India's Election Commission is facing an escalating credibility crisis over its Special Intensive Revision (SIR) of electoral rolls, with new evidence from West Bengal suggesting that hundreds of thousands of voter removal appeals were generated by an automated batch system rather than through individual scrutiny by election officers. The disclosures, combined with the Commission's own recent press note attempting to explain its conduct, have prompted former election commissioners and transparency activists to accuse the body of systemic opacity in the machinery that underpins Indian democracy.

At the center of the controversy is West Bengal, where records show that more than 1.6 million appeals seeking the removal of voters who had already been cleared during the SIR process were generated through a centralized, batch-based system. Election law requires that challenges to a voter's inclusion on the rolls be filed individually, with specific grounds and evidence attached to each case. The fact that such a vast number of appeals appear to have been produced in bulk, rather than filed one by one by officers who had reviewed each voter's status, points to an automated process masquerading as individualized verification.

A Supreme Court Ruling, Reinterpreted

The Commission's troubles deepened when it issued a press note claiming the Supreme Court had "upheld" its changes to Form 6, the document voters use to apply for inclusion on the electoral roll. A close reading of the Court's actual judgment tells a different story. The judges cautioned that the Commission's authority to alter procedures under the Statutory Instrument Rules must remain within the existing statutory scheme, a qualification that is far narrower than a blanket endorsement.

The Commission has still not explained why Form 6 was changed, who within the organization approved the modification, or why the alteration was made without the parliamentary scrutiny that such changes would ordinarily invite. Critics say this pattern of citing judicial language selectively while avoiding direct answers to basic procedural questions is emblematic of a broader unwillingness to be transparent about internal decision-making.

Institutional confidence can be restored by the Election Commission not merely by promising better procedures tomorrow, but by explaining what steps were followed in the days until today.

'An Admission of Guilt'

Former Chief Election Commissioner S.Y. Quraishi, along with transparency rights activist Amrita Johri, has characterized the Commission's press note itself as effectively an admission of wrongdoing. Their reasoning: the note announced a series of rollbacks to procedures that had already been implemented during the SIR, an unusual step for an institution that maintains its process was sound from the outset. If the original procedures required no correction, they argue, there would be no need to walk them back.

The rollbacks suggest the Commission recognized flaws in its own execution, yet the public explanation offered has been characterized as vague and defensive rather than forthright. Analysts say that for an institution whose legitimacy rests on public trust, particularly given India's scale and the stakes of accurately maintaining electoral rolls for hundreds of millions of voters, this kind of ambiguity is corrosive.

A Capacity Problem

Perhaps the most consequential criticism is structural rather than procedural: the Election Commission may simply never have had the institutional bandwidth to carry out a Special Intensive Revision of this scale properly. The Commission relied heavily on ERONET, an AI-powered application meant to assist with processing and verifying voter data. Like other AI systems built on similar architectures, ERONET is known to be susceptible to errors in which automated systems generate plausible-sounding but false or unsupported outputs.

Deploying such a tool at the heart of a process that determines whether citizens retain their fundamental right to vote raises serious questions about oversight. If batch-generated appeals in West Bengal are any indication, the reliance on automation may have substituted for the individualized human judgment that electoral law presumes will be applied to each voter's case.

Why It Matters

The Special Intensive Revision was intended to clean India's electoral rolls of duplicate, ineligible, or fraudulent entries and improve the integrity of the voter list. But the manner of its execution, opaque changes to voter application forms, selective citation of judicial rulings, and apparent mass automation of what should be case-by-case decisions, threatens to undermine the very confidence the exercise was meant to build.

Election experts note that the right to vote in India is not merely procedural but constitutional, and any process that risks disenfranchising legitimate voters at scale, whether through error, automation, or administrative shortcuts, demands rigorous transparency. So far, critics say, the Commission's responses have raised more questions than they have answered, leaving open whether the West Bengal findings are an isolated lapse or a preview of problems that could recur as the SIR process is extended to other states.
