There is a particular kind of moral vertigo in reading, on the same news day, that oil prices are "edging higher" on speculation about a Trump-Pezeshkian encounter at the UN, and that thousands of Yemenis are boarding rickety boats to cross the Bab al-Mandab Strait, fleeing a war that has now ground on for more than a decade. One story is about markets. The other is about bodies, some of which do not make it to the other shore. The world has decided, implicitly, that the first story matters more.

This is not new. It is, in fact, the oldest pattern in the modern history of humanitarian crisis: geopolitics writes the war, and someone else, usually far too late, is left to write the relief effort. Yemen is only the latest chapter in a script the twentieth century rehearsed again and again.

A Strait That Has Always Mattered More Than the People Who Live Beside It

The Strait of Bab al-Mandab is one of the world's great chokepoints, the narrow gate between the Red Sea and the Gulf of Aden through which a staggering share of global shipping passes. It is precisely because of this strategic value that Yemen's civil war, which began in 2014 between the Saudi-backed Presidential Leadership Council and the Houthi-led Supreme Political Council, has never been treated by outside powers as simply a humanitarian emergency. It is treated as a theater.

The war's roots go back further still, to the 2011-2012 uprising against President Ali Abdullah Saleh, who had ruled for 33 years before a mediated transition handed power to his deputy, Abdrabbuh Mansur Hadi. Hadi's government proved unable to hold Yemen's fractured political landscape together, and into that vacuum stepped both al-Qaeda in the Arabian Peninsula and the Houthi insurgency that had already been fighting in the north for years. What followed was not one war but several, layered on top of each other, with Saudi Arabia, the UAE, Iran, and increasingly the United States all treating Yemeni territory as a chessboard for regional advantage.

Now, with Houthi attacks on Saudi Arabia intensifying and Aramco rerouting crude shipments through the Strait of Hormuz even as Washington threatens to ground Iranian airlines, the war's center of gravity has shifted westward again, onto Yemen's coast. And so people run. Thousands are crossing the Red Sea by boat to Djibouti, driven from Yemen's west coast by renewed Houthi advances, filling refugee camps that exist mostly outside the frame of the story most of the world is reading.

The Ghost of Mogadishu

It is worth remembering what happened the last time a Horn of Africa crisis collided with great power miscalculation. In the early 1990s, Somalia collapsed into famine, epidemic, and civil war so severe that the United Nations authorized UNOSOM, eventually a 28,000-strong force including 8,000 American troops, to distribute aid and disarm the warring factions. The mission's undoing came in October 1993, when an American attempt to capture the warlord Mohamed Farah Aideed went catastrophically wrong: two Black Hawk helicopters were shot down and eighteen American soldiers were killed. President Clinton withdrew US forces almost immediately. The UN mission staggered on until 1994, having, in the judgment of history, failed entirely to disarm the militias that kept Somalia in chaos for another generation. Aideed himself was killed in 1996, three years after the debacle that bore his name, a grim footnote to a war that outside intervention did not end so much as abandon.

The lesson of Mogadishu was not that intervention is always wrong. It was that intervention conceived as a tactical strike, rather than a sustained commitment to people on the ground, produces neither security nor mercy. Yemen risks the same fate, except this time no one is even pretending to run a UNOSOM-style relief mission. The Red Sea has become a corridor for warships and Houthi missiles, not for humanitarian convoys.

When the World Actually Mobilizes

Compare this silence to the response after the Boxing Day tsunami of 2004, when two earthquakes beneath the Indian Ocean sent tidal waves crashing into Indonesia, India, Sri Lanka, Thailand, the Maldives, and even Somalia's own coastline. At least 150,000 people died. Yet within days, eleven countries had deployed troops, ships, and aircraft, more than 400 NGOs mobilized, and the UN's Office for the Coordination of Humanitarian Affairs, established in 1991 precisely for moments like this, coordinated a relief operation credited with saving tens of thousands more from starvation and disease.

The tsunami response worked, imperfectly but genuinely, because no government had a strategic stake in prolonging the disaster. Nobody's oil shipments depended on the tsunami continuing. Nobody's regional rivalry was served by keeping Aceh underwater. Yemen has no such luck. Its suffering is entangled with the interests of Riyadh, Tehran, Washington, and the security of Aramco's tanker routes. That entanglement is precisely why the machinery that saved lives in 2004 has never been fully brought to bear on Yemen, despite a decade of what the UN itself has repeatedly called the world's worst humanitarian crisis.

The Moral Economy of Chokepoints

There's an uncomfortable truth buried in the juxtaposition of these stories: the same geography that makes Yemen's coastline strategically vital, sitting astride Bab al-Mandab, is exactly what has doomed its civilians to a war of attrition rather than a ceasefire. Great powers do not abandon chokepoints. Saudi Arabia will not walk away from a border it fears the Houthis, and by extension Iran, might use to menace it. The United States will not treat freedom of navigation through Bab al-Mandab and Hormuz as anything less than a vital interest, however the language is dressed up in talk of possible Trump-Pezeshkian diplomacy. And so the war continues, punctuated by escalations and de-escalations dictated by tanker insurance rates and missile ranges, while ordinary Yemenis do what displaced people have always done: they get in boats.

This is not a call for a particular policy prescription; no simple intervention will undo a war this layered, this regionally entrenched. But it is a call for honesty about priorities. When oil prices "edge higher" and the story leads global coverage, while a refugee camp in Djibouti housing people who crossed one of the most dangerous straits in the world on open boats gets a few paragraphs, we are witnessing a choice, not an accident of newsgathering. It is the same choice the world made watching Mogadishu burn in 1993, and the opposite of the choice it made, however imperfectly, after the tsunami of 2004.

What History Actually Teaches

The lesson of OCHA's finest hour is that coordinated, well-resourced humanitarian response is possible when the political will exists. The lesson of Somalia is that half-hearted, strategically muddled intervention can be worse than none. Yemen currently sits in a third, grimmer category: a conflict so thoroughly captured by great power interest that even the humanitarian dimension has become an afterthought to the geopolitical one.

The people crossing the Red Sea right now, fleeing Houthi advances on Yemen's west coast, are not a subplot to the story of oil prices and airline threats. They are the actual story, the one measure of the war's cost that cannot be hedged, priced, or rerouted through the Strait of Hormuz. History will not remember the exact barrel price on the day Bab al-Mandab's refugee boats multiplied. It may, if we let it, forget the boats too. That would be the deeper failure, not of policy, but of attention.
