New Delhi is confronting a quiet but consequential erosion of public trust, as two separate developments this week point to mounting unease over the health of India's democratic institutions. A biannual national survey has revealed sharply declining confidence in Prime Minister Narendra Modi among young Indians, while a former election commissioner has publicly questioned whether one of the government's largest recent electoral interventions, the deletion of 130 million names from voter rolls, meets the standard of fairness that democracy demands.

Taken together, the two developments suggest a widening gap between the machinery of Indian democracy and the confidence citizens place in it, a gap that experts warn could deepen if left unaddressed.

Youth Souring on Modi's Economic Record

The latest Mood of the Nation poll, a closely watched biannual survey of Indian public opinion, found that 56% of respondents believe Modi's economic policies primarily serve the interests of big business rather than ordinary citizens. Perhaps more striking, nearly half of those surveyed expressed concern that Indian democracy itself is under threat, a sentiment that marks a significant shift in how younger Indians view the trajectory of the country's political system.

The poll's findings indicate that perceptions of Modi's performance as prime minister are trending negative, a notable reversal for a leader who has dominated Indian politics since 2014 and built a reputation for commanding broad popular support, particularly among younger voters who came of age during his tenure.

Since taking office, Modi's government has cultivated an image of pro-growth economic reform paired with cultural nationalism, a combination that helped the ruling Bharatiya Janata Party secure consecutive electoral victories. But the erosion of confidence among youth, a demographic that will shape India's electoral future for decades, signals that this coalition of support may be fraying at the edges.

A Former Commissioner's Pointed Question

The poll's findings arrived alongside a separate and pointed intervention from Ashok Lavasa, a former Election Commissioner of India, who used a memorial lecture to raise uncomfortable questions about the integrity of the country's electoral rolls. Speaking at the Prof. Jagdeep Singh Chhokar Memorial Lecture, Lavasa addressed what he termed the Systematic Voters' Deletion process, a sweeping exercise that removed 130 million names from India's electoral rolls.

"It is not just about enforcing the letter of the law; it is also about protecting its spirit," Lavasa said. "How do you explain the deletion of 13 crore names from electoral rolls?"

"SIR is legal but is it fair?" Lavasa asked, framing the central tension between technical legality and democratic legitimacy.

Lavasa's remarks are significant given his institutional standing. As a former election commissioner, he served as one of the guardians of India's electoral machinery, a role that requires strict independence from political pressure. His willingness to publicly question the fairness of a mass deletion exercise, even while conceding its legality, lends weight to concerns that opposition parties and civil society groups have raised for months about the process potentially disenfranchising eligible voters, particularly the poor, migrants, and minorities who may lack the documentation needed to survive routine roll verification.

Echoes of a Longer Struggle

India's tension between procedural legality and democratic legitimacy is not new. The country's independence movement itself was built on the argument that laws could be technically valid yet fundamentally unjust. When the colonial government introduced the Rowlatt Act in 1919, authorizing arrests without trial, Mohandas Gandhi argued that Indians had not just the right but the duty to resist an unjust law through nonviolent means, a principle that became the foundation of the satyagraha movement.

Decades later, the Indian National Congress's own electoral struggles in Punjab during the 1920s and 1930s revealed how communal loyalties, voter access rules, and perceptions of fairness could shape or undermine a party's claim to represent the nation. The Communal Award of 1932, which allocated legislative seats among religious communities, similarly triggered debates over whether procedurally sound policies could nonetheless damage the broader democratic fabric by alienating specific groups, in that case Sikh voters who felt shortchanged relative to their expectations.

That historical pattern, in which legal processes clash with perceptions of fairness, resonates in today's debate over voter roll deletions. Critics argue that even a legally sanctioned purge of electoral rolls can corrode public trust if it disproportionately affects vulnerable populations or lacks transparent safeguards.

What Comes Next

Neither the youth poll's findings nor Lavasa's critique amount to a definitive verdict on the health of Indian democracy. But together they represent a warning sign for Modi's government heading into a period when the ruling party will need to shore up support among younger voters while defending the integrity of its electoral processes against mounting scrutiny.

For a government that has staked much of its legitimacy on decisive economic reform and electoral dominance, the twin challenges of youth skepticism and institutional criticism suggest that the coming years may test whether India's democratic institutions can maintain public confidence even as they face growing questions about who they truly serve.
