Prime Minister Narendra Modi has urged Russian President Vladimir Putin to accelerate efforts toward a negotiated end to the war in Ukraine, while separately raising New Delhi's concerns over the safety of Indian seafarers operating in the Black Sea, a corridor that has become increasingly perilous since Russia's invasion of Ukraine more than three years ago.

The conversation between the two leaders, conducted by phone, underscores India's delicate balancing act as it seeks to preserve its longstanding strategic partnership with Moscow while positioning itself as a voice for de-escalation on the global stage. New Delhi has consistently declined to condemn Russia outright at the United Nations, even as it has called for dialogue and diplomacy to resolve the conflict.

A Consistent Message on Diplomacy

Modi's appeal for peace talks is not new. Since the early months of the war, the Indian prime minister has repeatedly told both Putin and Ukrainian President Volodymyr Zelenskyy that "this is not an era of war," a phrase that has since been echoed in joint communiqués and diplomatic statements involving India. This latest call appears to reinforce that position, with Modi pressing for a return to substantive negotiations rather than continued military escalation.

India's approach reflects its broader foreign policy doctrine of strategic autonomy, a principle rooted in its post-independence tradition of non-alignment. New Delhi has sought to maintain functional relationships with Washington, Moscow, and European capitals simultaneously, even as those powers remain sharply divided over the war. This has occasionally drawn criticism from Western governments, who have pressed India to take a firmer stance against Russian aggression, but it has also given India a degree of access and credibility that many Western nations lack in their dealings with the Kremlin.

Seafarer Safety Emerges as a Pressing Concern

Beyond the broader question of peace talks, Modi's call also touched on a more immediate and practical concern: the safety of Indian citizens working aboard commercial vessels transiting the Black Sea. The region has seen repeated attacks on shipping, mined waters, and disrupted trade routes since the outbreak of the war, posing serious risks to sailors, a significant number of whom hail from India.

India supplies a substantial share of the world's merchant marine workforce, and Indian seafarers have found themselves caught in the crossfire of the conflict on multiple occasions, whether through missile strikes near port cities, the seizure of vessels, or the broader disruption of maritime insurance and shipping lanes. The issue has taken on added urgency for New Delhi as it seeks to protect its citizens working in an increasingly volatile theater while continuing to import discounted Russian crude oil, much of which has historically been transported through Black Sea ports.

By raising the matter directly with Putin, Modi signaled that India views the protection of its nationals as a priority that transcends the broader geopolitical calculus of the war, even as it continues to engage Moscow on economic and strategic fronts.

India's Long History of Engagement with Russia

The call also reflects the deep historical roots of the India-Russia relationship, which trace back to the Soviet era and have long encompassed defense cooperation, energy trade, and diplomatic coordination at multilateral forums such as the United Nations Security Council and the BRICS grouping. That relationship has evolved considerably since the Cold War, but Moscow remains one of India's most significant defense suppliers and a key energy partner, particularly since Western sanctions redirected discounted Russian oil toward Asian markets.

At the same time, India has cultivated closer ties with the United States and its allies, participating in groupings such as the Quad alongside Washington, Tokyo, and Canberra. This dual engagement has placed India in a unique position among major powers: courted by both Moscow and Washington, and increasingly seen as a potential interlocutor capable of nudging the parties toward dialogue, even if a concrete breakthrough remains elusive.

Whether Modi's latest appeal will have any tangible impact on the trajectory of the war remains uncertain. Previous rounds of shuttle diplomacy, including visits by Indian officials to both Moscow and Kyiv, have yet to produce a decisive shift toward negotiations. But the renewed emphasis on both peace talks and the welfare of Indian seafarers suggests that New Delhi intends to keep pressing the issue on multiple fronts, combining its strategic interests with the practical concerns of its citizens caught up in the conflict's ripple effects.
