Brussels and Kyiv are facing a compounding crisis this week: European intelligence agencies are warning that Russia is deliberately testing the limits of NATO's tolerance through a campaign of covert sabotage, even as European Union negotiators remain deadlocked over renewing sanctions on nearly 3,000 individuals and entities accused of supporting Moscow's war in Ukraine. Without an agreement, those sanctions are set to expire by the end of the day, a lapse that would hand the Kremlin a symbolic and material victory just as Ukraine braces for another brutal winter of Russian strikes on its energy grid.

The twin developments, unfolding as world leaders gather in New York for the UN General Assembly, illustrate how precarious Western unity has become nearly four years into the war. European officials fear that Russia's appetite for risk is growing, not shrinking, even as diplomatic efforts toward a negotiated peace continue in parallel.

A Shadow War Below the Threshold of Retaliation

According to European intelligence chiefs, Russia has intensified a pattern of sabotage and "hybrid warfare" operations across NATO member states, deliberately calibrated to fall short of triggering a formal military response. These acts, which officials describe as a "shadow war," are aimed squarely at disrupting the flow of Western support to Ukraine by targeting infrastructure and sowing instability in the countries that supply it.

The strategy is not new, but its intensification is alarming officials who see it as evidence that Moscow believes it can act with growing impunity. The calculation for the Kremlin appears straightforward: attacks that stop short of open warfare are less likely to invoke NATO's Article 5 collective defense obligations, allowing Russia to inflict damage and sow doubt about Western resolve without risking direct confrontation.

This approach echoes tactics from earlier eras of confrontation between Moscow and the West, when the Soviet Union relied on pressure campaigns, like the 1948 blockade of West Berlin, that stopped just short of open conflict while testing the willingness of Western powers to respond. Then, as now, the strategy forced Western nations to weigh the risks of escalation against the dangers of appearing weak. The Berlin blockade ultimately pushed the West toward greater military coordination through the founding of NATO in 1949. Today's hybrid campaign is prompting similar questions about whether existing alliance structures are equipped to respond to threats that operate in the gray zone between peace and war.

The issue is expected to dominate informal conversations among world leaders at the UN General Assembly this week, alongside discussions of conflicts in Ukraine, Iran and the Gulf.

Sanctions on a Knife's Edge

Compounding the security concerns is a separate but related crisis in Brussels, where EU member states have failed to reach agreement on modifications needed to extend sanctions covering nearly 3,000 individuals and entities accused of aiding Russia's war effort. Unless a last-minute deal is struck, those sanctions will lapse at the end of the day, a scenario that would represent one of the most significant unforced setbacks to Western pressure on Moscow since the invasion began.

The deadlock comes at a delicate moment, with the EU simultaneously trying to coordinate positions on Ukraine and on an unrelated dispute involving Greenland. The inability to resolve the sanctions question threatens to expose fractures among member states just as unity is most needed to sustain pressure on Moscow and reassure Kyiv of continued support.

France Pledges Winter Support as Energy Strikes Continue

The stakes of the sanctions standoff are heightened by Russia's continuing bombardment of Ukraine's energy infrastructure, a campaign that has repeatedly left millions of Ukrainians without heat and electricity during the coldest months of the year.

In a meeting Monday night, French President Emmanuel Macron and Ukrainian President Volodymyr Zelenskyy discussed the escalating strikes, which Macron said "threaten to deprive millions of families of heating and electricity." Macron pledged that "France will stand by Ukraine to face the winter," adding that the G7's energy ministers would also mobilize in support.

"We are strengthening its air defence with the signing of a contract for the delivery of radars, as well as the supply of interceptors," Macron said, describing new French assistance to bolster Ukraine's ability to protect its power grid and cities from aerial bombardment.

Macron said he had also discussed the matter with President Trump, along with the prospect of an energy truce and a moratorium on strikes in the Black Sea, both of which he described as measures France supports. "This will be a key issue in the negotiations that must resume and that must lead to a just and lasting peace," Macron said.

What's at Stake

Taken together, the intelligence warnings and the sanctions impasse underscore the fragility of the coalition backing Ukraine as the war grinds toward a fourth winter. If sanctions on thousands of entities are allowed to lapse even temporarily, it could undercut the economic pressure campaign that Western officials have long argued is essential to bringing Moscow to the negotiating table. At the same time, evidence of an intensifying sabotage campaign suggests Russia may be probing for weaknesses in NATO's collective resolve at precisely the moment when European unity is most tested.

For Ukraine, the immediate concern is more elemental: whether allies can deliver the air defense systems, energy support and diplomatic pressure needed to prevent another winter of blackouts and suffering, even as the political machinery in Brussels struggles to keep pace with the urgency on the ground.
