Prime Minister Narendra Modi used the inaugural session of the BRICS Summit to renew India's long-standing demand for an overhaul of the United Nations Security Council, telling fellow leaders of the bloc that such reform "can no longer be delayed." The remarks, delivered on the summit's opening day, place India's ambitions for a permanent Council seat squarely within the diplomatic architecture of BRICS, a grouping that has increasingly positioned itself as a counterweight to Western-dominated global institutions.

The call is not new. India has argued for more than two decades that the Security Council's structure, frozen since 1965, no longer reflects the realities of a world transformed by the rise of large developing economies, shifting demographics and new security challenges. What has changed is the platform: by raising the issue at BRICS, which now includes Brazil, Russia, India, China and South Africa along with newer entrants, Modi is seeking to convert the bloc's growing economic weight into collective diplomatic pressure on the Council's permanent members.

A Council Frozen in Time

The Security Council's current design dates to the founding of the United Nations after the Second World War. It began with eleven members, five of them permanent: China, France, the United States, the Soviet Union (now Russia) and Britain. In 1965, as decolonization swelled the ranks of UN membership, the number of non-permanent seats was expanded from six to ten, bringing the total to fifteen. The five original permanent members, along with their veto power, have remained untouched ever since.

That veto is the crux of the problem for reform advocates. Under the UN Charter, any resolution requires at least nine of the fifteen members to vote in favour, but crucially, all five permanent members must either support or abstain; a single "no" vote from any of them kills a resolution outright. This arrangement, designed in 1945 to keep the great powers inside the postwar order rather than outside it, has repeatedly been used to block action on crises ranging from the Korean War era to more recent conflicts, and it is precisely this concentration of power that India and its allies argue is outdated.

India's case rests on simple arithmetic: it is the world's most populous nation and one of its largest economies, yet it has no permanent voice on the body responsible for international peace and security. New Delhi has long sought a seat alongside aspirants such as Brazil, Germany and Japan, a coalition sometimes referred to as the G4, each nation supporting the others' claims while facing its own distinct set of obstacles.

Why BRICS Matters to the Argument

BRICS gives India a forum where reform of global governance is a shared grievance rather than a solitary complaint. Brazil and South Africa, both without permanent seats, have their own ambitions for greater representation, while Russia and China, already permanent members, have periodically voiced rhetorical support for a "more representative" Council, even if their enthusiasm for diluting their own veto-holding club is understandably limited.

This tension is the central paradox of India's strategy. Two of the five permanent members whose cooperation is essential to any reform, Russia and China, sit inside BRICS with India. Beijing, in particular, has historically been cool to the idea of India joining the Council's top table, given the two countries' rivalry across Asia. China's own admission to the UN illustrates how fraught these seat changes can be: it took until 1971, after decades of American vetoes blocking the People's Republic of China from replacing Taiwan, for the General Assembly to finally seat Beijing as permanent member, only after Washington stopped blocking the application in pursuit of warmer relations.

The Charter Hasn't Moved Since 1965

Any formal expansion of the Security Council requires amending the UN Charter, a process needing approval from two-thirds of the General Assembly and ratification by all five existing permanent members, including their own veto over the change itself. In effect, the very body that would need to give up exclusive power is the one holding final veto over whether it does so. This structural circularity explains why, despite decades of General Assembly debate, working groups and summit declarations, the Council's composition has not changed in nearly sixty years.

The General Assembly, where all member states get an equal vote, has occasionally tried to route around Council deadlock. During the Korean War, it adopted the "Uniting for Peace" resolution, allowing the Assembly to act by a two-thirds majority if the Council was paralysed by a veto. That mechanism, however, was never written into the Charter itself and has never been used to force through structural changes such as Council enlargement.

What Comes Next

Modi's remarks at BRICS are unlikely to produce immediate movement inside the UN, but they serve a clear diplomatic purpose: keeping the reform question alive on a global stage and signalling to both Western capitals and fellow emerging powers that India intends to press its case at every available forum, not just within the UN's own slow-moving committees. For India, BRICS offers numbers and visibility; what it cannot offer is the one thing that ultimately matters, the consent of the five permanent members currently guarding the door.

Until that calculus changes, India's seat at the Security Council's table is likely to remain, as it has for decades, a goal declared rather than achieved.
