In Bihar, the voter rolls have grown by roughly 1.4 million names in the year since the state underwent a Special Intensive Revision (SIR), the controversial exercise meant to clean up India's electoral lists. In Delhi, meanwhile, at least ten residents report that the same process stripped them of their right to vote, often without clear explanation. Taken together, the two episodes expose a troubling pattern: an opaque system whose consequences, for better or worse, remain largely invisible to the public and unaccountable to independent scrutiny.

The Election Commission of India has defended the SIR as a necessary housekeeping measure, a periodic review of electoral rolls to remove duplicate, deceased, or ineligible entries and ensure that genuine voters are counted. But as India heads toward a fresh cycle of state and national elections, the lack of clarity around who is added, who is removed, and why, is fueling doubts about whether the exercise serves its stated purpose or quietly disenfranchises the very citizens democracy is meant to protect.

Bihar's Mystery Numbers

The increase of about 1.4 million voters in Bihar since its SIR might, on its face, look like good news: a sign that the revision process is actively correcting earlier mistakes and reinstating people improperly dropped from the rolls. But reporting on the figures makes clear that this conclusion cannot be drawn with confidence. The Election Commission has not published data distinguishing between newly eligible, first-time voters, such as those who turned 18, and individuals who were previously excluded during the SIR and have since reapplied or been restored.

Without that breakdown, the headline number is essentially meaningless as a measure of accountability. It is impossible to know whether the SIR's errors are being corrected, whether new voters are simply outpacing a wave of wrongful deletions, or some combination of both. This represents a significant gap in public reporting. Bihar's SIR was conducted ahead of consequential elections, and any systemic removal of eligible voters, particularly from marginalized communities, could materially alter electoral outcomes. Yet there appears to be no official mechanism requiring the Commission to disclose the net effect of its own revision process on actual voter inclusion.

Delhi's Human Toll

If Bihar illustrates a data vacuum, Delhi illustrates the human cost that can fill it. According to reporting by The Wire, at least ten residents of the national capital report having their names struck from voter rolls as part of the SIR, with case after case pointing to the same vulnerable populations bearing the brunt: the poor, the elderly, migrants, and others who often lack the paperwork or institutional access to quickly challenge an erroneous deletion.

Each of the ten stories represents an individual failure of the system, but together they suggest something more structural: a revision process that may be disproportionately burdening those least equipped to navigate bureaucratic appeals. For a daily wage worker or an elderly resident without ready documentation, being erased from the rolls is not merely an administrative inconvenience. It can mean total exclusion from the democratic process, with little recourse before election day arrives.

A Pattern Worth Watching

The juxtaposition of Bihar and Delhi points to a broader concern that extends beyond either state. The SIR process is being rolled out as a tool for electoral hygiene, but without standardized, transparent reporting on who is removed and why, and without an accessible, well-publicized path for citizens to verify and restore their status, the exercise risks becoming a black box. Citizens in both states describe similar experiences: discovering, often only when they arrive to vote, that their names have vanished from the rolls.

India's electoral authorities have long prided themselves on running the largest democratic exercise in the world, with hundreds of millions of voters and a logistical apparatus that other nations study closely. That reputation rests on public trust that the rolls are both accurate and fair. The current pattern, rising numbers in one state with no explanation and documented exclusions of vulnerable citizens in another, suggests that trust is being tested.

As more states prepare to undergo their own versions of the Special Intensive Revision ahead of upcoming elections, pressure is likely to grow for the Election Commission to publish granular, disaggregated data: how many voters were removed, on what grounds, how many successfully appealed, and how many were ultimately reinstated. Absent such transparency, India's voters and its democracy will be left guessing whether a revision meant to protect the integrity of elections is instead quietly undermining it.
