A new NPR/PBS News/Marist poll shows that President Trump's unpopularity is emerging as a defining feature of the upcoming midterm elections in the United States, with a majority of voters saying they want Democrats to win control of Congress largely as a check on his administration.

The survey, conducted as both parties gear up for what is expected to be a fiercely contested midterm cycle, finds that Trump remains a constant presence in voters' minds, and not a favorable one. Pollsters found that dissatisfaction with the president is translating directly into support for Democratic candidates, suggesting that the midterms are shaping up, at least in part, as a referendum on Trump's leadership rather than a traditional battle over local issues or congressional records.

A Familiar Pattern in American Politics

Midterm elections have long served as a barometer of public sentiment toward sitting presidents, and the historical pattern is not kind to the party in the White House. The president's party has lost seats in Congress in nearly every midterm election over the past century, as voters use the election to express frustration or send a message to the administration in power.

What makes this cycle notable, according to the new polling, is the degree to which Trump himself, rather than any single policy dispute, is animating that frustration. The NPR/PBS News/Marist survey suggests that voters are not simply weighing competing legislative agendas; they are rendering a judgment on the president directly, and that judgment is skewing negative.

This dynamic echoes moments in American political history when a sitting president's standing became inseparable from his party's electoral fortunes. In 2006, for instance, President George W. Bush's sagging approval ratings, driven in part by the federal response to Hurricane Katrina, contributed to Republican losses in the midterm elections that left Bush facing a Democratic-controlled Congress for the remainder of his term. Analysts at the time pointed to the government's response effort in New Orleans and along the Gulf Coast as a turning point that eroded public confidence in Bush's leadership, with ripple effects felt at the ballot box.

Why This Matters for Democrats

For Democratic strategists, the poll's findings offer an encouraging signal, but also a reminder of how quickly political fortunes can shift based on public perception of a single figure. Elections driven heavily by dissatisfaction with an incumbent president can produce dramatic swings, as history has repeatedly shown.

The 1992 presidential election offers one such example. President George H.W. Bush, riding high after a popular military victory in the Gulf War, saw his political standing decline within a year as the country grappled with economic anxiety. Bill Clinton's campaign, built around the mantra "the economy, stupid," capitalized on that dissatisfaction to defeat an incumbent many had considered nearly unbeatable just months earlier. That race demonstrated how quickly voter sentiment toward a sitting president can shift, and how significant that change can be for the party in power.

Voters rendering judgment on a president rather than weighing individual policies is a pattern with deep roots in American political history, one that has repeatedly reshaped the balance of power in Washington.

What Comes Next

With the midterms still ahead, the question for both parties is whether this early snapshot of voter sentiment will hold. Presidential approval ratings can fluctuate significantly in the months leading up to an election, influenced by economic conditions, foreign policy developments, and unforeseen crises.

Still, the NPR/PBS News/Marist findings suggest that, for now, Trump himself, not any single issue or piece of legislation, is the central figure in the political drama unfolding ahead of the vote. If that pattern persists, Democrats may find themselves benefiting from a dynamic that has played out before in American politics: when presidents falter in the eyes of the public, their party often pays the price at the polls.
