On Friday, in a Miami hotel suite insulated from blackouts and air-raid sirens, Steve Witkoff and Jared Kushner sat across from Ukrainian negotiators and European officials to present "new ideas" for ending the war Russia started in February 2022. Thursday morning, in Kramatorsk, a Russian missile hit two public buses at a crowded stop, killing at least 30 people and wounding 18. Zelenskyy called it a deliberate strike on "an ordinary public transport stop." The talks proceeded anyway.

This is not hypocrisy. It is history repeating a pattern so old it should no longer surprise us: wars do not pause for their own negotiations. They often intensify around them, because battlefield leverage is the only currency that matters at the table.

The Lusitania Problem

On 7 May 1915, a German U-boat sank the British liner Lusitania, killing nearly 2,000 people, including 128 Americans. Germany's defenders noted, correctly, that the ship was carrying munitions. The sinking did not end the war or meaningfully shift its diplomatic posture; it simply forced Washington to begin tilting toward the Allies while Berlin temporarily reduced its submarine campaign under American protest. The lesson of 1915 was not that atrocity ends war. It is that atrocity becomes a bargaining chip, a data point calibrated to test how much pain an adversary's patrons will absorb before they act.

Kramatorsk is the Lusitania logic inverted and compressed. Russia is not testing American entry into a war it has avoided; it is testing whether American-brokered diplomacy has any teeth at all. A bus full of civilians, hit the same week envoys gather to discuss peace, sends an unmistakable signal: the war continues on Moscow's terms until someone makes it costlier to continue than to stop.

What the Armistice Actually Bought

It is worth remembering what the most famous ceasefire in modern history actually looked like in its final hours. The armistice ending the First World War was signed at 5:00 am on 11 November 1918 in a railway carriage at Compiègne. The guns did not fall silent until 11:00 am, six hours later. Commanders on both sides spent that final morning ordering attacks they knew to be strategically meaningless, simply because the fighting had not yet technically stopped. Men died in the last minutes of a war whose outcome had already been settled on paper.

That is the macabre arithmetic of negotiated endings: the paperwork and the killing run on separate clocks. Kramatorsk is this morning's version of that same arithmetic, except the Compiègne carriage hasn't even been booked yet. Witkoff and Kushner are not negotiating an armistice; they are negotiating the preconditions for one. Russia's incentive to keep killing civilians while talks continue is, perversely, higher now than it was in 1918, because nothing has yet been signed.

Appeasement's Ghost in the Room

Every round of talks invites the Chamberlain comparison, and it is usually invoked lazily. But there is something genuinely instructive in how Neville Chamberlain approached Hitler in 1937 with what his biographer Robert Self called "an innate confidence which now bordered on arrogance." Chamberlain's policy rested on a specific and reasonable premise: that Britain's military planners could not guarantee victory in a short war, so buying time through negotiation was rational statecraft, not weakness.

The problem was never that Chamberlain talked to Hitler. The problem was that he mistook a tactical pause for a durable peace and failed to read the asymmetry between a negotiator who wanted time to rearm and one who wanted time to conquer. William R. Rock's verdict, that appeasement remains "one of the most controversial policies in the history of international relations," endures precisely because the controversy is not about whether to negotiate with aggressors. It is about whether negotiators correctly diagnose what the other side is buying with the delay.

Putin's negotiating position, laid out across years of failed talks stretching back to the Minsk agreements of the Donbas war, has been remarkably consistent: recognition of occupied and claimed territory as Russian, a permanent bar on Ukrainian NATO membership, curtailment of Ukraine's military, and sanctions relief. Zelenskyy's position has been equally consistent: full Russian withdrawal, prisoner and child returns, war crimes accountability, and durable security guarantees. Miami's "new ideas" have to bridge that gap while Russian missiles argue, bus stop by bus stop, that Moscow sees no urgency to bridge it at all.

The Bombing Campaigns That Never Won Wars Alone

There is a seductive but dangerous assumption embedded in strategic bombing campaigns across a century of warfare: that enough civilian suffering eventually produces capitulation. The Allied strategic air offensive against Germany killed roughly 50,000 people in a single night over Dresden in February 1945. The March 1945 firebombing of Tokyo killed 80,000 and destroyed a quarter of the city. These campaigns did degrade industrial capacity; the Krupp armaments works at Essen was permanently shut down by 1944. But they did not end either war on their own. Germany and Japan fought on for months after their cities burned. What ended those wars was the collapse of military capacity on the ground and, in Japan's case, a demonstration of annihilating new power.

Russia's blackout campaign against Kyiv and its missile strikes on civilian transit follow the same theory of victory that failed Bomber Command and the Army Air Forces in 1944 and 1945: that enough suffering inflicted on a population will break its government's will before it breaks the population's will to resist. Four and a half years into the full-scale invasion, with ground forces largely deadlocked, the evidence from Kyiv's blackouts suggests Ukrainians are absorbing this pressure the way Londoners absorbed the Blitz and Germans absorbed Hamburg: with endurance, not capitulation.

What Miami Can and Cannot Do

None of this means the Miami talks are theater in the dismissive sense, a performance with no stakes. Negotiations conducted under fire have ended wars before, and ceasefires reached while violence continues have held, imperfectly, in places from Korea to Bosnia. But history also counsels against mistaking the existence of talks for the existence of leverage. The League of Nations emerged from the First World War with grand ambitions for collective security and arbitration, yet Margaret Macmillan's verdict on its archives, "unproductive fact-finding missions and, above all, failure," is a reminder that institutional machinery for peace means nothing without enforcement behind it.

The hard question for Witkoff, Kushner, and the European officials in that Miami room is not whether their "new ideas" are clever. It is whether anything in them changes Moscow's calculation that killing civilians at a bus stop costs nothing while diplomats are still talking. Until that calculation shifts, and it may require something closer to the sustained pressure that finally broke German and Japanese capacity in 1945 than to the patient arbitration Wilson imagined for his League, the talks and the killing will keep running on separate clocks, just as they did in the last six hours before the guns fell silent at Compiègne in 1918.

The tragedy is not that diplomacy continues amid atrocity. It is that diplomacy too often proceeds as though the atrocity is background noise rather than the central fact the negotiators are there to answer. Thirty people waiting for a bus in Kramatorsk were not an interruption to the peace process. They were its argument.
