Investigators with Karnataka's Criminal Investigation Department (CID) have uncovered evidence that a senior Indian Administrative Service (IAS) officer, Ghyanendra Kumar Gangwar, allegedly tampered with OMR (Optical Mark Recognition) answer sheets to help specific candidates clear examinations conducted by the Karnataka Public Service Commission (KPSC). The finding has opened a wider investigation into whether the same network corrupted other recruitment cycles for the state's civil services.

The CID is now tracing suspected payments believed to have been funneled through the bank accounts of Gangwar's relatives, a common method used in India to obscure the trail of bribes paid for bureaucratic favors. Officials say the probe could expand to examine multiple KPSC examinations if further evidence of systemic tampering emerges.

Why This Matters

The KPSC is the primary body responsible for recruiting officers into Karnataka's state civil services, roles that carry significant authority over local governance, law enforcement, and public administration. An IAS officer, a member of India's elite administrative cadre, allegedly using that position to manipulate exam results strikes at the foundation of a system built, at least in principle, on merit.

OMR sheets, the machine-readable answer forms used in most competitive Indian government exams, are designed to be tamper-resistant precisely because so much rides on their integrity. If a serving IAS officer could allegedly alter them or arrange for their alteration, it raises uncomfortable questions about the safeguards meant to insulate exam processing from human interference.

A System Built to Exclude, Then to Include

The controversy lands with particular weight given the long history of India's civil services. The Indian Civil Service, the precursor to today's IAS, was created under Lord Cornwallis in the late 18th century explicitly to serve British colonial interests. For decades, Indians were formally barred from its higher ranks; British officials such as Charles Grant openly disparaged Indians as unfit for administrative responsibility, even as colonial officers themselves were notoriously corrupt, extorting bribes from local rulers and merchants.

"The fundamental principle of the English had been to make the whole Indian nation subservient, in every possible way, to the interests and benefits of ourselves," wrote John Shore, Cornwallis's successor as Governor-General.

It was only in 1853 that recruitment was opened to competitive examination, and even then the exam was held in London, conducted in English, and tested classical European learning inaccessible to most Indians. Satyendranath Tagore became the first Indian to pass it in 1863, but for decades afterward only a trickle of Indians made it through a system deliberately stacked against them.

The modern IAS was conceived after independence as a corrective: a merit-based, competitively selected service open to all Indians, meant to embody the opposite of colonial exclusion and favoritism. Allegations that a serving IAS officer used his position to rig outcomes for a fee cut directly against that founding promise, replacing exclusion by birth or race with exclusion by ability to pay.

The Investigation Widens

According to the CID's findings so far, Gangwar is suspected of altering OMR sheets to benefit particular KPSC candidates, effectively selling seats in a service meant to be earned through open competition. Investigators are now working to establish the financial trail behind these alleged interventions, focusing on transactions routed through relatives' accounts, a technique often used to distance a public official from direct evidence of bribery.

Officials have not yet disclosed the number of candidates believed to be involved or the total value of suspected payments. However, the CID's decision to examine whether "the same network" may have influenced other KPSC recruitment processes suggests investigators suspect this was not an isolated act but part of a more organized scheme, potentially involving intermediaries, multiple exam cycles, and other officials within or around the commission.

What Comes Next

The case is likely to intensify scrutiny of the KPSC's internal processes for handling and securing OMR sheets after they are collected from candidates, a stage in the examination pipeline that is supposed to be tightly controlled precisely to prevent this kind of manipulation. If the CID's suspicions of a broader network are confirmed, the fallout could extend well beyond Gangwar, implicating other officials and potentially invalidating results from exams beyond the one currently under scrutiny.

For candidates who sat honestly for these examinations, often after years of preparation in a fiercely competitive system, allegations of this kind carry a particular sting: the suspicion that positions they worked for may have been quietly sold to others. As the CID continues tracing the money and the network behind it, the case is emerging as a significant test of how seriously India's institutions treat threats to the integrity of public service recruitment.
