MOSCOW: President Vladimir Putin sat down with U.S. envoys Steve Witkoff and Jared Kushner at the Kremlin on Saturday in the latest American attempt to broker an end to Russia's war in Ukraine, a conflict now stretching past four years with no resolution in sight. In a notable gesture accompanying the talks, Russia and Ukraine agreed to a three-day halt on strikes against each other's capitals, a rare, if narrow, de-escalation in a war that has otherwise ground on with intensifying civilian casualties through the summer.

The envoys are expected to travel to Kyiv on Sunday for their first face-to-face talks there, a sequencing that suggests Washington is attempting to shuttle a single framework between the two capitals rather than negotiate separately with each side. Neither the Kremlin nor Ukrainian officials have detailed what, if anything, was agreed upon in Moscow. A statement from the Russian side described the situation as "not simple," an understatement that underscores how far apart Moscow and Kyiv remain on the war's fundamental terms.

A Narrow Truce, Not a Ceasefire

Ukrainian President Volodymyr Zelenskyy had specifically requested a halt to air attacks during the envoys' visit. Moscow did not publicly acknowledge the request before agreeing to spare the two capitals from strikes for three days. The arrangement is deliberately limited: it does not touch the front lines, where fighting continues, nor does it extend to strikes on other cities. It is best understood as a confidence-building gesture timed to the diplomatic visit rather than a step toward a broader cessation of hostilities.

Still, the symbolism matters. Kyiv and Moscow have both endured missile and drone strikes on their capitals throughout the war, attacks that have killed civilians and become symbols of the conflict's brutality. A mutual, even temporary, standdown signals that both governments see some value, however small, in creating space for the American-led diplomacy to proceed without the immediate backdrop of capital-city bombardment.

Why Now

The renewed push comes after previous rounds of U.S.-brokered talks have repeatedly stalled. Witkoff, who has served as a key intermediary in the Trump administration's Middle East and Russia diplomacy, and Kushner, a longtime adviser with experience negotiating in the region, represent a continuation of the administration's preference for informal, high-level envoys over traditional State Department channels. Their joint appearance in Moscow, followed immediately by a trip to Kyiv, indicates an attempt to present both sides with the same set of proposals in quick succession, minimizing the chance that either party negotiates in isolation from the other's concessions.

The war has reached a grinding, attritional phase in which neither side has achieved a decisive breakthrough, even as both continue to suffer and inflict casualties. Reports of increasing civilian deaths this summer have added urgency to diplomatic efforts, even as previous attempts at negotiation have foundered over core disagreements: territorial control in eastern Ukraine and Crimea, security guarantees for Kyiv, and the pace and conditions of any sanctions relief for Moscow.

Echoes of Past Peace Efforts

Negotiations to end wars in this region have a difficult history. Diplomatic settlements imposed under conditions of military imbalance, as historians of the twentieth century have long noted, tend to produce peace agreements that one side experiences as coerced rather than negotiated. This dynamic can plant the seeds of future conflict even as it ends the immediate fighting. Any lasting settlement between Russia and Ukraine will need to grapple with this tension: an agreement reached while Russian forces occupy significant Ukrainian territory risks being viewed in Kyiv, and by much of Europe, as a peace imposed from a position of strength rather than one built on durable compromise.

What happens in Kyiv on Sunday will be the more telling test. Putin's willingness to meet with the American envoys signals some interest in engagement, but Zelenskyy's government will be watching closely for signs of what Moscow is actually prepared to concede on territory, security guarantees, and the timeline for any broader ceasefire beyond the capitals. Ukrainian officials have consistently insisted that any deal must include firm security guarantees against future Russian aggression, a demand that has proven one of the thorniest obstacles in prior rounds of talks.

The talks come as the grinding war saw increasing civilian deaths and attacks this summer.

For now, the three-day truce on capital strikes offers a limited but tangible marker of progress: a sign that both governments are willing to make small, verifiable gestures even as the larger questions of territory, sovereignty, and security remain unresolved. Whether the Kushner-Witkoff mission can translate that narrow gesture into a broader framework for peace will likely become clearer only after the envoys complete their visit to Kyiv and both governments respond publicly to whatever proposals emerge from the two rounds of talks.
