Eighteen people dead in 48 hours. Thousands displaced. Crops destroyed. If this sentence feels familiar, that is because you have read some version of it every single monsoon for as long as you can remember. The rains arrive, the rivers rise, the television anchors call it unprecedented, and then the water recedes until next year, when it happens again. This is not weather. This is a system.

A Civilization Built on Water, Undone by Water

There is a deep irony in India's relationship with the monsoon, because no civilization on earth has understood this rhythm longer or more intimately. The Rig Veda venerated the Saraswati as a goddess; the Ganga later assumed her place as mother-river, sacred and life-giving. The kharif crop, the backbone of Indian agriculture even today, has depended on the south-west monsoon since agriculture began on the subcontinent, and Tamil Nadu's harvests have long relied on the north-east monsoon that arrives between mid-October and mid-December. Indians did not merely tolerate the monsoon; they built their calendars, their gods, and their economies around it.

They also, once, built infrastructure equal to the task. The Harappans, flourishing between 2500 and 1900 BCE in the Indus Valley, engineered drainage systems that remain impressive by comparison to what many Indian cities manage today. At Mohenjo-daro, nearly every house, however modest, had its own bathroom connected to covered street drains built of brick and stone slab. Kalibangan had private wells. This was, by any honest measure, more thoughtful urban water management than what floods half of Mumbai or Chennai under two hours of hard rain in 2024. A Bronze Age culture in a semi-arid zone solved a problem that a nuclear-armed, space-faring nation has not.

The Pattern Is Not New. That Is the Scandal.

Consider June 2013, when a cloudburst over Uttarakhand triggered floods and landslides that became, at the time, India's worst natural disaster since the 2004 tsunami. The rainfall that month vastly exceeded the state's historical norms, debris choked the rivers, and the water simply had nowhere sanctioned to go. Eleven years later, in August 2024, heavy rain combined with a sudden release of water from a dam in India's Tripura flooded 73 upazilas and 528 unions across 11 districts in Bangladesh, in what was described as one of the worst flood events in recent regional history. Note the recurring culprit hiding in that sentence: not just rainfall, but a dam release. Infrastructure meant to control water instead amplified the disaster, a pattern that repeats across South Asia's river systems with grim regularity.

Now add the latest tally: at least 18 dead in 48 hours, thousands displaced, crops ruined across affected Indian states. Three separate events, more than a decade apart, with the same essential shape. Heavy rain overwhelms systems never sized for it, water finds the paths of least resistance (which are usually the paths where poor people live), and the state responds with evacuation and relief rather than the harder, slower work of prevention.

Why "Preparedness" Keeps Failing

Indian officials will, predictably, describe the response to these floods as a triumph of preparedness: early warnings issued, National Disaster Response Force teams deployed, relief camps opened. And these things matter; they save lives that would otherwise be lost to sheer chaos. But preparedness in India has come to mean managing catastrophe efficiently after it begins, not preventing the catastrophe from reaching the scale it does. That is a profound and costly conflation. A country cannot claim disaster preparedness while its floodplains are aggressively urbanized, its wetlands paved into IT parks, its rivers silted from unregulated construction, and its dam-release protocols apparently still capable of catching downstream populations by surprise, as the Tripura dam episode preceding the Bangladesh floods suggests.

There is a structural reason this keeps happening, and it is not fatalism about the monsoon itself, which India's own ancient farmers and traders understood well enough to time ocean voyages around. Sailors from western Asia and the Mediterranean, once they grasped the monsoon's direction sometime around the first century AD, sailed to India on the south-west winds and returned on the north-east ones, turning a climatic pattern into a predictable, exploitable system. If first-century mariners with no satellites could model the monsoon's behavior well enough to build a trading economy on it, it strains credulity that modern India, with meteorological satellites, supercomputing, and a functioning space program, cannot model river catchments well enough to stop dam releases from drowning downstream villages with no warning.

The Cost of Deferred Maintenance

The technical failures compound a deeper political one: flood infrastructure is unglamorous. Drainage systems, river desilting, wetland restoration, and catchment area protection do not cut ribbons well. They are invisible when they work and blamed on "nature" when they fail. This is why India's cities keep building on floodplains that colonial-era engineers, and often precolonial ones, knew to avoid. Even Ranjit Singh's Punjab, for all its feudal brutality, understood the value of canal irrigation and water management as instruments of statecraft; the Sikh Empire's revenue depended on it. Somewhere between then and now, water management became an afterthought rather than a foundation of governance.

The victims of this neglect are rarely the architects of it. Flood deaths in India disproportionately claim the poor: those in low-lying settlements, informal housing, and rural areas with the least capacity to rebuild. Crop damage devastates smallholder farmers already living on thin margins. The 18 dead in the latest 48-hour window will not be remembered as victims of policy failure; they will be filed away as casualties of nature, a category that conveniently absolves everyone of responsibility.

What Would Actually Change the Trajectory

None of this requires exotic solutions. It requires unglamorous, expensive, politically thankless investment: enforcing floodplain zoning instead of granting exemptions to developers, restoring urban wetlands that once absorbed excess rainfall, modernizing dam-release protocols with real-time downstream alerts, and desilting rivers on a maintenance schedule rather than after disaster strikes. It requires treating the monsoon the way ancient Indian traders and Harappan engineers did: as a known, recurring variable to be planned around, not a surprise to be reacted to.

India has proven, across millennia, that it is capable of extraordinary sophistication in managing water when it chooses to prioritize it. The Harappan granaries at Harappa, with their combined floor space of roughly 838 square metres built near riverbanks for flood-safe grain storage, testify to a civilization that engineered around water rather than merely enduring it. The question India must answer today is not whether it has the capacity for that kind of foresight. History says it clearly does. The question is whether it has the political will to spend on prevention what it currently spends, every single year, on burying the dead and counting the losses.
