India's Air Force is racing to close one of the largest fighter jet deals in its history, with the chief of the service saying an agreement to acquire 114 Multi-Role Fighter Aircraft (MRFA) could be finalized by the end of fiscal year 2027. The announcement, made in New Delhi, comes as the force contends with a persistent shortage of combat squadrons and mounting concern over China's transfer of advanced stealth technology to Pakistan.

The Air Force chief told reporters that price negotiations for the MRFA program are currently underway, and that the service needs to induct 36 to 40 new fighter aircraft every year simply to keep pace with retirements and maintain operational readiness. "The delay in induction of jets is hurting us," the chief said, underscoring years of pent-up frustration within the force over slow-moving procurement and production timelines.

A Force Stretched Thin

India's air force is sanctioned for 42 fighter squadrons but has been operating with significantly fewer for more than a decade, a gap defense planners have long flagged as a strategic vulnerability. The retirement of ageing Soviet-era MiG-21 fleets, combined with slower-than-expected deliveries of domestically built Tejas light combat aircraft, has left the force stretched thin even as it faces two nuclear-armed neighbors, China and Pakistan, with growing air power ambitions of their own.

The proposed MRFA acquisition, valued at roughly $20 billion by most estimates, is intended to plug that gap. The deal would be among the largest fighter jet purchases anywhere in the world in recent years, and contenders are believed to include a mix of American, French, Russian and other foreign-built aircraft competing for the contract. A final decision has been anticipated for years but has repeatedly slipped amid budgetary pressures, competing defense priorities, and the complexity of negotiating technology transfer and local manufacturing terms under India's "Make in India" defense policy.

The AMCA Question

Compounding the urgency is uncertainty surrounding India's indigenous fifth-generation fighter program, the Advanced Medium Combat Aircraft (AMCA). The Air Force chief signaled that the service may be forced to pursue an alternative platform if development of the homegrown stealth jet continues to lag. The AMCA, intended to be India's answer to advanced stealth fighters being fielded elsewhere in the region, has faced repeated delays in design finalization, engine selection, and prototype development, pushing its likely induction well into the next decade.

That timeline gap is precisely what worries Indian strategic planners. Pakistan's reported move to acquire Chinese-made stealth fighters has sharpened the sense of urgency in New Delhi. If Islamabad fields fifth-generation stealth aircraft before India's own AMCA program matures, it would mark a significant shift in the regional air power balance. India's current fleet of fourth-generation and fourth-generation-plus jets, including the Rafale, Su-30MKI, and Tejas, would need to contend with such aircraft for years before a truly indigenous stealth answer arrives.

A History of Playing Catch-Up

India's struggle to modernize its air fleet is not new. Successive governments have grappled with the tension between building indigenous defense capability and the immediate operational need to field enough aircraft to deter adversaries. The Tejas program itself, conceived decades ago to replace the MiG-21, has taken far longer than planned to reach meaningful production numbers, a cautionary precedent that looms over the AMCA's own development timeline.

The 114-jet MRFA competition was first floated years ago as a way to address squadron shortfalls through a mix of direct imports and licensed domestic production. Officials have periodically suggested the deal was close to conclusion, only for negotiations to stall over pricing, technology-sharing terms, and shifting strategic calculations. The chief's latest comments suggest the government is now treating the deal with renewed seriousness, with a concrete fiscal year target attached for the first time in recent memory.

For India's defense establishment, the stakes extend beyond simple numbers. A fighter squadron shortfall affects not just day-to-day readiness but also the credibility of deterrence along two active, heavily militarized borders. With Pakistan's stealth ambitions advancing and China's own air force rapidly modernizing, the pressure on New Delhi to close its capability gap, whether through imported jets, faster indigenous development, or both, is unlikely to ease anytime soon.
