The European Commission has moved to finalize a free trade agreement with India, bringing to the brink of completion one of the most consequential trade negotiations either side has pursued in recent years. Officials in Brussels say the pact, which has been under discussion in various forms for more than a decade, is now expected to be formally signed by the end of the year.

The development marks a pivotal moment for a relationship that has often moved in fits and starts. Talks between the European Union and India over a comprehensive trade agreement first began in 2007, only to collapse in 2013 amid disagreements over tariffs, data protection rules and market access for goods ranging from automobiles to dairy products. Negotiations resumed in 2022, driven in large part by a shared strategic interest in diversifying trade away from China and by India's growing importance as a manufacturing and consumer hub.

Why This Deal Matters

An agreement between the EU, a bloc of 27 nations with a combined economy of roughly $18 trillion, and India, the world's most populous country and one of its fastest-growing major economies, would rank among the most significant trade pacts concluded by either side in years. For the EU, it offers a chance to secure deeper access to a market of more than 1.4 billion people at a time when the bloc is anxious to reduce its economic dependence on both the United States and China. For India, closer ties with Europe promise expanded export opportunities, fresh investment and a hedge against volatility in its relationships with other major powers.

The stakes extend beyond bilateral commerce. The EU has long positioned itself as an economic counterweight to American influence, a role that dates to the bloc's earliest decades. Historically, the EU has been the world's largest provider of development aid and has, on occasion, been willing to defy Washington on matters of technological and economic sovereignty, as it did in 2002 when it pressed ahead with the Galileo satellite navigation system over American objections. A trade agreement with India would extend that logic, allowing Brussels to demonstrate that it can forge major economic partnerships independent of Washington's shifting trade posture.

For India, the agreement fits into a broader pattern of courting Western partners while maintaining strategic autonomy. New Delhi has in recent years pursued trade and investment agreements with the United Kingdom, Australia and the United Arab Emirates, part of a deliberate strategy to broaden its economic relationships beyond its traditional reliance on trade with China and the United States.

What Remains Before Signing

Despite the Commission's latest step, significant work remains before the deal can be formally concluded. Trade agreements of this scale typically require sign-off from EU member states and, in many cases, ratification by the European Parliament, a process that has tripped up previous EU trade deals even after years of negotiation. The EU's trade agreement with Canada, for instance, took years to secure ratification from all member states after being provisionally agreed.

Negotiators on both sides have historically clashed over a familiar set of issues: European demands for lower Indian tariffs on automobiles, wine and spirits; Indian demands for easier access for its pharmaceutical and textile exports and greater mobility for its skilled workers; and disagreements over environmental and labor standards that the EU has sought to attach to its trade agreements in recent years. It remains unclear from the Commission's announcement whether all of these sticking points have been fully resolved or whether some will be addressed in supplementary arrangements after the main agreement is signed.

The European Commission's move brings the India-EU free trade agreement closer to signing, with the pact expected to be formally signed by the year-end.

A Broader Pattern of Realignment

The push to finalize the agreement also reflects a broader recalibration underway in global trade. Both the EU and India have watched with concern as tariff disputes and protectionist measures have disrupted established trading relationships elsewhere. A completed EU-India pact would send a signal that large economies still see value in negotiated, rules-based trade arrangements even as unilateral tariff actions have become more common in other parts of the world.

Should the agreement be signed on schedule, attention will shift quickly to implementation: how tariff reductions are phased in, how disputes are resolved and how quickly businesses on both sides can take advantage of the new terms. Given the complexity of past EU trade negotiations, officials and analysts will be watching closely to see whether the year-end target holds, or whether, as has happened before, the final stretch proves more difficult than the years of negotiation that preceded it.
