In Visakhapatnam, a coastal city on India's eastern seaboard, Google is building one of the largest artificial intelligence infrastructure projects in the country's history: a $15 billion data center and AI hub slated to begin operations in 2028. But as construction moves forward, the project has become a flashpoint in a broader struggle over who bears the cost of the AI boom, and who reaps its benefits.

Google says the facility will rely on air cooling technology rather than the water-intensive cooling systems common at large data centers, a move the company presents as proof of its environmental responsibility. Yet the pledge has done little to quiet opposition from local communities, who remain worried about water scarcity, contested land acquisitions, and vague promises of local employment.

A Thirsty Technology Meets a Thirsty Region

Data centers that power AI systems are notoriously resource-hungry. Training and running large AI models requires enormous computing power, which in turn generates heat that must be constantly dissipated. Many facilities around the world use water-based cooling systems that can consume millions of gallons annually, a practice that has triggered backlash from drought-prone regions in the United States to water-stressed areas across Asia.

By committing to air cooling, Google is attempting to sidestep this exact controversy before it fully erupts. Air cooling systems use fans and heat exchangers rather than water evaporation to regulate temperature, reducing the strain on local water tables. For a coastal Indian city like Visakhapatnam, where water resources are already managed carefully to serve agriculture, fisheries, and a growing urban population, the distinction matters enormously.

Still, skepticism persists among residents who question whether technical assurances will hold up once the facility is fully operational. Air cooling systems, while less water-intensive, often consume more electricity, raising separate questions about the strain on regional power grids and the carbon footprint of the facility, which could run counter to some of the sustainability claims Google is making.

Land Disputes Cast a Long Shadow

Beyond water, the more combustible issue is land. Large infrastructure projects in India have a long and fraught history of land acquisition disputes, often pitting state governments eager to attract foreign investment against farmers, fishing communities, and residents who say they were inadequately compensated or consulted before their land was repurposed for industrial use.

The Visakhapatnam project is no exception. Protests have emerged over how land for the AI hub was acquired, with critics alleging that due process was shortchanged in the rush to secure a marquee investment from one of the world's most valuable companies. These tensions echo a familiar pattern in India's industrial history, where the promise of jobs and development has frequently clashed with the lived realities of communities displaced or disrupted by large projects.

Employment guarantees have become a particular sticking point. Local residents and activists want assurances that jobs created by the AI hub will go to the local workforce, not simply to specialized engineers brought in from elsewhere. Google has not detailed specific hiring commitments publicly, leaving a vacuum that critics say breeds distrust.

India's Balancing Act

The controversy in Visakhapatnam reflects a tension playing out across India as the country positions itself as a global hub for AI infrastructure. Indian officials have aggressively courted technology companies, framing data centers and AI investments as engines of economic growth and technological sovereignty. Andhra Pradesh, the state where Visakhapatnam is located, has been particularly eager to attract large-scale investment as it rebuilds its economic identity following the state's 2014 bifurcation.

Yet India's relationship with natural resources, particularly water, carries deep historical and cultural weight. Rivers have long been venerated in Indian tradition; the Ganga is revered as a mother goddess, and ancient texts repeatedly emphasize the sanctity of water and the need to protect it for future generations. That reverence coexists uneasily with the demands of rapid industrialization, a tension that is hardly new to India but takes on fresh urgency in the age of AI, an industry whose resource demands are still being understood.

India has experienced resource-driven displacement before. Historical records describe famines in ancient Magadha that forced religious communities to migrate south in search of sustenance, a reminder that environmental stress and human movement have long been intertwined on the subcontinent. Modern India faces its own version of that calculus: how to harness transformative technology without repeating patterns of environmental strain and community displacement that have accompanied past waves of industrial development.

What Comes Next

With the facility not expected to become operational until 2028, Google has time to address the concerns raised by residents and activists, or to see them harden into more organized resistance. The company's air cooling pledge represents a meaningful technical commitment, but it does not resolve the underlying disputes over land rights and local employment that have fueled protests so far.

How Google and Andhra Pradesh officials navigate these tensions could serve as a template, for better or worse, for how India manages the broader wave of AI infrastructure investment expected in the coming years. As more technology giants look to India for data center expansion, the outcome in Visakhapatnam will likely be watched closely by communities elsewhere in the country who may soon face similar choices between economic opportunity and environmental and social cost.
