India's Home Minister Amit Shah announced on Tuesday that security agencies have dismantled more than 40 modules of a cross-border smuggling network allegedly led by Pakistani social media influencer Shahzad Bhatti, with 350 people arrested in a coordinated operation spanning 15 states. The Centre has formally designated the network a terrorist organisation, accusing it of trafficking weapons, explosives and narcotics into India.

The scale of the operation, spread across nearly half the country's states, signals a significant escalation in India's response to what officials describe as an organised, transnational criminal enterprise operating under the guise of social media activity. Shah's announcement suggests months of coordinated intelligence gathering and simultaneous action by multiple state police forces and central agencies, a scale rarely seen in domestic counter-smuggling operations.

An Influencer at the Centre of a Terror Network

What sets this case apart is the alleged use of social media as a recruitment and coordination tool. Authorities allege that Bhatti, described as a Pakistani social media influencer, used his online following to build and direct a sprawling network of operatives inside India, tasked with smuggling arms, explosives and drugs across the border. By designating the network as a terrorist organisation rather than treating it purely as a criminal smuggling ring, the government has signaled that it views the operation as a national security threat rather than a conventional law enforcement matter.

This distinction carries legal weight. A terrorist designation under Indian law typically allows investigators to invoke stricter anti-terror statutes, freeze assets, and pursue prosecutions that carry harsher penalties than standard smuggling or narcotics charges. It also allows India to formally flag the network to international partners and multilateral bodies as part of its broader case against Pakistan-linked militancy.

Echoes of a Long, Troubled Border History

The bust comes against the backdrop of a decades-long history of smuggling, infiltration and militant activity along the India-Pakistan frontier, much of it concentrated in Punjab, the region split by Partition in 1947. The border that separates Indian Punjab from Pakistani Punjab, most visibly at the Attari-Wagah crossing, has long been a channel for both legitimate trade and illicit smuggling. Officials and analysts have repeatedly flagged Punjab and neighboring states as vulnerable corridors for weapons and narcotics trafficking, given the porous stretches of the border and periodic tunnels or drone-based smuggling routes that have surfaced in recent years.

India has for years accused Pakistan's security establishment, including its Inter-Services Intelligence agency, of tolerating or actively supporting militant networks that use Pakistani territory as a base for operations against India. The 2008 Mumbai attacks, carried out by the Pakistan-based group Lashkar-e-Taiba, remain the starkest example cited by Indian officials of cross-border terrorism originating from Pakistani soil. New Delhi has long maintained that it has shared evidence of such involvement with Islamabad and pressed for action against those responsible, with limited results.

The Bhatti network case fits into this larger pattern, but with a modern twist: the alleged use of social media platforms to organise and direct operatives, a method that complicates traditional counter-terrorism approaches built around physical surveillance and human intelligence.

Government Messaging and Political Stakes

Shah's public announcement, delivered with specific figures (40 modules, 350 arrests, 15 states), appears calculated to project both the reach of the threat and the government's capacity to counter it. Publicizing precise numbers allows the Home Ministry to frame the crackdown as evidence of decisive action against cross-border terrorism, a politically resonant theme in India, where security along the Pakistan border remains a persistent public concern.

The messaging also reinforces a narrative the current government has consistently pushed: that networks originating in Pakistan, whether militant groups, smuggling rings, or now social-media-driven operations, pose an ongoing threat that requires assertive, high-visibility responses. By naming Bhatti specifically and designating his network as a terrorist organisation, the government personalizes the threat in a way that is easily communicated to the public and international observers alike.

For security analysts, the operation raises broader questions about how smuggling networks are adapting to modern communication tools, and whether India's 15-state sweep will meaningfully disrupt supply chains for weapons and narcotics or simply push operatives toward new intermediaries. The designation of the network as a terrorist organisation also sets a precedent for how India may classify similar cross-border criminal enterprises in the future, particularly those with an online organising component.

Details on the specific charges against those arrested, the quantities of contraband seized, and any formal communication with Pakistani authorities regarding Bhatti's activities have not yet been fully disclosed. Further briefings from the Home Ministry are expected as investigations continue across the implicated states.
