Across the Indian states of Bihar and West Bengal, millions of citizens have discovered they no longer exist on the electoral rolls that will determine who can vote in the 2025 and 2026 Assembly elections. The culprit is a bureaucratic exercise called the Special Intensive Revision, or SIR. Its consequences have been significant, deleting roughly 47 lakh (4.7 million) names in Bihar and nearly 91 lakh (9.1 million) in West Bengal, and triggering widespread youth-driven protests.

The scale of the deletions, and the opacity surrounding how they happened, has turned a routine administrative process into a significant democratic concern. In Mumbai, Delhi, and cities across the country, thousands of demonstrators have taken to the streets demanding the resignation of Chief Election Commissioner Gyanesh Kumar. The response from police in several cities, including the detention of hundreds of protesters, has intensified accusations that India's institutions are resisting scrutiny rather than engaging with it transparently.

Lives Disrupted by Administrative Process

For the people behind the statistics, the deletions have meant something far more disruptive than a line removed from a government database. Reporting from Bihar and West Bengal has documented voters suddenly discovering they are no longer eligible to cast a ballot, forced into a maze of bureaucratic demands to reprove their citizenship and residency, often with little clarity on what documentation will satisfy election officials or how to appeal an erroneous deletion.

The uncertainty is especially acute in West Bengal, a state with a long and sensitive history around questions of migration and citizenship along its border with Bangladesh. Critics of the SIR process argue that it echoes previous citizenship verification drives that disproportionately burdened poor, minority, and migrant communities, who often lack the layered paper trail of documents demanded by officials. In Bihar, where an Assembly election looms, the deletion of 47 lakh names has raised immediate concern about whether the rolls used on polling day will reflect the actual electorate or an artificially narrowed one.

Youth-Led Protest Movement Emerges

Out of this concern has grown a significant protest movement. Youth-led demonstrations have been staged in multiple cities, with a large rally in Mumbai drawing thousands under heavy police presence. The movement's central demand is specific: the resignation of Gyanesh Kumar, the Chief Election Commissioner, whom protesters hold responsible for overseeing a revision process they say has stripped eligible citizens of their fundamental right to vote.

The movement has spread well beyond Mumbai. Rallies have been organized by political parties, student groups, and civil society activists in multiple states, united around two demands: a rollback of the SIR and broader electoral reforms to prevent similar mass deletions in the future.

Political Response and Police Detentions

The protests have drawn sharp political reaction. Congress leader Rahul Gandhi condemned the police response to demonstrators, saying that a "lathi can stop a crowd, but not a question," a reference to the long wooden batons used by Indian police to disperse crowds. His remark captured the sentiment driving much of the backlash: that heavy-handed policing cannot substitute for institutional accountability.

In Delhi, police detained more than 700 protesters at Jantar Mantar, a traditional site for political demonstrations in the capital, and in nearby areas. Among those detained was Atishi, the former Chief Minister of Delhi, whose detention drew condemnation from the Communist Party of India (Marxist), which accused authorities of targeting young demonstrators exercising their constitutional right to protest.

"Lathi can stop a crowd, but not a question," Rahul Gandhi said, criticizing the scale of the police response to peaceful demonstrators.

Electoral Integrity Concerns

India's election machinery is the largest in the world, and the integrity of its voter rolls underpins the legitimacy of every result it produces. Mass deletions on the scale seen in Bihar and West Bengal, totaling approximately 140 lakh names combined, raise concerns that entire blocs of voters, concentrated in particular communities or regions, could be effectively disenfranchised before a single vote is cast. Opposition parties and civil society groups argue that such deletions, conducted with limited transparency and with the burden of proof placed on ordinary citizens rather than the state, amount to a significant reshaping of the electorate ahead of politically consequential elections.

The Election Commission of India has not offered a comprehensive public accounting of how individual deletions were determined or what recourse voters have beyond resubmitting documentation. That silence, protesters say, is precisely the problem. What began as a technical revision of voter lists has become, in the eyes of demonstrators, a significant question about whether India's election authority can be trusted to safeguard the one right democracy promises every citizen equally: the vote.
