A mobile payments company operating across sub-Saharan Africa, ultimately controlled by an Indian billionaire, is preparing to stage what could be London's largest stock market flotation in years, offering a rare vote of confidence in an exchange that has spent recent years watching companies walk away rather than list.

Airtel Money, the fast-growing mobile money division of Airtel Africa, has announced plans to float on the London Stock Exchange at a targeted valuation of $9 billion (£7.1 billion). The business is controlled by Sunil Bharti Mittal, the Indian telecoms tycoon who built Bharti Airtel into one of the world's largest mobile operators before expanding aggressively into African markets over the past decade.

The timing is pointed. London's main market has endured a punishing stretch, with companies such as Paddy Power owner Flutter Entertainment abandoning their UK listings for New York, where valuations and trading liquidity are often higher. Fund managers, bankers and government officials have watched anxiously as the exchange's global standing has eroded, prompting soul-searching in Westminster and the City over how to reverse the drift.

A Rare Bright Spot

Against that backdrop, a $9 billion listing would be a significant coup. IPOs of this size have become scarce in London, and the arrival of a business with deep roots in some of the world's fastest-growing consumer markets could help the exchange make the case that it remains relevant to companies with genuine global ambition, not just domestic firms with limited growth prospects.

Airtel Money's business model reflects a broader story about how technology has reshaped economic life across Africa. Mobile money services, which allow users to store, send and receive funds via basic phone networks without needing a traditional bank account, have become indispensable in economies where formal banking infrastructure remains patchy. Airtel Africa operates across more than a dozen countries on the continent, and its payments arm has become central to how millions of people manage everyday transactions, from paying school fees to settling utility bills.

That growth mirrors a wider transformation. Countries such as Kenya, often nicknamed the "Silicon Savannah," have seen mobile technology leapfrog traditional infrastructure gaps, with mobile subscriptions across the continent numbering in the hundreds of millions. United Nations research has pointed to the outsized impact of mobile technology on health, education, agriculture and financial inclusion in communities that were previously locked out of formal financial systems. Airtel Money's expansion has positioned it near the center of that shift.

An Indian Business Leader's Global Reach

Mittal's push to list an African payments business in London also underscores the growing influence Indian entrepreneurs wield in global capital markets. Having built Bharti Airtel into a telecoms powerhouse in India, Mittal expanded into Africa in 2010 with the acquisition of Zain's African operations, betting that mobile penetration on the continent would follow a trajectory similar to what he had seen in India. That bet has evolved into a payments business now large enough to command a multibillion-dollar valuation on one of the world's most established exchanges.

The choice of London, rather than a US exchange or a listing closer to the company's African operations, will be read by many in the City as an endorsement, however cautious, of the UK market's ability to still attract global capital. Financial commentators have been quick to note that one deal, however large, does not undo years of decline. As the Guardian's finance columnist Nils Pratley observed, the listing raises the question of whether it truly marks a turning point for London or simply a well-timed exception.

Challenges Ahead

Analysts caution that Airtel Money still faces real risks. Its operations depend heavily on regulatory environments across a diverse set of African nations, some of which face currency volatility, political instability, and infrastructure limits, particularly in rural areas where power supply can be unreliable and mobile networks weaker. Currency fluctuations across African markets have previously weighed on Airtel Africa's reported earnings, and investors will be watching closely how the company manages those exposures as a newly independent, publicly listed payments entity.

Even so, for London, the symbolism may matter as much as the substance. A successful float would give the exchange a marquee example of a business bridging two of the world's most dynamic growth regions: Indian entrepreneurial capital and African consumer markets, at a moment when the City badly needs a marketing win.

Whether the listing proceeds smoothly and at what valuation will offer an early signal of investor appetite for emerging market growth stories on a market that has, of late, struggled to keep even its most established names.
