There is a particular kind of hubris in believing that any single administration can permanently fix what generations of extraction, migration, and political convenience have broken. Brazil's government now reports that deforestation in the Amazon has fallen to its lowest level since satellite records began in 1988, a milestone trumpeted just as the country heads toward a consequential presidential election. It is a genuine achievement. It is also, history suggests, a fragile one.

A Forest That Keeps Score of Its Presidents

Luiz Inácio Lula da Silva has now governed Brazil across two distinct eras: first from 2003 to 2011, and again since January 2023, when he returned to office after defeating incumbent Jair Bolsonaro in a bitterly contested election. That victory itself was historic; Bolsonaro became the first president in Brazil's democratic era since 1985 to lose a re-election bid as an incumbent. The defeat was not gracefully accepted. Lula's inauguration was followed within a week by the January 8, 2023 attacks on Brazil's government buildings, an echo of insurrectionist refusal to accept electoral outcomes that has become almost a genre of contemporary politics.

That the Amazon's fate hinges once again on an election result is not a coincidence. It is the pattern. Brazilian environmental policy has oscillated with the political winds for decades, and deforestation data tracks presidential will almost as reliably as a thermometer tracks the weather.

The Long Shadow of Brazilian Political Pendulum

Brazil's twentieth century offers an instructive, if sobering, lesson in how personalist politics shapes policy outcomes long after the person is gone. Getúlio Vargas, Brazil's dominant political figure for a generation, returned to the presidency after an interval out of power. He was accused of corruption and incompetence by a military grown weary of him and ultimately took his own life in 1954 rather than resign, declaring his death "a sacrifice on behalf of the Brazilian workers." Lula is notably the first president since Vargas to return to office after such a gap, a parallel that invites reflection on how Brazilian democracy keeps summoning the same kind of redemption arc, and how precarious that arc tends to be.

The decades that followed Vargas were no steadier. João Goulart's well-intentioned but poorly executed policies left Brazil in economic difficulty, paving the way for two decades of military rule marked by press censorship, banned political parties, and jailed dissidents. When civilian rule returned, José Sarney's government suspended interest payments in 1987 and required an IMF rescue, only to be followed by hyperinflation so severe that voters turned to Fernando Collor, who responded by freezing bank accounts and devaluing the currency. Each of these presidencies inherited the last one's unfinished business and then created new emergencies of its own. Environmental policy, when it existed at all, was a bystander to these recurring economic convulsions.

Lula's first presidency was different in that it actually delivered results. UN statistics show poverty in Brazil fell from 54 percent of the population in 1998 to 28 percent by 2008, a genuinely remarkable achievement in social policy. Yet progress interrupted is progress that can evaporate. Brazil's poverty gains partially reversed in the years after Lula left office in 2011, well before Bolsonaro's presidency even began. The same vulnerability now applies to the Amazon.

Why Falling Numbers Don't Mean a Fixed Problem

Lula's current achievement on deforestation deserves to be taken seriously on its own terms. Reaching the lowest recorded level since 1988 is not a rhetorical flourish; it is measurable, satellite-verified progress achieved through enforcement, diplomacy, and policy choices that reversed the explicit encouragement of Amazon clearing that characterized the Bolsonaro years. But the very fact that this number is being released on the eve of a presidential election, explicitly framed around whether it can be "maintained or reversed," reveals the structural weakness at the heart of Brazilian environmental governance: the forest's fate is tied not to durable institutions but to whoever happens to hold the presidency.

This is not unique to Brazil, but the stakes are uniquely high there. Researchers in the late 1980s calculated that the world was losing roughly 80,000 square kilometers of tropical rainforest annually, with half of all tropical rainforest already gone by 1987. That estimate was alarming specifically because it assumed no change in policy or political will. Brazil's recent numbers are proof that political will can bend the curve. They are simultaneously proof that the curve bends back just as easily when the will changes.

The International Dimension: A Transnational Problem

Part of what makes Amazon deforestation so hard to lock in as a permanent gain is that, like so many transnational environmental problems, it depends on international cooperation mechanisms that are structurally weaker than domestic ones. The United Nations has proven considerably more durable and effective than its predecessor, the League of Nations, in part because of near-universal membership and a founding commitment to individual rights that the League never embraced. Yet even the UN, famously, has no permanent army and remains hamstrung by veto power among a handful of states. Global climate and forest agreements inherit this same weakness: there is no enforcement mechanism that outlasts the goodwill of national governments. When Brazil's president changes, so does Brazil's posture toward Amazon protection, and no international body can compel continuity.

This matters enormously given the article's own framing. Brazilian climate policy now carries implications for international cooperation at a moment when such cooperation is already fraying.

The Prohibition Lesson: Why Enforcement Without Consensus Fails

There is a useful, if unexpected, historical analogy in America's experiment with Prohibition in the 1920s. Prohibition failed not for lack of a law but for lack of durable social consensus and sufficient resources behind it. Congress allocated less than $5 million a year to enforce a law along 29,000 kilometers of coastline, agents earned just $2,000 annually (an invitation to bribery), and crucially, the law never had full public buy-in, especially among the working class. Amazon protection faces a structurally similar challenge. Enforcement against illegal logging and land-grabbing requires patrolling vast, remote territory with a fraction of the resources that would be needed, and it depends on a level of political and social consensus that Brazil, a country still deeply polarized along the fault lines exposed by the 2022 election, simply does not have. Bolsonaro's base, like Prohibition's opponents a century earlier, often views environmental enforcement as an infringement on economic liberty and rural livelihood, not an abstract good.

What History Suggests, Without Predicting

None of this is destiny. Lula's achievement is real, and achievements can become institutions if given time and political protection. But Brazilian history, from Vargas's tragic second act to Sarney's inherited crises to the whiplash between Lula and Bolsonaro, counsels against mistaking a single term's good numbers for a settled outcome. We can perceive the current data, infer a trend, compare it to past Brazilian cycles of progress and reversal, and weigh testimony from those watching closely. All four point to the same humble conclusion: the Amazon's recovery is a policy, not yet a fact. Elections, as Brazil's twentieth century proves again and again, can undo in months what took years to build.
