Germany's schoolchildren have posted their lowest scores on record in the world's most closely watched education survey, part of a broader global slide in reading and math skills that is forcing governments to confront uncomfortable questions about how well their classrooms are preparing the next generation.

The 2025 results of the Programme for International Student Assessment, known as PISA, show a downward trend in the performance of 15-year-olds across dozens of participating countries. The test, administered every three years by the Organisation for Economic Co-operation and Development, is widely regarded as the most authoritative cross-national benchmark of educational achievement, and its findings often shape national policy debates for years afterward.

Germany's results are especially stark. The country's students recorded their worst performance in reading and mathematics since Germany began participating in the assessment, a decline that has alarmed teachers' unions, parents' groups and politicians alike. The slump is not confined to Germany, however: the broader pattern across the survey points to a global erosion of foundational academic skills among teenagers, raising the question of whether the world is witnessing a temporary dip or the beginning of a longer-term structural decline.

A Pattern Years in the Making

Education researchers have pointed to several overlapping causes behind the slide, none of which is unique to any single country. The disruption of in-person schooling during the Covid-19 pandemic remains the most frequently cited factor: extended school closures interrupted years of foundational learning in reading and arithmetic at precisely the age when those skills are typically consolidated. Even as classrooms reopened, many education systems struggled to help students catch up on lost instructional time.

Beyond the pandemic, researchers point to the growing presence of smartphones and social media in adolescents' lives as a contributing factor, with concerns that shortened attention spans and reduced time spent on sustained reading may be undermining the kind of deep concentration that reading comprehension and mathematical reasoning require. Rising classroom diversity, including larger numbers of students who do not speak the language of instruction at home, has also strained resources in systems such as Germany's, where schools have struggled to integrate large numbers of newly arrived students, including refugee children, without a commensurate increase in specialized teaching staff.

Chronic teacher shortages have compounded the problem in many countries. Germany, like several of its European neighbors, has faced persistent difficulty recruiting and retaining qualified teachers, particularly in the subjects tested by PISA. Understaffed schools have in some cases resorted to larger class sizes or unqualified substitute instructors, further diluting the quality of instruction available to students at a critical stage of their education.

Echoes of a Long Debate Over Access and Equity

The current crisis revives a debate that has run through the history of modern education systems: how much a country's investment in schooling, and the equity of that investment, determines outcomes decades later. Historically, systems that concentrated resources narrowly, whether by language of instruction, social class or geography, have struggled to deliver broad-based literacy. Germany's education system, though vastly better resourced than those of the colonial or early industrial era, is once again confronting the reality that skill gaps tend to widen fastest among students who already face the greatest social and economic disadvantages.

Analysts of the PISA results note that the decline is not evenly distributed. Students from lower-income households and those with a migration background are disproportionately represented among the lowest performers, mirroring patterns seen in other countries grappling with similar test-score declines. This has intensified calls from education advocates for policies that specifically target struggling students rather than relying solely on system-wide reforms.

What Comes Next for Policy

The German government and state education ministries, which retain significant authority over schooling under the country's federal system, now face pressure to respond. Proposals circulating among educators and policymakers include:

Expanding early literacy and numeracy interventions before children reach secondary school
Investing in teacher recruitment and training, particularly in under-resourced regions
Restricting smartphone use in classrooms to reduce digital distraction
Providing additional language support for students who are not native speakers of the instruction language

Whether these measures can reverse the trend remains uncertain. Previous rounds of PISA have prompted similar rounds of soul-searching in Germany, most notably after the so-called "PISA shock" of the early 2000s, when the country's underwhelming results triggered a wave of reforms to its school system. That episode led to significant policy changes, including expanded early-childhood education and efforts to reduce the link between family background and academic outcomes.

The scale of the current decline, however, and its global character, suggests that no single national reform package will be sufficient on its own. Education ministers across the OECD are likely to spend the coming months comparing notes on which interventions, if any, have managed to blunt the slide in their own countries, as the 2025 results settle in as a sobering marker of how much ground has been lost since the last pre-pandemic assessment.
