India's External Affairs Minister S. Jaishankar directly raised objections with U.S. Secretary of State Marco Rubio over a new American law that threatens tariffs of up to 100 percent on countries that continue purchasing Russian crude oil, a measure that would strike squarely at India's economic interests as the world's second-largest importer of Russian petroleum.

The exchange, disclosed following a meeting between the two diplomats, underscores a growing friction point in U.S.-India relations: Washington's determination to isolate Moscow economically over its war in Ukraine, set against New Delhi's insistence on preserving access to discounted Russian energy that has become central to its economic calculus.

A Law With Teeth, Waiting to Be Used

The legislation in question grants President Trump discretionary authority to impose steep tariffs, potentially reaching 100 percent, on nations that continue importing Russian crude. While the provision has not yet been invoked against India, its mere existence has become a source of diplomatic anxiety in New Delhi, where officials view it as a blunt instrument that could upend billions of dollars in trade and energy flows built up over the past three years.

Since Western sanctions on Russia intensified after the invasion of Ukraine in 2022, India has emerged as one of the largest purchasers of discounted Russian crude, alongside China. Indian refiners have taken advantage of price differentials to secure cheaper oil, a move New Delhi has defended as a matter of energy security and economic pragmatism rather than political alignment with Moscow.

That defense has not fully satisfied Washington, where lawmakers and segments of the Trump administration argue that continued large-scale purchases of Russian oil by major economies undercut the effectiveness of sanctions designed to constrain the Kremlin's war financing.

Energy Security Versus Alliance Politics

For India, the stakes extend well beyond a single trade dispute. The country imports the vast majority of its crude oil needs, and access to affordable energy has been a pillar of its economic planning as it seeks to sustain high growth rates and manage inflation for a population of over 1.4 billion people. Russian crude, often available at a discount to global benchmark prices, has provided meaningful relief to Indian refiners and, by extension, to consumers.

Jaishankar's decision to raise the issue directly with Rubio signals that New Delhi views the tariff threat not as an abstract policy risk but as an immediate concern requiring high-level intervention. It also reflects a broader pattern in India's foreign policy: a willingness to push back publicly against U.S. pressure when core economic interests are at stake, even as the two countries have deepened strategic cooperation on defense, technology and countering China's regional influence.

The tension illustrates a recurring dilemma in Washington's approach to sanctions enforcement. Punitive measures aimed at Russia risk alienating partners like India that the United States has spent years courting as a counterweight to Beijing in the Indo-Pacific. Imposing tariffs as steep as 100 percent on Indian goods or energy transactions could inject significant strain into a relationship that both governments have publicly described as a strategic priority.

A Familiar Pattern of Great-Power Bargaining

The dynamics at play are not entirely new to South Asian diplomacy. Historically, external powers seeking influence in the region have often found that local actors, whether princely states in the colonial era or modern nation-states, negotiate hard to protect their own interests even while cultivating broader alliances. India's current posture, cooperative with Washington on many fronts but firm in resisting measures that threaten its energy security, echoes a long tradition of regional powers balancing great-power relationships without ceding autonomy on matters deemed vital to national interest.

Whether Trump ultimately invokes the tariff provision against India remains uncertain. The law grants him discretion rather than obligation, leaving room for negotiation. Analysts suggest that the threat itself may function as leverage, giving Washington a bargaining chip to extract concessions from New Delhi on trade or other fronts without necessarily following through on the full economic penalty.

For now, the meeting between Jaishankar and Rubio suggests that both sides recognize the need to manage the disagreement carefully. India has shown no indication of abandoning its Russian oil purchases, and the United States has not signaled an imminent move to trigger the tariff. But the episode makes clear that as long as the law remains on the books, the question of Russian oil will continue to cast a shadow over one of Washington's most important strategic partnerships.
