In New Delhi, three of India's most recognisable voices on electoral integrity have delivered a rare and pointed critique of the country's Election Commission, warning that irregularities within the institution are severe enough that they would almost certainly have reached the desk of Prime Minister Narendra Modi.

Former chief election commissioner S.Y. Quraishi, former election commissioner Ashok Lavasa, and Yogendra Yadav, the national convener of Bharat Jodo Abhiyaan, made the remarks in a wide-ranging conversation with veteran journalist Karan Thapar for The Wire. The discussion, coming ahead of a slate of upcoming elections, has reignited a long-simmering debate over the independence and credibility of the body constitutionally tasked with safeguarding the world's largest democracy.

A Warning From Insiders

What makes the intervention notable is the standing of those making it. Quraishi and Lavasa are not outside critics; they are men who once sat at the helm of the Election Commission itself, wielding the authority to oversee national polls involving hundreds of millions of voters. Their willingness to speak publicly about dysfunction inside the institution carries a weight that ordinary political criticism does not.

The suggestion that Modi "would've been told about the mess" in the Commission implies that concerns about its functioning are not marginal or speculative but have likely been communicated through official channels at the highest level of government. The exact nature of the alleged irregularities and the Commission's response were not detailed in the discussion excerpt made available, but the framing itself signals that the panel views the problems as systemic rather than incidental.

The Election Commission is meant to function as an unimpeachable referee in India's electoral contests, insulated from the political fortunes of any single party or leader.

Why the Commission's Credibility Matters

India's Election Commission was designed by the framers of the Constitution to be a fiercely independent body, empowered to superintend, direct and control the conduct of elections free from executive interference. Its commissioners are meant to act as neutral arbiters even when their decisions affect the ruling party of the day.

That design has come under strain in recent years. Critics, including opposition leaders and civil society figures, have periodically questioned the timing of election schedules, the handling of model code of conduct violations, and the transparency of voter roll revisions. Yogendra Yadav's involvement in the conversation is significant in this context: as a political scientist and activist who has spent years tracking electoral processes through Bharat Jodo Abhiyaan, a movement focused on strengthening democratic institutions, he brings a civil-society perspective that complements the insider knowledge of the two former commissioners.

The Stakes Ahead of Elections

The timing of these remarks is critical. India's electoral calendar is rarely quiet, with state assembly elections and eventually another general election on the horizon. Any perception that the referee of these contests is compromised, or that concerns raised internally are not being addressed, risks deepening public distrust in outcomes regardless of which party prevails.

Historically, India's Election Commission has been credited with managing elections of staggering scale and complexity with relative fairness, a reputation that has helped legitimise the transfer of power across ideologically opposed governments since independence. Analysts note that this reputation is itself a form of democratic capital: once eroded, it is difficult to rebuild.

By invoking the Prime Minister directly, Quraishi, Lavasa and Yadav have placed the question of institutional integrity squarely in the political arena rather than treating it as a bureaucratic matter to be resolved quietly. Whether their intervention prompts a substantive response from the Commission or the government remains to be seen, but the fact that such senior figures felt compelled to speak out publicly is itself a signal of how seriously they regard the current moment for Indian democracy.

The Wire has indicated that further details of the conversation, including the specific irregularities referenced by the panel, are expected to be elaborated in the full discussion.
