India and China this week held their first-ever Corps Commander-level military meeting in Arunachal Pradesh, even as New Delhi separately advanced plans to build small nuclear reactors in the Andaman Islands, nearly 3,000 kilometers away near the Malacca Strait. The two developments, occurring almost simultaneously, illustrate a broader Indian strategy of managing friction with Beijing on the contested Himalayan frontier while quietly building long-term strategic capacity in the Indian Ocean.

The border talks, held in the northeastern Indian state of Arunachal Pradesh, mark an expansion of the military dialogue mechanism between the two Asian giants. They came amid reported tensions in the Taksing area of the state, a region China claims in part as its own territory, and just days before Chinese President Xi Jinping is expected to attend the BRICS Summit. The timing suggests a deliberate effort by both governments to keep military channels open and prevent localized friction from disrupting a period of high-level diplomatic engagement.

A New Layer of Military Dialogue

Corps Commander-level talks represent a more senior tier of military engagement than the Border Personnel Meetings and working mechanisms that have traditionally handled friction points along the Line of Actual Control, the de facto boundary between India and China that has never been formally demarcated. That boundary has been a source of recurring conflict since a brief war between the two countries in 1962, and it remains one of the most militarized and least resolved frontiers in Asia.

The introduction of this new command-level dialogue in Arunachal Pradesh, a state China refers to as "South Tibet" and claims in its entirety, suggests both sides see value in institutionalizing communication in a sector that has drawn less international attention than Ladakh, where a deadly 2020 clash killed at least 20 Indian soldiers and an unknown number of Chinese soldiers. That the talks preceded a summit Xi is expected to attend indicates Beijing, too, has an interest in preventing border incidents from overshadowing broader diplomatic goals, including any efforts to stabilize the wider India-China relationship after years of post-Galwan estrangement.

Looking South: Nuclear Power in the Andamans

While army commanders met in the Himalayas, Indian scientists were evaluating sites across the Andaman Islands for Small Modular Reactors, compact nuclear power units designed to serve remote or energy-constrained regions. The Andaman and Nicobar Islands sit at the eastern edge of the Bay of Bengal, close to the Malacca Strait, through which a large share of the world's shipping, including much of China's oil imports, passes each day.

The reactors are intended primarily to secure energy supply for the islands and to support infrastructure such as the International Container Transhipment Terminal, a project meant to position India as a major hub for shipping traffic moving between the Indian Ocean and the Pacific. But the strategic subtext is difficult to separate from the stated civilian purpose. Reliable, independent power generation would allow India to sustain a larger military and administrative footprint on the islands without depending on fuel shipments or an overstretched grid, a critical factor for any nation seeking to project naval and logistical power far from its mainland.

The initiative is designed to bolster the islands' energy resilience and support critical infrastructure developments while enhancing India's strategic role in the eastern Indian Ocean and its oversight of vital shipping lanes.

A Pattern With Deep Roots

India's simultaneous management of a land border dispute and a maritime chokepoint reflects a strategic posture with historical precedent. Long before the modern Indian state existed, the subcontinent's rulers and traders maintained extensive ties across Asia: Buddhist networks connected India to Sri Lanka, Myanmar, China, and Central Asia, while Indian cultural influence extended deep into Southeast Asia through trade and religious exchange. The Bay of Bengal and the straits beyond it have long been corridors of connection, not merely modern flashpoints.

The land frontiers, by contrast, are largely a colonial-era inheritance. British administrators spent much of the nineteenth century pushing India's boundaries outward to what they considered defensible "natural" frontiers, a process that produced friction with Sikkim, Bhutan, and Tibet, and left behind unresolved boundary questions that independent India inherited wholesale. The current disputes in Arunachal Pradesh and Ladakh trace directly to these colonial-era demarcations, which China has never fully accepted.

Today's dual-track approach, cautious dialogue on a disputed land border paired with assertive infrastructure investment in a maritime domain where China's own vulnerabilities are pronounced, reflects an Indian calculation that it cannot resolve the Himalayan dispute quickly but can shape the balance of power in the Indian Ocean. Roughly 80 percent of China's crude oil imports pass through the Malacca Strait, giving India significant leverage simply by maintaining a credible presence at the strait's western approach.

Whether the new Corps Commander talks in Arunachal Pradesh yield lasting stability on the border remains uncertain, particularly given the unresolved tensions in Taksing. But taken together with the nuclear plans for the Andamans, they suggest an Indian strategy that no longer treats the China relationship as a single continuous front, but as two distinct theaters: one where the goal is to manage and de-escalate, and another where the goal is to build and project.
