Recent flooding across Nepal has killed dozens and displaced thousands, offering a grim preview of the risks now gathering around China's plan to build the world's largest hydropower dam on the Yarlung Tsangpo river, just upstream of India's northeastern border. The floods, driven by intense monsoon rains and glacial melt in the fragile Himalayan terrain, have renewed scrutiny of a mega-project that Indian officials and independent scientists say could reshape water security for hundreds of millions of people across South Asia.

The Yarlung Tsangpo, known as the Brahmaputra once it crosses into India and eventually Bangladesh, is one of Asia's most important transboundary rivers. China's planned dam, sited in a stretch of the river that plunges through one of the deepest canyons on Earth as it bends toward Indian territory, is intended to generate enormous amounts of electricity and cement Beijing's dominance over the region's water infrastructure. But the same geological forces that make the site so attractive for hydropower, a steep drop in elevation over a short distance, also make it extraordinarily dangerous.

A Fault Line Beneath the Foundations

The dam's location sits atop one of the most seismically active zones on the planet, where the Indian tectonic plate continues to grind beneath the Eurasian plate, pushing the Himalayas ever higher and triggering frequent earthquakes. Chinese scientists themselves have flagged the danger. Researchers involved in assessing the project have warned that the area is prone to landslides and tremors severe enough to threaten the structural integrity of the dam, according to reporting on internal scientific assessments.

Nepal's recent floods illustrate what can happen when heavy rainfall interacts with unstable slopes and swollen rivers in this terrain. Flash floods and landslides tore through valleys with little warning, overwhelming infrastructure and killing dozens of people. Experts say such events are becoming more frequent and severe as climate change accelerates glacial melt and intensifies monsoon rainfall across the Himalayan arc, a region often described as the world's "third pole" because it holds the largest reserve of frozen freshwater outside the Arctic and Antarctic.

A dam of this scale, built in a zone this unstable, does not just carry engineering risk. It carries the risk of turning a natural disaster into a transboundary crisis.

If a major earthquake or landslide were to damage the Chinese dam, or if Beijing were to alter water releases during a crisis, the consequences would flow directly downstream into India's Arunachal Pradesh and Assam states, both of which depend heavily on the Brahmaputra for agriculture, drinking water and flood control.

India's Downstream Dilemma

For India, the dam represents a layered set of risks that go beyond engineering. New Delhi has no formal water-sharing treaty with Beijing on the Brahmaputra, unlike its arrangements with Pakistan over the Indus or with Bangladesh over the Ganges. That leaves India dependent on limited data-sharing agreements and diplomatic goodwill, both of which have proven fragile amid broader tensions between the two countries over their disputed Himalayan border.

Indian officials have long worried that China could use upstream control of the Brahmaputra as leverage in moments of political friction, either by restricting flows during dry seasons, which would hurt Indian agriculture, or by releasing large volumes of water suddenly, which could trigger flooding downstream. The dam's massive scale intensifies both concerns. Even without any deliberate manipulation, changes in the natural flow and sediment patterns of the river caused by damming could alter the ecology of the Brahmaputra basin, affecting fisheries, farmland fertility and the water table across a densely populated stretch of northeastern India.

The border region adds another layer of complexity. The dam sits near territory that China and India both claim, an area that has been the site of military standoffs in recent years. Any infrastructure project of this scale near a contested frontier inevitably becomes entangled with questions of sovereignty and strategic advantage, not just engineering and energy policy.

A Region Already Under Strain

The Himalayas have historically been a source of both connection and vulnerability for the peoples living around them. Ancient trade routes through mountain passes once linked India with Central and West Asia, and valleys like Kashmir and Nepal became centers of cultural exchange precisely because they were accessible despite the surrounding terrain. But that same terrain, steep, seismically active and increasingly destabilized by a warming climate, now poses growing dangers.

Nepal's floods are the latest reminder that the region's rivers, glaciers and slopes do not respect political boundaries. A landslide or earthquake in one country can trigger flooding hundreds of kilometers downstream in another. As climate change intensifies rainfall patterns and accelerates glacial retreat across the Himalayas, scientists warn that the frequency of such cascading disasters is likely to increase, regardless of what happens with any single infrastructure project.

That reality places India in a difficult position. It must simultaneously prepare for climate-driven disasters similar to those Nepal just experienced, push for greater transparency and data-sharing from China on the Yarlung Tsangpo project, and manage a broader strategic relationship with Beijing that remains defined by mistrust along their shared border. Analysts say the absence of a binding water treaty leaves India with few formal levers to influence how the dam is built or operated, making diplomatic engagement and independent monitoring of the river's flow all the more critical in the years ahead.

For now, the dam remains under construction, and the full scope of its risks, seismic, environmental and geopolitical, will not be clear until it is operational. But the floods in Nepal have already shown what is at stake when the Himalayas' fragile geology collides with the region's growing infrastructure ambitions.
