Delhi has experienced significant unrest over the past week as protests against a sweeping revision of India's electoral rolls collided with a heavy government security response. The crackdown saw paramilitary forces deployed, hundreds of trains cancelled, metro stations shuttered, and internet access cut in parts of the capital. At the center of the unrest is a process known as the Special Intensive Revision (SIR), which has removed 130 million people from India's voter register nationwide. According to new data, Muslim voters in Delhi were disproportionately flagged for scrutiny and potential removal.

The protests, organized in part by a group calling itself the Cockroach Janta party, have demanded the resignation of Gyanesh Kumar, India's chief election commissioner, and the scrapping of the revision altogether. Authorities responded over the weekend with what critics describe as an extraordinary show of force: 245 trains into Delhi were cancelled, 45 metro stations were closed, liquor shops were shut, internet services were suspended in parts of the city, and roughly 600 people were detained, many of them placed under house arrest before they could join the demonstrations.

A Lockdown in the Capital

For a city of more than 30 million people, the security measures imposed ahead of Saturday's planned rally amounted to a near-total suspension of normal civic life. Barricades and paramilitary patrols transformed major roads into checkpoints. The scale of the response, more commonly associated with curfews during communal violence or major terror threats, has itself become a flashpoint. Opposition politicians and civil liberties advocates argue that the government's reaction to peaceful dissent has been disproportionate.

The Election Commission has defended the SIR process as a routine, if overdue, cleanup of India's voter rolls, intended to remove duplicate entries, deceased voters, and those who have moved away. However, the scale of the exercise, which has erased more than a tenth of the country's registered electorate in a single sweep, has alarmed opposition parties who view it as a potential tool for influencing electoral outcomes ahead of future polls.

A Pattern That Targets Muslims

New data examining how the revision played out in Delhi suggests a disproportionate impact on Muslim voters. Muslims comprise 13.6% of electors on the city's draft voter roll, yet they accounted for 20.3% of those flagged for "logical discrepancies" by the Election Commission's ERONET software, and 30% of those flagged under five separate criteria linked to family size.

A comparison with Bihar, where the same revision process was carried out earlier this year, is instructive. Bihar's version of the exercise did not include the "logical discrepancy" checks used in Delhi. There, Muslims accounted for 18.4% of deleted electors, nearly in line with their 17.7% share of the state's population. The absence of a similar disparity in Bihar suggests that the specific flagging methodology deployed in Delhi, rather than demographic factors, may account for the disproportionate targeting of Muslim voters.

In Delhi, Muslim voters were flagged for removal at notably higher rates under certain discrepancy checks, a pattern absent in states where those specific checks were not applied.

Civil society groups and opposition leaders have pointed to these figures as evidence that the revision, whatever its stated intent, may function as a mechanism of exclusion targeting a religious minority. The Election Commission has not offered a detailed explanation for why its software flagged Muslim voters at elevated rates and has largely declined to engage with the specific statistical findings.

Echoes of a Longer Struggle

The confrontation in Delhi reflects a broader history in India, where questions of voting rights and electoral access have repeatedly become flashpoints for mass mobilization. India's modern electoral system traces its roots to reforms imposed gradually by British colonial authorities, who restricted the franchise along property and communal lines and created separate electorates for Hindus, Muslims, and Sikhs. These arrangements entrenched communal divisions decades before independence. Even celebrated episodes of Indian civil disobedience, from Mahatma Gandhi's campaigns against the Rowlatt Act's suspension of basic legal protections, were animated by demands that ordinary people have a genuine voice in governance.

A century later, the specific mechanisms have changed: software systems and bureaucratic "discrepancy" flags have replaced colonial property qualifications. But the underlying question remains strikingly familiar: who controls the boundaries of the political community and who is pushed to its edges. For Delhi's protesters, the demand that Gyanesh Kumar resign and that the SIR be withdrawn is not simply about an administrative error. It represents a challenge to what they see as the quiet reshaping of India's electorate along religious lines, carried out not through dramatic legislation but through the less visible machinery of voter list software.

As of this week, the Election Commission has shown no sign of reversing the revision, and the government has given no indication that it intends to scale back its security posture in the capital. With tens of millions of names already struck from the rolls and further rounds of the revision expected in other states, the dispute over who counts as an eligible voter in the world's largest democracy appears far from resolved.
