their own premise. A president who has just floated annihilating a country's government does not typically confirm, within the hour, that his own officials are sitting down with that government's representatives. Yet that is precisely what happened. The public threat and the private negotiation were not sequential; they were simultaneous, delivered by the same man on the same day.

An Echo of Last Year, With a War in Between

Observers noted that Trump's address largely recycled the language of his UN speech a year earlier, when he took an axe to US foreign aid and development funding and delivered what one account described as reading the world "the riot act." The difference this year is that the rhetoric now follows an actual war. As one assessment of the moment put it, the speech came "one Iran war later," yet the script had barely changed, even as the region it addressed had been transformed by months of conflict spreading from the Strait of Hormuz to the Red Sea.

That contagion of hostilities has produced consequences far beyond the battlefield. Citizens on five continents are now feeling the effects at the gas pump, as energy markets absorb the risk of a wider Gulf conflict. The gap between Trump's declarative certainty at the podium and the messier reality unfolding in the region has real economic costs for people who have no stake in the diplomatic theater playing out in New York.

Divergent Objectives, No Clear Endgame

Away from the General Assembly hall, the underlying diplomacy remains unresolved. Washington, Tehran, and the Gulf states are pursuing objectives that do not neatly align: the United States wants a deal it can present as a triumph before domestic political deadlines; Iran is negotiating from a position battered by war but unwilling to accept terms that look like surrender; and Gulf states, wary of both an emboldened Iran and an unpredictable Washington, are maneuvering to protect their own security and energy interests. The historical pattern is a familiar one in the region: outside powers and Gulf neighbors alike have long calculated that a defeated or destabilized Iran, or Iraq before it, could produce chaos as dangerous as the original conflict.

Other leaders gathered in New York offered their own signals of where the world stands on Trump's approach. Turkish President Recep Tayyip Erdoğan used his platform to press for more pressure on Israel, while French President Emmanuel Macron and Brazilian President Luiz Inácio Lula joined broader calls from UN officials for greater international cooperation, an implicit contrast to Trump's go-it-alone posture on the ICC and AI regulation. Trump, for his part, hinted at potential diplomatic openings not only with Iran but with Ukraine, suggesting that the same pattern of public toughness paired with private flexibility may be shaping his approach to more than one conflict at once.

The Widening Gap

What emerged from the General Assembly session was not a single clear American position on Iran but two competing signals sent almost simultaneously: a threat of annihilation meant for domestic and allied audiences, and a quieter acknowledgment that talks are already happening. For a region already absorbing the shocks of war and for a global public paying more at the pump because of it, the distance between those two messages may matter more than either one alone.
