Russia's ruling United Russia party has secured a record 355 of 450 seats in the country's Duma lower house, a landslide that further cements President Vladimir Putin's control and includes 49 newly elected deputies who fought in the war against Ukraine. The result, announced by election officials in Moscow, surpasses the party's previous high of 343 seats set in 2016 and comes amid international condemnation over the vote's legitimacy, particularly balloting conducted in Russian-occupied Ukrainian territory.

The election unfolded against a backdrop of continuing violence: a Ukrainian drone strike on Moscow on the final day of polling killed two people, underscoring how the war that Putin launched in February 2022 continues to shape the domestic political machinery that sustains it.

A Parliament Built in the War's Image

The inclusion of nearly four dozen war veterans among the incoming deputies is no accident. Kremlin-aligned parties have increasingly used battlefield service as a political credential, casting veterans as patriotic exemplars while embedding the war's logic directly into the machinery of state. Analysts say the strategy serves two purposes: it rewards and co-opts men returning from the front, and it allows the Kremlin to present the election, and by extension the war itself, as commanding broad popular support.

The Guardian noted that the victory is "likely to be used as evidence of support for war against Ukraine," a framing that fits a pattern long visible in Putin's political strategy. Elections in Russia have, for more than two decades, functioned less as genuine contests than as instruments for demonstrating and manufacturing consent.

Echoes of a Long Consolidation

This month's result extends a trajectory that stretches back to Putin's first term. In the 2003 Duma elections, his United Russia party won 222 of 450 seats while the Communist Party, once the only serious opposition, collapsed to just 53 seats, a decline hastened by the Kremlin's own creation of a nationalist rival party designed to siphon off Communist votes. Observers at the time already described Putin's approach as a strategy of "controlled democracy," an effort to engineer a parliament in his own image.

That pattern held through subsequent decades. In 2011, United Russia's vote share fell sharply and briefly cost the party its two-thirds supermajority, triggering mass protests in Moscow and St. Petersburg over alleged fraud. Putin weathered that unrest, was re-elected president in 2012, and later described his system as a "managed democracy" suited to a country he said had no tradition of Western-style governance. This year's result suggests that system has only hardened. A supermajority exceeding even the 2016 record leaves United Russia with more than enough seats to pass constitutional changes without meaningful resistance, a power Putin has exercised before to extend his own tenure.

Occupied Territory, Contested Legitimacy

What distinguishes this election most sharply from earlier ones is the extension of voting into Russian-occupied areas of Ukraine. Five Western nations and the government in Kyiv formally protested the balloting there as illegal, arguing that votes cast under military occupation cannot reflect free political will and that the exercise amounts to an attempt to normalize Russia's territorial seizures through the trappings of democratic process.

The European Union has vowed further sanctions in response, adding to a sanctions regime that has expanded steadily since 2022 but has done little to alter the Kremlin's course. Western governments have long argued that Russian elections since Putin's rise have failed to meet basic democratic standards; observers from the Council of Europe made similar findings as far back as 2004, citing state-controlled media and the absence of genuine political debate among rival candidates. Two decades later, those criticisms have only sharpened, even as their practical effect on Moscow has diminished.

A War That Will Not Recede

The drone strike that killed two people in Moscow as polls closed served as a grim reminder that the election was never insulated from the conflict it was, in part, designed to legitimize. For Kyiv and its Western backers, the vote in occupied territory and the elevation of war veterans to parliamentary office are not separate stories but a single one: evidence that Moscow intends to fuse its war aims permanently into its domestic political order rather than treat the conflict as a temporary rupture to be resolved and set aside.

For Putin, now presiding over his most dominant parliament yet, the result offers something he has cultivated methodically since 1999: a legislature with little capacity or inclination to check his authority, at precisely the moment when that authority is most tied to the outcome of a war showing no signs of ending.
