There is something almost perverse about watching Canada, of all countries, hit the United States with tariffs of up to 50 percent on billions of dollars in goods. This is not Iran and the West, or China and the WTO. This is two nations that share the longest undefended border on earth, a joint cultural identity built on hockey and maple syrup jokes, and a trading relationship constructed brick by brick over three decades of deliberate policy. Tuesday's escalation, the latest salvo in an 18-month dispute that began when Washington imposed near-universal tariffs on Canadian and Mexican goods in February 2025, is not just an economic event. It is a rupture of something that took generations to build and, it turns out, mere months to break.

The 2025 order was sweeping by design: 25 percent tariffs on nearly all Mexican and Canadian imports, with a modest 10 percent carve-out for Canadian oil and energy. Ottawa's response, the 50 percent retaliatory tariffs now in effect, is the predictable next step in a script that economic historians have watched play out before, usually with the same unhappy ending.

The Long Arc of American Protectionism

Americans tend to think of free trade as the natural, almost gravitational state of their economy. It is not. Douglas Irwin's classic periodization of US tariff history tells a different story: from 1790 to 1860, average tariffs actually climbed from 20 percent to a peak of 60 percent before settling back to 20 percent. Then came what Irwin calls the "restriction period," from 1861 to 1933, when tariffs sat stubbornly around 50 percent for seven decades. This stretch included the catastrophic Smoot-Hawley Tariff Act of 1930, widely blamed for deepening the Great Depression by inviting global retaliation.

It was only after 1934, and especially after the shock of the Second World War convinced policymakers that economic isolation bred conflict, that the United States pivoted hard toward liberalization. By the postwar decades, average tariffs had fallen to roughly 5 percent, and Washington spent the rest of the twentieth century advocating for worldwide free trade. NAFTA, which took effect in January 1994, was the culmination of that philosophy: it stripped tariffs from more than half of Mexico's exports to the US and about a third of American exports to Mexico, with a full phase-out promised within fifteen years. Canada was woven into that same architecture. For thirty years, the assumption on both sides of the border was that this integration was permanent, almost apolitical, a fact of geography as much as policy.

The 2016 election of Donald Trump, who campaigned explicitly on protectionism and economic nationalism, was the first real crack in that consensus. What is happening now between Washington and Ottawa is not an aberration. It is the logical continuation of a political current that has been building for nearly a decade, one that treats the era of low tariffs not as the end of history but as a temporary and reversible experiment.

What History Teaches About Trade Wars

The academic definition of a trade war is almost clinical: an economic conflict born of extreme protectionism, in which states raise tariffs or barriers in response to similar measures from the other side. What that definition misses is the emotional register these conflicts always seem to acquire. Trade wars are rarely fought with cool detachment. They escalate because each retaliatory measure is experienced domestically as a matter of national pride, not merely arithmetic. Canada's decision to hit the US with tariffs as high as 50 percent, roughly double the ceiling Washington imposed on most Canadian goods, is not proportional retaliation in a narrow economic sense. It is a message: we will not simply absorb this.

Britain's experience in the late 1950s offers an instructive, if imperfect, parallel. When Britain found itself outside the European Economic Community's tariff-free zone, it did not simply accept the disadvantage. In 1959 it organized the European Free Trade Association with Denmark, Norway, Sweden, Switzerland, Austria, and Portugal, explicitly as a rival bloc that would gradually abolish tariffs among its own members. Britain liked EFTA precisely because it demanded no surrender of sovereignty, no common commission meddling in domestic affairs. But EFTA never generated the trade growth or economic dynamism of the EEC, and that failure was a major reason Britain eventually swallowed its pride and applied for EEC membership. The lesson is uncomfortable but durable: retaliatory or parallel trade structures built in anger rarely outperform the integrated systems they were designed to punish or avoid. They are gestures of defiance more than engines of prosperity.

Mexico's own tariff history offers another instructive case. NAFTA was sold as an unambiguous good, and Mexican exports did surge afterward. But the country entered that agreement only after a brutal decade: the 1980s debt crisis, soaring inequality that left wealth concentrated among a tiny fraction of the population, and a desperate scramble for stabilizing measures. Opinions still differ on whether NAFTA ultimately benefited ordinary Mexicans or simply reshuffled who captured the gains. Trade liberalization and trade war alike tend to produce winners and losers within each country, not just between them, a fact that gets flattened in the nationalist framing of "us versus them."

The Asymmetry Nobody Wants to Admit

Canada and the United States are not evenly matched in this fight, and pretending otherwise flatters nobody. The US economy is roughly ten times the size of Canada's, and Canada sends the overwhelming majority of its exports south of the border, while the US sends a far smaller share of its trade north. This asymmetry is precisely why Ottawa's 50 percent tariffs carry more symbolic than structural weight against the American economy as a whole, even as they inflict real, targeted pain on specific US industries and the border communities that depend on cross-border commerce. It is a pattern with deep roots: smaller trading partners facing a dominant neighbor have historically reached for tariffs not because they expect to win a war of attrition, but because capitulation without resistance is politically unsustainable at home. The underlying dynamic, a larger power imposing terms on a smaller one and forcing a response calibrated more to dignity than to economic logic, echoes a familiar geopolitical shape.

Why This Should Worry Everyone, Not Just Economists

The 1930s should haunt this moment more than it does. Smoot-Hawley did not simply raise American tariffs; it triggered retaliation from dozens of trading partners and helped strangle global trade at precisely the moment the world economy needed oxygen. The parallel is not exact. Today's US-Canada dispute is a fraction of that scale, and both economies are far more diversified and resilient than they were in 1930. But the mechanism, tariff begets counter-tariff begets counter-counter-tariff, is identical, and mechanisms have a way of running on their own momentum long after the original grievance is forgotten.

What makes this particular conflict especially poignant is the sheer weight of institutional history being unwound. It took from the 1934 Reciprocal Trade Agreements Act through NAFTA's 1994 implementation, sixty years of patient, unglamorous diplomacy, to build a North American trading system that let goods cross the 49th parallel with minimal friction. It has taken eighteen months to blow a hole in it. That imbalance, decades to build and months to break, is perhaps the oldest lesson in economic history and the one most consistently ignored by policymakers convinced their moment is the exception.

A Modest, Unfashionable Conclusion

None of this is an argument that tariffs are always wrong or that Canada should have simply absorbed the initial blow without response. Nations retaliate for good reasons, including the simple fact that capitulation invites further demands. But history suggests that trade wars, once begun, rarely produce the winners either side imagines. The costs are diffuse and long-lasting; the benefits are concentrated and temporary. The real question is not whether Canada was right to retaliate, but whether either side has thought seriously about how to end this without both emerging poorer than when it began.
