The United States' F-35 stealth fighter jet made its debut appearance at an Indian multilateral air exercise this week, flying alongside Indian Air Force aircraft at the Jodhpur Air Force Station in Rajasthan. But the symbolism of the moment masked a more complicated reality: India's top air force officer says Washington has made no formal offer to sell the aircraft, and American restrictions continue to keep Indian personnel at arm's length from the advanced fighter.

The jet's participation in "Tarang Shakti," India's largest multinational air combat exercise, was widely seen as a gesture of deepening defense ties between the two countries. Yet the Indian Air Force chief offered a blunt assessment of the limits of that cooperation, saying that despite the aircraft's presence on Indian soil, access to it remains tightly controlled by the United States.

"Your people don't let us near the aircraft," the chief said, a remark that captures the friction underlying what is often described as a strategic partnership between the world's two largest democracies.

A Showcase Without a Sale

The F-35, built by Lockheed Martin, is among the most sophisticated fighter aircraft in the world, combining stealth capability with advanced sensor fusion and networked warfare systems. Its presence at Tarang Shakti was intended to demonstrate interoperability between American and Indian forces and to showcase the aircraft's capabilities to a country that has long been courted as a potential buyer of high-end Western military hardware.

But showcasing is not selling. According to the Indian Air Force chief, no official acquisition offer has been extended by the United States government, even as the jet flew exercises over Indian airspace. The distinction matters: defense deals of this magnitude typically require government-to-government agreements, export licensing clearances, and extensive technology-sharing protocols before any aircraft changes hands.

The remarks underscore a persistent tension in the U.S.-India defense relationship. While both countries have spoken of the partnership in increasingly strategic terms, particularly amid shared concerns about China's military rise, Washington has historically been cautious about transferring its most sensitive military technology to India, a country that has traditionally relied on Russian-origin equipment and has not been part of the tightly knit alliance structures, such as NATO, through which the U.S. typically shares its most advanced systems.

Restrictions on Access

The F-35 program operates under stringent security protocols even among close American allies. Nations that fly the aircraft, including Britain, Australia, Japan, and several NATO members, have had to meet extensive requirements around information security, basing infrastructure, and intelligence-sharing arrangements before being cleared to operate or even closely inspect the jet.

For India, which maintains a diversified defense procurement strategy that includes Russian, French, and indigenous platforms, meeting those requirements would likely involve significant shifts in how it manages military technology and intelligence. New Delhi has in recent years sought to balance its historic defense relationship with Russia, most visibly through its acquisition of the S-400 air defense system, against growing cooperation with Washington, a balancing act that has occasionally drawn scrutiny from U.S. lawmakers concerned about sanctions under laws targeting Russian defense transactions.

The air force chief's comments suggest that despite years of rhetoric about elevating defense ties, including joint exercises, technology-sharing initiatives, and periodic discussions about jet engine co-production, the F-35 itself remains firmly outside India's reach for now. The aircraft's advanced stealth coating, avionics, and software are considered among the most closely guarded aspects of American military technology, and Washington has been reluctant to extend the kind of access to India that it has granted to longtime treaty allies.

Broader Defense Context

India has instead pursued other avenues to modernize its air force, including its own indigenous fighter programs and continued negotiations with other Western suppliers. The country has previously acquired French Rafale jets and has explored co-development arrangements with the United States on fighter jet engines, an area where Washington has shown more willingness to cooperate, reflecting the distinction U.S. policymakers draw between propulsion technology and the fully integrated stealth and sensor package embodied in the F-35.

Tarang Shakti itself, now in its latest edition, has grown into one of India's most prominent platforms for demonstrating military cooperation with foreign air forces, drawing participation from multiple countries alongside the United States. The exercise is widely viewed as part of India's broader strategy to diversify its defense partnerships while asserting a greater role in shaping regional security dynamics in the Indo-Pacific.

Still, the air force chief's candid remarks serve as a reminder that symbolic displays of military cooperation do not always translate into substantive technology transfer. For India, acquiring the F-35, or even gaining fuller access to inspect and evaluate it, would likely require not just a formal offer from Washington but a broader recalibration of the trust and infrastructure underpinning the two countries' defense relationship.
