In September, India's food inflation climbed to 7.74%, and onion prices alone rose 108.09% year-on-year, more than double the 48.78% spike recorded just the month before. Headlines called it a monsoon shock, and meteorologists are now watching a brewing El Niño event that the World Meteorological Organization says could become exceptionally strong. The instinct, as always, will be to treat this as weather news. It is not. It is governance news wearing a meteorological disguise.

This is a pattern, not an anomaly. In 2010, a nearly identical crisis struck: erratic rainfall in onion-growing regions sent prices soaring so badly that Prime Minister Manmohan Singh called it "a grave concern." That was fifteen years ago. The crop, the geography, and the political panic have barely changed. What should alarm Indians is not that the monsoon failed again, but that the policy response to the last failure apparently taught the system nothing.

A Civilization Built on a Single Wind

India's relationship with the monsoon is not a modern inconvenience; it is the oldest organizing fact of its economic life. The south-west monsoon, arriving between June and October, has determined the fate of the kharif crop for millennia, while Tamil Nadu depends instead on the north-east monsoon between mid-October and mid-December. Ancient Indian traders understood this rhythm well enough to exploit it: once sailors discovered the monsoon's directional pattern around the first century AD, they rode the south-west winds to India and Southeast Asia and returned on the north-east monsoon, turning ports like Broach, Sopara, Arikamedu, and Tamralipti into thriving hubs of Indo-Roman commerce. The point is not poetic. It is that Indian civilization has had four thousand years to develop a sophisticated relationship with monsoon variability, and for long stretches of history, it did exactly that through water-harvesting tanks, granaries, and crop diversity. What is strange is how much of that adaptive intelligence seems to have atrophied in the age of the nation-state, which has far more fiscal and technological capacity than any ancient kingdom and yet still gets ambushed by a bad rainfall year.

The Colonial Ghost in the Machine

If anyone wants a preview of what unmanaged monsoon failure looks like at its worst, colonial India offers a grim catalogue. The famine of 1876-78 killed roughly 800,000 people in Maharashtra, nearly 3.5 million in Madras, and over 1.2 million in Uttar Pradesh, while Mysore lost close to a fifth of its population. The 1896-97 famine affected 95 million people and killed an estimated 4.5 million. Independent India has, to its great credit, eliminated famine of that genocidal scale. The Green Revolution, buffer stocks, and the Public Distribution System represent genuine civilizational achievements. But the persistence of sharp, recurring price shocks for specific crops (onions in 2010, onions again in 2019, now onions and the broader food basket in 2025) suggests the system has solved starvation while leaving volatility largely untouched. That is progress, but it is incomplete progress, and incomplete progress has a way of calcifying into complacency.

Why "Just Fix the Monsoon" Is the Wrong Question

You cannot fix the monsoon. You can only fix how exposed your food system is to it. This is where India's policy conversation tends to go astray, treating El Niño as an external shock to be weathered rather than a recurring, forecastable risk to be engineered around. Super El Niño years have well-understood signatures months in advance. The 2023-24 El Niño, the fifth-most powerful on record, already demonstrated the playbook: droughts, flooding, and sharp price increases in rice, palm oil, sugar, soybeans, and corn across the globe, disproportionately hurting food-insecure populations. India had a dry run. It is now living the sequel with onions as the opening act.

A country that can forecast an El Niño event a season in advance has no excuse for discovering onion shortages only after prices have already doubled. Cold storage infrastructure for perishables remains grossly inadequate relative to production; India loses a staggering share of its horticultural output to post-harvest waste every single year, monsoon or not. Futures markets for key crops are either banned or so thin as to be useless for genuine price discovery. Crop insurance schemes exist on paper but pay out too slowly and too partially to change farmer behavior. None of this is a secret. It has been diagnosed in report after report since at least the 2010 crisis.

What Institutions Are For

There is an instructive, if unlikely, parallel in the postwar international order. When the United Nations created the FAO, it was explicitly designed to raise living standards by encouraging agricultural improvement, introducing disease-resistant crop varieties, and responding to emergencies caused by drought, floods, and civil war. UNICEF, similarly, evolved in 1953 from an emergency relief body into a permanent institution precisely because its founders recognized that child mortality from malnutrition was not a one-off crisis but a chronic condition requiring chronic infrastructure. The lesson embedded in both institutions is simple: durable problems need durable, not episodic, solutions.

India's food price volatility has been a durable problem for at least fifteen years, arguably far longer. Yet the policy response remains stubbornly episodic: export bans slapped on when onion prices spike, stock limits imposed in a panic, and then quiet abandonment of reform once prices normalize and headlines move on. This is crisis management, not system-building, and it guarantees that the next super El Niño, whenever it arrives, will produce the same news story with different percentage points.

A Harder Comparison

It is worth sitting with an uncomfortable comparison. The Soviet Union under Gorbachev saw its national income fall roughly 15% in 1991 partly because reforms like the Law on State Enterprises backfired: factories chased expensive goods instead of volume, inflation spiked, and basic items like soap and food fell into chronic shortage, with a quarter of the population living below the poverty line by 1990. That was an economic system failing to translate policy intention into supply-chain reality. India's onion economy, at a much smaller scale, exhibits a similar disconnect: the intention to protect farmers and consumers alike exists, but the storage, logistics, and market infrastructure to execute that intention does not reliably exist. The gap between stated policy and delivered outcome is where the crisis actually lives, not in the rainfall gauge.

What Climate-Proofing Would Actually Require

Climate-proofing Indian agriculture is not a slogan; it is a specific, achievable set of investments. It means tripling cold-chain and warehousing capacity for perishables, particularly onions, tomatoes, and pulses, the crops that swing hardest on thin supply margins. It means allowing transparent, well-regulated futures and forward markets so that price signals travel to farmers before planting decisions, not after harvest failures. It means crop insurance that pays out within weeks based on satellite-verified rainfall data, not months after bureaucratic assessment. It means diversifying cropping patterns away from water-intensive staples in genuinely water-stressed regions, a conversation India has been having since at least the 1970s and has repeatedly deferred.

None of this is exotic. Israel climate-proofed its agriculture in a literal desert. Vietnam transformed itself from a rice importer to one of the world's largest exporters through irrigation and market reform within a generation. India has the scientific talent, the fiscal capacity, and now, thanks to decades of pollen analysis and climate science, an increasingly precise understanding of its own monsoon variability going back to the Harappan era. What it has lacked is the political patience to build boring infrastructure during the calm years so that the volatile years stop making headlines.

The El Niño bearing down on India this winter is not a test of the monsoon. It is a test of whether a government that has had fifteen years since the last onion crisis, and four thousand years since the first lessons about monsoon dependency, has finally learned to build resilience rather than simply survive the weather and wait for the next apology to be issued.
