India's government celebrated last week when official figures showed the economy grew 7.8% in the latest quarter, comfortably beating a forecast of 7% and prompting Prime Minister Narendra Modi to call it a "herculean feat." Within days, the number had become the center of a bitter dispute over whether India's economic statistics can be trusted at all.

The controversy centers on Subhash Garg, a former finance secretary in Modi's own government who has since become one of its sharper critics. Garg alleges that the impressive growth figure was manufactured through a statistical sleight of hand: revising down last year's GDP at current prices, which had the effect of making this year's growth look far larger by comparison. By his calculation, the real growth rate is not 7.8% but closer to 2.6%, a gap so wide it would suggest starkly different economic realities for ordinary Indians.

A System Once Admired

The dispute matters far beyond the usual back-and-forth of Indian politics. For decades, India's statistical apparatus, built up through institutions like the National Sample Survey and the Central Statistics Office, was regarded as a relatively rigorous and independent source of data on everything from employment to poverty to national income. Economists and international agencies leaned on Indian numbers with a degree of confidence not always extended to other large emerging economies.

That reputation has been fraying for years. Critics point to a string of episodes, including a controversial 2015 revision to the GDP calculation methodology that abruptly pushed up growth estimates, and repeated delays or suppressions of unfavorable data on jobs and consumption, as evidence that statistical integrity has taken a back seat to political messaging. The latest dispute over the 7.8% figure fits a pattern that has left economists, opposition politicians and now even former insiders like Garg questioning whether headline numbers reflect economic reality.

"There isn't much that we Indians agree on these days. GDP numbers are no exception."

Why the Methodology Fight Matters

At the heart of Garg's critique is a technical but consequential point: growth rates are only as meaningful as the base they are measured against. If the prior year's GDP is revised downward, even a modest increase in absolute output can be presented as a dramatic percentage gain. Garg's argument is that this is precisely what happened, transforming what he calculates as anemic growth of 2.6% into a headline-grabbing 7.8%.

The government has not offered a detailed rebuttal to Garg's specific arithmetic, but has defended the figures as methodologically sound and consistent with the practices of statistical agencies. The dispute has nonetheless spread beyond expert circles, feeding into broader public unease about whether official data, on growth, unemployment, or inflation, can be taken at face value.

Stakes for Investors and the Public

The credibility of India's GDP figures is not an abstract academic concern. Foreign investors, credit rating agencies and multilateral lenders use these numbers to price risk, set interest rate expectations and calibrate lending decisions in what is now one of the world's largest economies. If growth figures are seen as unreliable or politically massaged, it raises the cost of capital and complicates decisions for anyone trying to assess India's trajectory, from bond traders in London to policymakers at the International Monetary Fund.

For ordinary Indians, the stakes are more immediate. GDP growth claims underpin government narratives about job creation, wage growth and poverty reduction. If the true growth rate is closer to Garg's 2.6% estimate than the official 7.8%, it would suggest that millions of households are experiencing an economy far weaker than the one described in government press releases, a gap that could help explain persistent public anxiety over jobs and the cost of living even amid triumphant official statistics.

A Broader Pattern of Doubt

India is hardly alone among large economies in facing questions about statistical independence. But the sharpness of the current dispute, coming from a former government insider rather than an opposition politician or outside academic, has amplified its impact. Garg's defection from defender to critic lends his methodology-based critique a credibility that is harder for the government to dismiss as mere partisan sniping.

The fight over a single quarter's growth number is, in that sense, a proxy for a larger question hanging over India's economic institutions: whether the country's once-vaunted statistical machinery still serves as an independent check on official narratives, or whether it has become another instrument of political messaging. Until that question is resolved, each new release of glowing economic data seems destined to be met not with reassurance, but with renewed suspicion.
