A sudden burst of American diplomatic activity this week has raised the question of whether the war in Ukraine, now well into its fourth year, is finally approaching a negotiated endpoint, or whether Washington is once again performing the choreography of peacemaking without the substance to back it up. President Trump and Russian President Vladimir Putin held what the Kremlin described as a "frank" hour-long phone call on Tuesday, days after US envoys Steve Witkoff and Jared Kushner shuttled between Moscow and Kyiv carrying what has been described only as "a proposal to end the war."

Trump told Putin he wants a swift resolution to the conflict, according to the Kremlin, which characterized peace as a gateway to a broader restoration of US-Russia relations. Meanwhile, Ukrainian President Volodymyr Zelenskyy says he expects to meet Trump later this month, as Kyiv pushes simultaneously for a new trilateral negotiating format and for the one thing it says it cannot survive the winter without: more Patriot air defense interceptors.

A Reversal of Fortune on the Battlefield

The diplomatic scramble comes at a striking moment in the war's trajectory. Just two months ago, at a NATO summit in Turkey, Ukraine appeared to hold the momentum. Kyiv's long-range drone program had matured into a genuine strategic threat against Russian territory, and Trump had surprised allies by announcing that the US would allow Ukraine to produce Patriot anti-ballistic missiles domestically, a move that promised to loosen Kyiv's dependence on scarce American stockpiles.

That promise has not materialized. In the intervening weeks, Russia has intensified its cruise missile campaign while Ukraine's air defenses have been steadily depleted, leaving Kyiv struggling to intercept incoming strikes. Russia, for its part, has also struggled to shoot down Ukrainian drones and missiles aimed at its own territory and energy infrastructure. The result is a grim symmetry: on both sides, offensive capability has now outpaced defensive capacity, a dynamic that tends to prolong wars rather than end them, since neither side faces a battlefield incentive strong enough to force concessions at the table.

It is against this backdrop, not a moment of battlefield exhaustion but one of mutual vulnerability, that Washington's diplomatic push is unfolding. That timing matters. Wars often move toward negotiated settlements when both sides conclude they can no longer improve their position through force. Whether that threshold has been reached here, or whether one side still believes it can outlast the other, will likely determine whether this round of diplomacy produces more than a photo opportunity.

Echoes of Past Mediation Efforts

The pattern of a great power dispatching envoys to shuttle between belligerents while pursuing direct leader-to-leader contact has deep precedent in modern diplomacy. In 1973, after the Yom Kippur War left Egypt and Israel bloodied but neither side able to achieve decisive victory, it was precisely that kind of stalemate, combined with superpower intervention, that eventually produced UN-brokered ceasefires and, years later, the Camp David framework. Anwar Sadat's key insight, that continued warfare was consuming resources without altering the fundamental balance of power, is one that both Kyiv and Moscow may eventually have to confront.

Détente-era diplomacy between Washington and Moscow offers a more cautionary parallel. The SALT I agreement of 1972 and the Helsinki Accords of 1975 were real achievements, but they emerged from years of patient, incremental negotiation, hotlines, test-ban agreements, summit after summit, not a single dramatic phone call. And even that hard-won détente collapsed within a few years, undone by NATO's missile deployments and the Soviet invasion of Afghanistan in 1979. The lesson is that headline-grabbing diplomatic gestures can create momentum, but they rarely substitute for durable, detailed agreements on security guarantees, territory and verification, the kind of granular work that has so far been absent from public accounts of the Witkoff-Kushner mission.

What Kyiv Wants, What Moscow Wants

For Zelenskyy, the immediate priority is concrete: Patriot interceptors to blunt Russia's missile campaign, and a trilateral format that would give Ukraine a seat at any table where its territory and sovereignty are being discussed, rather than leaving Washington and Moscow to negotiate over Kyiv's head. That concern is not abstract. Ukrainian officials have watched with unease as the Trump-Putin channel has developed a momentum of its own, and they have pushed hard to ensure that any settlement is not simply presented to Kyiv as a fait accompli.

For Putin, the Kremlin's framing, that peace in Ukraine could unlock a "broad restoration" of US-Russia ties, suggests Moscow sees the negotiation as being about far more than Ukraine alone. That broader ambition could be a genuine incentive to compromise, or it could be a signal that Moscow intends to use the prospect of improved relations with Washington as leverage to extract concessions on Ukraine's territory and future security arrangements.

Progress or Performance?

None of the reported exchanges, the Trump-Putin call, the envoy visits, the anticipated Trump-Zelenskyy meeting, have yet produced a public framework, a ceasefire line, or a timeline. What exists so far is process: calls described in adjectives ("frank"), envoys described by their itineraries, and expectations described by officials rather than commitments. That does not mean the effort is hollow. Real negotiations often begin exactly this way, with vague signals tested privately before any public commitment is risked. But it does mean that, for now, the flurry of diplomatic activity is better understood as an opening move than as evidence that peace is close.

The coming weeks, particularly the Trump-Zelenskyy meeting Kyiv is anticipating for late September, should offer the first real test of whether this diplomatic surge has substance behind it, or whether it is simply the latest iteration of a cycle in which stalemate on the battlefield produces bursts of talk in the capitals, without changing the fundamental calculus of a war that neither side has yet found a way to win.
