Delhi Police has formally denotified Jantar Mantar as an authorized site for public protest, ending the central Delhi landmark's decades-long role as the capital's default stage for demonstrations. In its place, authorities have designated three new locations, all of them farther from the corridors of government power, prompting sharp criticism from civil liberties groups and opposition parties who see the move as part of a widening effort to restrict dissent in the national capital.

The Citizens for Justice and Peace (CJP), a civil rights organization, condemned the decision. "What's next? Denotifying democracy?" the group asked in a statement, framing the move as emblematic of a government increasingly uncomfortable with visible, organized opposition in the heart of the capital.

A Site Steeped in Protest History

Jantar Mantar, an 18th-century astronomical observatory located a short walk from Parliament House and other key government buildings, has for years served as Delhi's equivalent of a public square. Farmers, students, war veterans, anti-corruption campaigners, and opposition politicians have gathered there to make their grievances visible to lawmakers and the press. Its proximity to power was precisely the point. A protest at Jantar Mantar could not easily be ignored by the officials it was aimed at, nor by the television cameras that routinely covered it.

That proximity appears to be exactly what troubled authorities. According to reporting on the decision, the defining feature shared by the three newly designated alternative sites is distance: all are located well away from Parliament, ministries, and other seats of power, making it considerably harder for demonstrators to command the same attention or apply the same direct pressure on decision-makers.

In recent months, Jantar Mantar had drawn a wide cross-section of dissenting voices, including opposition parties, civil society organizations such as the CJP, and student groups including the All India Students' Association (AISA) and the Students' Federation of India (SFI). These groups organized marches and sit-ins at the site, making it a recurring flashpoint for confrontation between demonstrators and the Delhi Police, who answer to the central government rather than the city's elected administration.

Part of a Broader Pattern

Critics argue that the denotification cannot be viewed in isolation. It follows a pattern, documented by activists and legal observers in recent years, of tightening restrictions on where and how Indians can exercise their constitutional right to peaceful assembly in the capital. Permissions for protest sites near government buildings have reportedly grown harder to obtain, police barricading of central Delhi during planned demonstrations has become routine, and organizers describe an increasingly bureaucratic and discretionary process for securing approval to gather.

The CJP's pointed question captures the anxiety among civil society groups that procedural and administrative tools, rather than explicit bans, are being used to achieve the same end: making dissent logistically difficult, physically distant, and politically less visible.

This is not merely a matter of inconvenience, critics say. The right to protest in a visible, central location has long been understood as integral to the right itself. A demonstration relocated to a far-flung corner of the city, away from press coverage, passersby, and the officials being petitioned, loses much of its political force even if technically permitted. In that sense, denotifying a landmark protest site functions as a form of restriction without the need for an outright prohibition.

Echoes of a Longer History

India's relationship with public protest and state power has deep historical roots, dating to the colonial era when gatherings of Indians demanding political rights were frequently viewed by British authorities as threats to order rather than expressions of democratic will. The tension between a state's desire for control and citizens' insistence on visible dissent has recurred throughout the country's modern history, often intensifying during periods when governments feel politically vulnerable.

Contemporary critics of the Jantar Mantar decision argue that the same underlying dynamic is at play today: a government managing dissent not through confrontation but through spatial control, pushing protest to the periphery where it is easier to overlook.

Delhi Police has not detailed the specific reasoning behind the denotification beyond announcing the new locations. The identities of all three alternative sites have not been fully disclosed in public statements. Opposition leaders and civil society organizations are expected to press for clarity on the decision and may challenge it as an infringement on the fundamental right to peaceful assembly guaranteed under the Indian Constitution.

For now, the message from groups like the CJP is one of alarm: that a government uncomfortable with being seen may be slowly redrawing the map of where democracy is allowed to be heard.
