Across four Indian states, from the Himalayan hill towns of Uttarakhand to the crowded wards of Kolkata and the coastal constituencies of Odisha, a troubling pattern is emerging in the Election Commission of India's ongoing Special Intensive Revision (SIR) of electoral rolls. Voters, disproportionately Muslims and the poor, are being deleted from the rolls at speeds and rates that data show far outpace the processing of applications to add citizens back on. Meanwhile, at least one prominent politician appears to have been quietly restored to the electoral list through a process that critics say bypassed the commission's own rules.

The SIR, an exercise the Election Commission says is meant to clean up India's voter lists ahead of coming elections, is currently unfolding in stages nationwide. As of the latest update, Delhi's revision was in its enumeration phase along with four other states, while ten states, including Odisha and Andhra Pradesh, were in the claims and objections phase. This is the stage at which citizens can contest additions or deletions to the rolls. It is in this window, between enumeration and finalization, that watchdogs, opposition parties and independent reporting say the most consequential and least scrutinized decisions are being made.

Bengal: Deletions Outrun Additions

Nowhere is the asymmetry starker than in West Bengal. According to the Election Commission's own data, voter deletion requests filed on Form 7, the form used to strike a name from the rolls, were processed significantly faster and approved at markedly higher rates than Form 6 applications, which are used to add or restore voters. The data show a Form 7 application was 2.19 times as likely as a Form 6 application to reach a completed outcome.

That ratio matters because it inverts what election administrators typically describe as their core mandate: ensuring eligible citizens are not wrongly excluded. In a state where Bengal's electoral politics have long been shaped by contests over minority representation, an electoral machinery that moves nearly twice as fast to remove names as to add them raises questions about whether the revision is functioning as a neutral clean-up exercise or as a mechanism that tilts the playing field before votes are ever cast.

Odisha: A Suspended Officer and a Campaign That Forced the Commission's Hand

In Odisha's Dhamnagar assembly constituency, the pattern turned into scandal. The Electoral Registration Officer, Santosh Kumar Nayak, was suspended after allegations surfaced that he had misused Form 7 to delete thousands of Muslim voters from the rolls. The suspension came only after a sustained public campaign, amplified by reporting from The Wire, pressured the Election Commission into acting.

The episode is instructive less for the eventual suspension than for what preceded it. An official was apparently able to process mass deletions targeting a religious minority for some time before the commission intervened, and only after external pressure rather than internal audit brought the matter to light. It raises a question for a commission that insists its processes are self-correcting: how many similar cases, in constituencies without a sustained media campaign, have gone unexamined?

Uttarakhand: 95,000 Marked 'Ineligible,' and Allegations of Targeting

In Uttarakhand, more than 95,000 voters have been marked "ineligible" after Form 7 applications swept through the state's rolls. The Election Commission has attributed much of this to its own software automatically flagging what it calls "logical discrepancies" in voter records, essentially an algorithmic rather than human decision to purge names.

But the Congress party has alleged that targeted deletions are occurring alongside these automated exclusions, suggesting that the software's flagging mechanism may be providing cover for more deliberate removals. When tens of thousands of voters can be struck from the rolls on the strength of an opaque algorithm, with limited public explanation of what triggers a "logical discrepancy" flag, the burden falls on ordinary citizens, many with limited resources or literacy in bureaucratic procedure, to prove they still belong on a list that they never asked to leave.

Delhi: A 'Mark VIP' Feature and a Lawmaker's Quiet Return

The clearest illustration of a double standard comes from Delhi, where reports suggest the Election Commission's system includes a "Mark VIP" feature that appears to afford preferential treatment to select citizens during the registration process. Details of how the feature operates and who qualifies as a VIP remain scarce, but its existence alongside mass deletions of ordinary voters elsewhere invites scrutiny.

That scrutiny sharpened around the case of Raghav Chadha, a sitting Rajya Sabha MP, who was deleted from the electoral roll during the SIR process only to be re-registered soon after. Questions have been raised about whether an outdated, deprecated version of Form 6 was used to restore his name. This procedural detail would be trivial if not for what it implies: the safeguards and expedited handling apparently available to a prominent lawmaker are not equally available to the millions of ordinary electors, disproportionately poor and minority voters, who have been deleted under the same revision.

Do SIR safeguards apply equally to millions of excluded electors, or only to those with the visibility and political standing to force a correction?

A Pattern, Not an Anomaly

Taken individually, each of these episodes might be dismissed as a local administrative failure: a rogue officer in Odisha, an overzealous algorithm in Uttarakhand, a processing quirk in Bengal, a procedural shortcut in Delhi. Taken together, they describe something more systemic: an electoral revision process whose default setting appears to be exclusion, applied swiftly and at scale to the poor and to religious minorities, while restoration and correction move slowly for the many and quickly for the few.

India's Election Commission is a constitutional body whose legitimacy rests on the presumption of neutrality between citizens and, especially, between the powerful and the powerless. The SIR was billed as a technical exercise to purify electoral rolls ahead of future elections. The data emerging from Bengal, the suspension in Odisha, the automated purges in Uttarakhand, and the quiet re-registration of a lawmaker in Delhi suggest a process whose asymmetries, whether by design or negligence, fall heaviest on those least equipped to fight back.
