India's decision to expand its Rafale fleet with a planned purchase of 114 additional fighter jets is being framed in New Delhi as a decisive fix for the Indian Air Force's (IAF) most pressing problem: too few aircraft to fill its squadrons. But defense analysts warn the deal, however necessary, sidesteps a harder and more consequential question. Can a fourth-generation-plus fighter, however capable, keep pace with the fifth-generation stealth jets that China and Pakistan are moving to field along India's borders?

The IAF has for years operated well below its sanctioned strength of 42 fighter squadrons, with numbers hovering closer to 31. Aging MiG-21s and other Soviet-era airframes have been retired faster than replacements have arrived, leaving commanders to stretch a shrinking fleet across two active fronts: Pakistan to the west and China to the north and east. Against that backdrop, adding 114 Rafales, a proven, combat-tested aircraft already in IAF service since 2020, is a logical and relatively low-risk way to rebuild numbers quickly.

A Numbers Problem, Solved

The Rafale, built by France's Dassault Aviation, has earned a reputation as one of the most capable non-stealth fighters flying today. It carries advanced radar, long-range missiles and electronic warfare systems that give the IAF a genuine qualitative edge over the fighter fleets currently operated by Pakistan. For a service that needs airframes in the air now, rather than a decade from now, the Rafale offers a known quantity: it is already integrated into Indian training, maintenance and logistics chains, which shortens the runway to combat readiness compared with an unfamiliar platform.

That practicality is the deal's central appeal. Squadron strength is not just a bureaucratic metric; it determines how many fronts a country can credibly defend at once. By adding a large batch of capable, deployable jets, India buys itself operational depth and a hedge against further attrition as older aircraft are phased out over the next decade.

The Stealth Gap

The trouble is that numerical parity does not equal technological parity. China has already inducted its J-20 stealth fighter in meaningful numbers and continues to refine a naval variant, while Pakistan has signaled interest in acquiring China's export-oriented stealth designs, potentially narrowing the gap between the two air forces that most concern Indian planners. Fifth-generation aircraft are built around low radar visibility, sensor fusion and the ability to strike before being detected, advantages that no amount of fourth-generation upgrades can fully replicate.

The Rafale, for all its strengths, was not designed as a stealth platform. It remains detectable by modern radar systems in a way that dedicated stealth aircraft are not, meaning that in a contested airspace against a fifth-generation adversary, the IAF could find itself at a structural disadvantage regardless of the skill of its pilots or the sophistication of its weapons.

India's Own Stealth Program Lags

India has its own answer on the drawing board: the Advanced Medium Combat Aircraft (AMCA), a domestically developed fifth-generation fighter still years away from operational service. Development timelines for indigenous fighter programs in India have historically slipped, as seen with the decades-long gestation of the Tejas light combat aircraft. That history gives little confidence that the AMCA will arrive quickly enough to close the capability gap before regional rivals field their own stealth fleets in greater numbers.

This leaves Indian defense planners with an uncomfortable trade-off. The Rafale purchase is the fastest, most reliable way to restore squadron strength and maintain deterrence in the near term. But it is, by design, a bridge rather than a destination. Unless paired with an accelerated and adequately funded push toward fifth-generation capability, whether through faster AMCA development or a parallel foreign stealth acquisition, the Rafale expansion risks becoming a well-built solution to yesterday's problem.

What Comes Next

The strategic question facing India is not whether the Rafale deal makes sense; on grounds of cost, familiarity and immediate need, it plainly does. The question is whether the government treats it as one piece of a broader modernization plan or as an endpoint that quietly closes the door on further stealth investment. Given the pace at which China's air power is advancing, and the possibility that Pakistan could benefit from Chinese stealth exports, the answer will shape the balance of air power in South Asia for a generation.
