Two stories broke in the same season, and India treated them as unrelated. In one, Sahil Wakode, a 20-year-old Dalit student at the Indian Institute of Technology Bombay, died by suicide, and his peers erupted in fury, accusing a professor and the institute's director of casteism and demanding accountability. In the other, the Supreme Court announced it would visit the offices of the National Testing Agency (NTA), the body responsible for India's most consequential entrance exams, after yet another paper leak scandal, with the court dryly observing that "lessons from past not learnt." On the surface, one is a story about caste prejudice and the other about institutional incompetence and corruption. Look closer, and they are the same story: the myth that India's most elite institutions run on pure, colorblind merit.

An Old Wound Wearing New Clothes

India did not invent the idea that some people deserve success and others do not. That idea is older than the Republic itself, older than the British Raj, older than most of the texts we still read. The varna system, which assigned hereditary occupations to priests, warriors, peasants, and laborers, was not merely custom; it carried the sanction of both state and religion. The Bhagavad Gita counseled people to defend their own dharma rather than adopt another's, a philosophy that, whatever its spiritual depth, hardened into a justification for keeping the plow-pusher's son at the plow and the priest's son at the altar. Shudras and those deemed untouchable were "encumbered with disabilities" that had nothing to do with their talent and everything to do with their birth.

What is striking is how adaptable this hierarchy proved to be. During the Gupta period, castes proliferated as foreign groups were assimilated and tribal peoples were absorbed into brahmanical society; tribal chiefs were given respectable genealogies while ordinary tribesmen were shunted into low-status categories, each tribe becoming, in effect, a new caste. The system did not just persist; it metabolized newcomers, sorting them permanently into a ladder whose rungs were fixed before anyone climbed. This is the deep structure that reformers of the nineteenth century, from the Brahmo Samaj to the Arya Samaj, tried to dismantle. They may have differed on whether to keep the four broad varnas, but nearly all condemned untouchability and recognized, as Bipin Chandra notes, that no real national progress was possible while millions were "deprived of their right to live with dignity and honour."

The Constitutional Promise, and Its Limits

The Republic's founders understood this history. That is why the Constitution enshrined equality and why institutions like the IITs eventually adopted reservation policies for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and economically weaker sections. These policies were never meant to be charity; they were meant to be a structural correction to millennia of engineered disadvantage. But a policy on paper is not the same as a culture in practice, and campuses like IIT Bombay have long been criticized for treating reserved-category students as interlopers rather than equals, their achievements silently asterisked by classmates and, students now allege, by faculty. Wakode's death, and the anger it has provoked, suggests that whatever legal scaffolding exists, the informal social hierarchy that decides who belongs and who is merely tolerated has not disappeared. It has simply moved from the temple courtyard to the lecture hall.

When the Gatekeeper Itself Is Corrupt

Now layer onto this the second scandal. The National Testing Agency, created in 2017 to conduct entrance exams for engineering, medical, and management admissions across the country, was supposed to be the great equalizer: a single, standardized, computer-scored gateway through which every student, regardless of caste, class, or connections, would pass on identical terms. Instead, it has become synonymous with paper leaks so persistent that the Supreme Court felt compelled to send its own officials to inspect the agency's premises, remarking pointedly that past lessons had gone unheeded. If the exam itself can be bought or leaked, then the "merit" it certifies was never pure to begin with. It was always going to reward those with money for coaching centers, insider access, or the resources to game a broken system, which is to say, disproportionately the already privileged.

This is the uncomfortable symmetry. Caste discrimination denies opportunity based on birth. A corrupted testing system denies opportunity based on access and wealth, which in India correlates heavily with caste and class anyway, given the historical concentration of land, capital, and education among the upper castes. Both frauds wear the mask of merit. Both allow the winners to tell themselves, and everyone else, that they earned their seats fairly, when in truth the dice were loaded long before the exam began.

Reform Without Reflection

India's policymakers are not blind to any of this. The National Education Policy of 2020 explicitly promised a new vision for the country's education system, including plans to reform testing and access. Yet reform documents have a way of gathering dust when the underlying culture resists change. You cannot regulate away casteism with a circular, and you cannot fix a leak-prone exam agency merely by threatening it with a Supreme Court visit unless the visit produces structural change: independent audits, criminal accountability for leaks, and, crucially, a serious transition to secure computer-based testing that the court itself is now pushing.

Nor can India's elite institutions treat caste-based hostility as an unfortunate personality clash between a student and a professor. Wakode's death should force a reckoning with the informal curriculum that reserved-category students absorb from day one: that their presence is provisional, their competence perpetually in question. This is not new. It echoes what reformers said a century ago, that no nation can progress while a portion of its population is denied dignity. The vocabulary has changed from religious reform society to student protest movement, but the demand is identical.

What History Suggests, and What It Does Not

History offers a caution here as much as a lesson. The varna system survived for millennia precisely because it fractured solidarity among the producing classes, keeping shudras, peasants, and laborers from combining against those above them. Modern India's meritocratic institutions risk a subtler version of the same trick: convincing everyone, including the excluded, that the system is fair, so that anger gets directed at individual "bad apples" (a corrupt exam vendor, one casteist professor) rather than at the structure that produces them again and again. The Supreme Court's intervention and the student protests at IIT Bombay are healthy because they refuse that framing. They insist that the rot is systemic.

What history does not offer is a shortcut. The reformers of the nineteenth century did not end untouchability by pamphlet alone; it took decades of organizing, legal change, and, frankly, incomplete progress that continues today. Similarly, fixing the NTA will take more than one court visit, and fixing campus culture will take more than one investigation into one professor. But pretending these are separate problems, one about testing infrastructure and one about caste prejudice, is itself a form of denial. Both are symptoms of a country still working out whether merit is something you earn or something you inherit, and still discovering, case after painful case, that the answer has not changed as much as it would like to believe.
