Fresh violence has swept through the hill districts of Manipur, the northeastern Indian state that has been convulsed by ethnic conflict since 2023, leaving nine people dead and at least 14 houses burned to the ground. Among the dead were a woman and a Nepali citizen, a detail that has widened concern beyond Manipur's borders and highlighted how indiscriminately the violence has struck. The bodies of the victims have since been handed over to their families, even as authorities report that tensions remain dangerously high across the affected region, particularly around Kamjong.

The latest bloodshed is the clearest sign yet that Manipur's uneasy calm, maintained in fits and starts through ceasefire arrangements and heavy security deployments, has failed to hold. For a state that has already endured waves of displacement, arson and killing, the renewed violence raises hard questions about whether any durable peace is within reach.

A Conflict That Will Not Subside

Manipur has been gripped by ethnic strife since May 2023, when clashes erupted between the Meitei community, which dominates the Imphal Valley, and Kuki-Zo tribal groups concentrated in the surrounding hills. What began as disputes over land rights, tribal status and affirmative-action benefits quickly hardened into a broader communal fault line, with entire neighborhoods segregated along ethnic lines and tens of thousands of people forced from their homes.

Periodic ceasefires and peace talks brokered between armed groups and the state government have, at various points, offered a measure of relief. Yet those arrangements have repeatedly proven fragile, collapsing under the weight of mistrust, retaliatory attacks and the proliferation of weapons looted from police armories early in the conflict. The violence in Kamjong is the latest episode to expose how little durable trust has been rebuilt between communities, despite official assurances that normalcy is returning.

The killing of a Nepali national adds an unusual dimension to the toll. Nepali citizens have long worked and lived across India's northeast, often in roles far removed from the region's ethnic politics, and their presence in casualty figures is a reminder of how conflict in Manipur can ensnare people with no stake in the underlying disputes.

Echoes of a Longer History

Manipur's current turmoil sits within a broader pattern familiar to other contested regions of South Asia, where state authority, militant mobilization and communal identity have repeatedly collided. In Punjab, decades of insurgency and counterinsurgency left thousands dead before elected government was gradually restored; even then, peace followed prolonged periods of central rule and the assassination of a sitting chief minister. In each case, ceasefires and political settlements have tended to be provisional rather than final, vulnerable to reopening whenever underlying grievances over land, identity or political representation resurface.

Manipur's hill-valley divide, pitting Meitei residents of the lowlands against Kuki-Zo and other tribal communities in the surrounding hills, has similarly resisted straightforward resolution. Security forces, including central paramilitary units deployed alongside state police, have struggled to prevent flare-ups even in areas previously considered stabilized.

Grief Amid Uncertainty

For families in Kamjong and neighboring districts, the immediate reality is one of mourning rather than politics. The handover of bodies to relatives marks, for many, not closure but the latest entry in a grim ledger of loss that stretches back more than two years. Houses reduced to ash represent not just displaced families but a continued erosion of the fragile coexistence that once held hill and valley communities together.

Tensions remain high in the hill districts following the clashes, with no clear indication that the latest round of violence has run its course.

As security forces work to contain the situation, the central question facing Manipur remains unchanged from the conflict's earliest days: whether political dialogue, rather than repeated cycles of ceasefire and renewed bloodshed, can finally produce a settlement that holds. Until then, residents of the state's hill districts face the prospect that calm, however welcome, may once again prove temporary.
