There is a particular kind of honesty in a bribe. Unlike a principle, which can be endlessly reinterpreted, a price is a price. This week offered two striking illustrations of that honesty, both involving the war in Ukraine, and both suggesting that the diplomacy surrounding it has shed whatever moral vocabulary it once had in favor of plain transaction.

First, Hungary lifted its veto on advancing Ukraine's EU accession talks, clearing the way for two new negotiation clusters to open and, potentially, a Brussels meeting between Volodymyr Zelenskyy and Viktor Orbán. The veto had been conditioned on protections for ethnic Hungarians living in Ukraine's Zakarpattia region, a demand that sounds like a matter of minority rights but functioned, in practice, as leverage Budapest could trade for concessions elsewhere. Then came word that Donald Trump had quietly blessed a carve-out allowing purchases of Russian diesel, a decision that drew criticism from allies even as it revealed how easily sanctions regimes bend under commercial pressure once the political will to enforce them weakens.

Neither story is shocking in isolation. Together, they describe something larger: a war that began as a test of whether aggression still carries consequences has become, nearly four years on, a negotiation over who gets what.

The Veto as Currency

Orbán's maneuver with Ukraine's accession bid followed a script familiar to anyone who has watched the European Union enlarge, stall, and enlarge again since the Cold War's end. The EU's enlargement architecture requires unanimity at key junctures, a design feature that was meant to protect smaller states from being steamrolled but that has, in practice, handed any single government an effective veto over the bloc's collective strategic interests. Montenegro has been a candidate since 2010 and still waits. Turkey's talks have been frozen since December 2016. Nine states, including Ukraine, Moldova, Georgia, and the Western Balkan six, currently sit in some stage of candidacy, a queue that has become less a pathway than a holding pen.

This is not new. The Treaty of Nice, agreed in December 2000 and signed in February 2001, existed specifically because the EU recognized that unanimity and simple majority voting would become unworkable once the bloc absorbed a dozen new members with a dozen new sets of grievances. Nice introduced qualified majority voting requiring 62 percent of the EU's population, precisely to prevent any single capital from holding enlargement hostage over a parochial dispute. Ireland itself rejected the treaty in a 2001 referendum before reversing course in a second vote, a reminder that even founding members have used ratification as leverage for unrelated concessions. The lesson of Nice was that enlargement and institutional reform had to move together, or paralysis would follow. Hungary's veto trade over Ukraine suggests that lesson has been only partially learned: the mechanics of qualified majority voting exist, but political will to invoke them against a member state willing to dig in remains scarce.

What makes the Hungarian case notable is not that a small state extracted concessions. Small states have always done this; it is practically the business model of EU membership. What is notable is how openly transactional it has become, how little effort is made to disguise it as anything other than a toll booth. Ethnic Hungarian rights in Zakarpattia are a real issue, but few observers believe the veto was ever really about that alone. It was about Orbán's relationship with Moscow, his domestic political incentives, and his leverage within the bloc, all converted into a single negotiable instrument.

Sanctions With an Exit Ramp

The diesel decision is a smaller story in column inches but arguably a more revealing one about the war itself. Sanctions regimes have always had carve-outs; the question is always which carve-outs, for whom, and why. The precedent that should worry anyone watching this unfold is the League of Nations' response to Mussolini's invasion of Abyssinia in 1935 and 1936. The League imposed sanctions on Italy, but deliberately excluded oil from the list of prohibited items, a decision made precisely to avoid provoking Mussolini into a wider confrontation. The sanctions were real enough to generate headlines and diplomatic cover, but hollow enough that Italy completed its conquest by April 1936 anyway. The League's credibility never recovered, and Mussolini, having learned that the international community's bark exceeded its bite, moved closer to Hitler.

The parallel is not exact. No one is comparing Trump's diesel carve-out to the conquest of Abyssinia, but the mechanism is identical: a sanctions regime that excludes the single commodity most likely to matter to the target's war economy, justified by the logic that total enforcement would be too costly or too destabilizing. Oil was Italy's Achilles heel in 1935; energy exports are Russia's today. Carving out diesel, even partially, signals to Moscow that the sanctions architecture has load-bearing walls that can be removed without the building collapsing. It is a message about resolve, or the lack of it, as much as it is a message about markets.

The Missing Warning

Zelenskyy's complaint that allies failed to warn Kyiv of Russian ballistic missile strikes on civilian power infrastructure belongs to this same pattern, though it operates in a different register. Intelligence sharing, like sanctions enforcement and accession votes, has become something that can be throttled, delayed, or withheld as leverage, reportedly in response to disputes over strategy and negotiating posture. When Trump simultaneously claims that both Putin and Zelenskyy want the war to end, without citing a single direct statement from either man, the rhetorical move itself is transactional: it manufactures symmetry between an invader and the invaded, implying both sides merely need the right deal to lay down arms, as though the war were a stalled merger rather than a campaign of territorial conquest in which Russian forces now occupy roughly 20 percent of Ukrainian territory and have displaced some 8 million people internally, with 6 to 7 million more having fled the country entirely.

That framing matters because it recasts the war's moral architecture. The Gulf War of 1990 and 1991 offers a useful contrast. When Saddam Hussein invaded Kuwait, President Bush assembled a coalition of more than 600,000 troops from over 30 nations, not because Kuwait's government was blameless or its oil wealth irrelevant to American interests, but because the principle that borders could not be redrawn by force was treated, at least rhetorically, as non-negotiable. Operation Desert Storm was launched after a clear deadline of 15 January 1991, and Iraq was expelled from Kuwait within four days. The coalition did not treat Iraqi withdrawal as one item on a menu of possible transactions; it was the precondition for everything else. Saddam remained in power afterward, a reminder that even resolute coalitions leave messy aftermaths, but the operating premise of 1991 was starkly different from the operating premise of 2025: back then, aggression had to be reversed before negotiation could begin. Now, the reversal itself is up for negotiation.

What History Suggests

None of this means transactional diplomacy is inherently illegitimate. States have always traded concessions; the UN's own history includes plenty of compromises dressed up as principle. UNRWA's creation in 1950 to support Palestinian refugees was itself a kind of transaction, an acknowledgment that displacement would be permanent and that institutions, not just statements of principle, would have to manage it. Diplomacy that refuses all transaction tends toward either war or paralysis.

But there is a difference between transaction in service of a resolution and transaction that merely defers one. The Abyssinia precedent is instructive precisely because the carve-outs did not buy peace; they bought Mussolini time and the League its own irrelevance. Hungary's veto trade may yet produce a workable accession path for Ukraine, protections for ethnic Hungarians, and a stabilized EU bloc. Or it may simply be the first of many tolls Kyiv pays on a road that never quite reaches Brussels. The diesel carve-out may be a pragmatic accommodation to global energy markets. Or it may be the oil exemption of 2025, the one everyone remembers once the war has ground on for another two or three years and the question of whether the West's response was ever serious comes due.

What should concern observers is not that bargains are being struck, but how little effort anyone now makes to argue they are anything else. Nobody at the League of Nations in 1935 proudly announced they were exempting oil to protect Mussolini; the hollowness was camouflaged in diplomatic language. Today's transactions are announced almost matter-of-factly, as if the war's moral stakes have already been priced in and all that remains is haggling over terms. That shift, from camouflage to candor, may be the most telling historical divergence of all. It suggests not that cynicism has deepened, but that it no longer feels the need to apologize for itself.
