Iran's military struck air bases used by the United States in the United Arab Emirates and Kuwait, demonstrating that six months of war and a punishing new sanctions regime have failed to blunt Tehran's capacity to strike American interests across the Gulf. The attacks came even as President Trump had threatened further reprisals, and as Israel's defence chief warned that the very sanctions meant to bring Iran to heel could instead push its leadership toward "extreme measures."

The strikes mark a dangerous new phase in a confrontation that has already stretched across half a year, raising the question of whether an economic strategy designed to force Iranian capitulation might instead accelerate the kind of desperate escalation that both Washington and its allies say they are trying to avoid.

A Sanctions Regime Meant to Break Tehran

The Trump administration has described its latest sanctions package as an "economic D-day," language that signals an all-out effort to cripple Iran's economy and, by extension, its ability to sustain military operations. Yet the strikes on US bases in the UAE and Kuwait suggest that Iran's military infrastructure, and its willingness to use it, remains intact despite the pressure.

Israel's defence chief offered a blunt assessment of what that pressure might produce: not capitulation, but potentially greater danger. He warned that Iran's regime, fearing its own collapse under the weight of economic strangulation, could be pushed toward "extreme measures" or wider escalation rather than negotiation or retreat. That warning reflects a persistent worry among Israeli and American officials that a cornered Tehran, rather than folding, may lash out further to project strength at home and deter its adversaries abroad.

Echoes of a Familiar Pattern

The dynamic is not new. Iran's relationship with the United States has been defined for decades by cycles of confrontation, sanctions, and retaliation, dating back to the 1979 seizure of the American embassy in Tehran and the 444-day hostage crisis that followed the fall of the Shah. That episode, which ended only after Washington agreed to unfreeze billions in Iranian assets, was widely seen in Iran as a triumph over American power and helped cement the revolutionary government's anti-American posture for generations.

Sanctions, too, have a long and largely unsuccessful history as a tool for altering Iranian behavior. Sweeping US and European sanctions imposed over Iran's nuclear programme in the early 2010s produced economic hardship, but rather than triggering government collapse, they hardened nationalist sentiment. Iranians largely blamed Washington for their economic suffering, and American threats of military action against nuclear sites were, according to some observers at the time, met with a surge of patriotic defiance rather than capitulation. Russia's president at the time argued the West's real goal was regime change disguised as nonproliferation policy, a suspicion that still colors how Tehran interprets sanctions today.

The Regional Stakes

The choice of targets, US bases in the UAE and Kuwait, underscores how deeply the current conflict has entangled Gulf states that are not direct parties to the Iran-Israel confrontation but host American forces central to US strategy in the region. Both countries have long balanced economic ties with Iran against security partnerships with Washington, a balancing act that becomes far harder to sustain once their soil becomes a battlefield by proxy.

Israel's warning about regime desperation carries particular weight given the country's own history of asymmetric conflict in the region. During the 2006 war with Hezbollah in Lebanon, Israeli officials believed they could decisively cripple a nonstate adversary through airpower and a ground invasion, only to find the campaign dragged on for 34 days, cost over a thousand Lebanese civilian lives, and left Israel's own military reputation dented. That conflict offered a lesson that resonates now: adversaries facing existential pressure, whether Hezbollah in 2006 or Iran's leadership today, do not necessarily retreat when squeezed. They sometimes fight harder, and the resulting damage can be difficult to contain or predict.

What Comes Next

For now, the strikes on US bases suggest Iran is signaling that it retains both the capability and the will to respond to pressure with force, even as its economy buckles under sanctions. Whether that signaling is a prelude to further escalation or a calculated demonstration meant to preserve leverage ahead of eventual negotiations remains unclear.

What is clear is that the central premise of the sanctions strategy, that economic pain will produce strategic restraint, is being tested in real time. Israel's own warning suggests that even close US allies are uncertain the bet will pay off, and that the alternative, a regime lashing out as it fears its own unraveling, may pose the greater immediate danger to regional stability.
