India is moving aggressively to lock in uranium supplies from Uzbekistan, Australia and Canada, part of a global fuel hunt triggered by sweeping domestic reforms that, for the first time, allow private companies to build and operate nuclear power plants in the country. The push marks a significant shift in New Delhi's energy strategy, one that could reshape the country's power mix for decades but also exposes a persistent vulnerability: India still depends heavily on imported uranium to run its reactors.

For decades, India's nuclear sector was the exclusive domain of the state, hemmed in further by international sanctions imposed after its 1974 and 1998 nuclear weapons tests. Those restrictions largely evaporated after the landmark 2008 India-US civil nuclear agreement, which allowed India to resume trading nuclear fuel and technology with the international community despite remaining outside the Nuclear Non-Proliferation Treaty. Since then, successive governments have steadily expanded ties with uranium-exporting nations, but the new domestic legislation opening the sector to private capital has injected fresh urgency into the search for fuel.

Why the Fuel Hunt Matters

Uranium is the lifeblood of conventional nuclear reactors, and India's known domestic reserves, concentrated in states like Jharkhand, Andhra Pradesh and Meghalaya, are neither large nor easy to mine at scale. That scarcity has long been the central constraint on India's nuclear program, forcing it to rely on imports even as it built out generating capacity. The entry of private firms into reactor construction is expected to multiply demand for fuel just as global competition for uranium intensifies, driven by a worldwide resurgence of interest in nuclear power as countries look to decarbonize their electricity grids.

Uzbekistan, a major Central Asian uranium producer, has emerged as an increasingly important supplier, while Australia and Canada, which together hold some of the world's largest high-grade uranium deposits, remain anchor partners. Australia only began supplying uranium to India in the 2010s after changing its long-standing policy of refusing exports to non-NPT states, a decision that reflected warming strategic ties between Canberra and New Delhi. Canada, which was the source of the plutonium used in India's first nuclear test in 1974 before cutting off cooperation for decades, has likewise resumed uranium exports as part of the broader normalization of India's global nuclear relationships.

Opening the Door to Private Capital

The new laws permitting private participation in nuclear power construction represent one of the most consequential changes to India's atomic energy framework since independence. Nuclear power has historically been the preserve of the Department of Atomic Energy and its operating arm, the Nuclear Power Corporation of India, reflecting both the sensitivity of nuclear technology and lingering caution from the Cold War era. Bringing in private companies is intended to accelerate the pace of reactor construction and attract capital and expertise that the state sector alone has struggled to mobilize, but it also means the government must now plan for a much larger, more diverse fleet of reactors, each requiring a steady, secure fuel supply.

That is where the uranium diplomacy comes in. Analysts say India's strategy reflects a recognition that energy security in the nuclear age is not just about building reactors, but about diversifying the sources of the fuel that runs them, so that no single supplier or geopolitical disruption can stall the country's power ambitions.

The Long Game: Thorium

Even as it races to secure uranium, India is continuing to invest in a much longer-term bet: thorium. India holds one of the world's largest reserves of thorium, concentrated in the monazite sands along its southern and eastern coastlines, and has spent decades developing technology to eventually use thorium as a primary reactor fuel rather than uranium. Unlike uranium, thorium is not directly fissile and requires more complex reactor designs, such as breeder reactors, to convert it into usable fuel, which is part of why the technology has taken so long to mature.

The thorium strategy has been central to India's nuclear planning since the 1950s, when physicist Homi Bhabha outlined a three-stage program: using natural uranium reactors to produce plutonium, then fast breeder reactors to convert thorium into fissile material, and finally thorium-based reactors that would free India from dependence on imported uranium altogether. That vision remains only partially realized, but officials continue to describe it as the eventual foundation of the country's energy independence.

What Comes Next

In the near term, however, India's nuclear expansion will run on imported uranium. The success of the private sector's entry into nuclear construction will depend heavily on whether the government and its industry partners can keep securing reliable, long-term fuel contracts abroad. That makes the current uranium diplomacy with Uzbekistan, Australia and Canada not a side story to India's nuclear ambitions, but the foundation on which they rest, at least until the thorium dream matures into a working reality.
