NEW DELHI: For decades, the conventional wisdom about nuclear weapons in South Asia has rested on a simple premise: that the presence of atomic arsenals in both India and Pakistan makes full-scale war between them unthinkable, a stabilizing terror that keeps the peace. General Anil Chauhan, India's Chief of Defence Staff, has offered a sharper and more unsettling argument. Nuclear deterrence, he contends, has not prevented conflict at all. It has simply made it impossible for either country to win one in any meaningful sense.

The distinction matters. In a recent lecture examining the military dynamics between the two nuclear-armed neighbors, General Chauhan laid out a case that reframes decades of skirmishes, standoffs and near-wars not as evidence of successful deterrence, but as a symptom of a deeper strategic paralysis. India and Pakistan have fought and clashed repeatedly since both became declared nuclear powers in 1998, from the Kargil conflict of 1999 to periodic exchanges across the Line of Control in Kashmir. What has changed, in his telling, is not the frequency of confrontation but its purpose. War between the two nations, he argues, can no longer achieve a decisive political outcome.

A Doctrine Without an Endgame

Historically, wars have been fought to settle questions: territorial disputes, regime survival, the redrawing of borders. General Chauhan's analysis suggests that the nuclear shadow over the subcontinent has severed that link between military action and political resolution. Neither India nor Pakistan can escalate a conventional conflict past a certain threshold without risking a nuclear exchange that would be catastrophic for both. The result is a strange kind of stalemate: conflict remains possible, even likely in limited forms, but the kind of war that could actually resolve the underlying disputes, chiefly Kashmir, has become effectively unattainable.

This is a notable departure from how nuclear deterrence is typically described. The standard theory, developed during the Cold War and often summarized by the doctrine of mutually assured destruction, holds that the fear of annihilation prevents war altogether. General Chauhan's argument complicates that picture. Fighting has not stopped. What has stopped is the possibility of that fighting delivering a clear verdict. Wars can still be started, but they cannot, in his framing, be won in any strategically meaningful way.

Echoes of a Longer History

The tension between India and Pakistan traces back to the 1947 partition of British-ruled Punjab and the wider subcontinent, an event that split a region with a long and layered history under Mughal rule, Sikh kingdoms, and a century of British administration. That partition, overseen by the last viceroy, Lord Mountbatten, left the two new nations locked in an unresolved rivalry over Kashmir that has produced multiple wars and countless smaller clashes in the decades since.

Efforts to ease that rivalry have flared and faded repeatedly. In 1999, Indian Prime Minister Atal Bihari Vajpayee traveled to Lahore and was welcomed warmly by his Pakistani counterpart, Nawaz Sharif, declaring it "unworthy of two nations the size of India and Pakistan to have wasted so much time in mutual ill will." Weeks later, Pakistani-backed forces crossed into the Kargil sector of Indian-administered Kashmir, igniting a conflict that played out, for the first time, under the glare of live television coverage. It was a preview of exactly the dynamic General Chauhan describes: a limited war fought under the nuclear umbrella, contained enough to avoid catastrophic escalation, but incapable of changing the fundamental territorial or political status quo.

Subsequent years brought fresh attempts at rapprochement, including multiple meetings between Prime Minister Manmohan Singh, born in a village in what is now Pakistani Punjab, and President Pervez Musharraf, born in Delhi before partition. Those meetings produced encouraging statements but no lasting resolution, another illustration of a relationship in which dialogue and confrontation cycle endlessly without producing a decisive shift in either direction.

What It Means for Military Planning

If General Chauhan's diagnosis is correct, it raises hard questions for military planners on both sides of the border. If war cannot achieve decisive outcomes, what is the strategic purpose of maintaining large conventional forces geared toward exactly that goal? Both India and Pakistan have invested heavily in doctrines premised on limited conventional war, such as India's so-called Cold Start concept, designed to allow rapid, localized strikes that stay below the nuclear threshold. General Chauhan's analysis implicitly challenges the logic underpinning such doctrines: if even limited war cannot produce a political resolution, then the entire architecture built around fighting "below the nuclear line" may need rethinking.

This is not merely an academic argument. It touches on one of the most consequential unresolved disputes in the world, between two nuclear-armed states with a combined population exceeding 1.6 billion people. The Kashmir dispute alone has triggered multiple wars and remains a persistent flashpoint. If military force can no longer settle it, and if diplomacy has repeatedly failed to do so either, the two countries may be locked into a permanent condition of managed hostility, one in which periodic flare-ups occur precisely because neither side can force a final outcome, and neither is willing to simply walk away from the dispute.

A Region Still Waiting

General Chauhan's lecture does not offer an easy way out of this bind. Instead, it names a condition that has arguably existed for years but has rarely been described so directly by a senior serving officer: that the India-Pakistan relationship has entered a phase where military force retains the power to kill and destroy but has lost the power to decide. For a region still shaped by the unresolved legacies of 1947, and by generations of families on both sides of the border who no longer share the same memories or even the same version of history, that may be the most sobering conclusion of all. War remains possible. Victory, in any meaningful sense, does not.
