On the sidelines of a BRICS summit, Prime Minister Narendra Modi offered Chinese President Xi Jinping a tidy diplomatic formula for resetting one of Asia's most fraught relationships: "three mutuals," mutual respect, mutual sensitivity, and mutual interest. It is elegant phrasing, the kind that reads well in a joint statement. But the meeting took place even as Indian and Chinese troops were locked in a fresh standoff in the Taksing region of Arunachal Pradesh, a reminder that the border the two countries share, much of it undemarcated and disputed since a war in 1962, remains as combustible as ever.

The juxtaposition is not incidental. It captures the central tension in how New Delhi and Beijing have chosen to manage their rivalry: soaring rhetoric about partnership and multipolarity delivered at summits, layered atop a frontier where soldiers still eyeball each other across contested ridgelines. Whether Modi's framework represents genuine diplomatic progress or merely a polished script for cameras is a question that will be answered not in banquet halls but in remote Himalayan valleys few outsiders ever see.

A Formula With a History

Modi's "three mutuals" are not entirely new. Indian officials have periodically floated similar language, respect for each other's core concerns, sensitivity to red lines, and recognition of shared interest, since the two countries began the slow, halting process of disengaging troops from eastern Ladakh after the deadly 2020 Galwan Valley clash, the first fatal border confrontation between the two armies in over four decades.

That clash shattered decades of an uneasy peace built on agreements from the 1990s designed to keep the border quiet even while the underlying territorial dispute went unresolved. Since then, both sides have negotiated periodic disengagement arrangements in Ladakh, even as troop levels, infrastructure buildup, and patrolling frictions have persisted across other sectors of the roughly 3,500-kilometer frontier.

Arunachal Pradesh, which Beijing claims in its entirety and refers to as "South Tibet," has long been one of the more sensitive stretches of that border. China routinely protests Indian leaders' visits to the state and has periodically renamed locations there in an assertion of territorial claims. The Taksing sector, remote even by the standards of the eastern Himalayas, has seen sporadic patrol confrontations before, but the timing of this latest episode, coinciding almost exactly with the Modi-Xi meeting, underscores how disconnected high-level diplomacy can be from events on contested ground.

Words as Signal, Not Substance

Diplomatic formulas like the "three mutuals" serve a purpose even when they do not resolve underlying disputes. They signal intent, offer a face-saving vocabulary for both governments to describe engagement without conceding ground, and create a rhetorical benchmark against which future behavior can be measured, at least in theory. Historians of great-power diplomacy have long noted that such language often precedes, rather than follows, real de-escalation; it is aspirational scaffolding as much as description.

The gap between what leaders say at summits and what soldiers experience at altitude is not new to Asian geopolitics, nor unique to India and China.

That gap has echoes elsewhere. In the late 1930s, diplomatic gestures and declarations of goodwill between European powers did little to prevent escalating military confrontations on the ground, a pattern later scholars would describe as appeasement outpaced by hard strategic calculation. Closer to home, India's own history with Pakistan offers a cautionary parallel: in 1999, Prime Minister Atal Bihari Vajpayee traveled to Lahore and spoke movingly of resolving disputes "through goodwill and direct dialogue," insisting nothing could be solved through violence. Within three months, Pakistani-backed forces had crossed into Kargil, triggering a war. Warm words at a podium proved no match for military planning already underway elsewhere.

None of this means the "three mutuals" framework is empty. Indian officials have consistently argued that stabilizing the relationship with Beijing requires exactly this kind of vocabulary, one that acknowledges China's sensitivities (such as India's ties with Taiwan or the Dalai Lama's presence in India) in exchange for reciprocal Chinese sensitivity toward Indian concerns, including troop posture along the border and Chinese infrastructure projects in Pakistan-administered Kashmir.

The Test Ahead

For now, the two governments continue to manage the relationship on parallel tracks: economic and diplomatic engagement at the summit level, and military caution, punctuated by incidents, at the border. Trade between India and China remains substantial despite the political chill, and both governments have incentives, particularly amid global economic uncertainty and shifting alliances, to prevent the relationship from freezing entirely.

But incidents like the one in Taksing complicate the narrative that dialogue is steadily working. Each fresh confrontation forces New Delhi to calibrate a delicate balance: continuing to engage Beijing diplomatically while reassuring a domestic audience, and its own military, that mutual respect is not being answered with mutual encroachment.

Modi's formula may yet prove to be the vocabulary of a genuine thaw. But as with Vajpayee's Lahore declaration a quarter-century ago, the ultimate test will not be what leaders say to each other in summit rooms. It will be what happens next in the passes and valleys where the actual border lies, contested, unmarked, and for now, still tense.
