President Donald Trump and Russian President Vladimir Putin spoke by phone for an hour on Tuesday in what the Kremlin described as an "extremely frank" and constructive exchange on the war in Ukraine, the latest sign that Washington is trying to jump-start negotiations that have gone nowhere for years. The call came just days after American envoys Steve Witkoff and Jared Kushner traveled to both Moscow and Kyiv in a fast-moving diplomatic push aimed at arranging direct talks between the warring parties.

The choreography of a high-level presidential call sandwiched around a shuttle mission by two of Trump's most trusted deal-makers suggests the White House believes the moment may be ripe for a breakthrough. But it also raises a familiar risk in the long, frustrating history of efforts to end this war: that raised expectations will once again collide with the hard realities on the ground and the deep mistrust between Moscow and Kyiv.

A Familiar Pattern of Shuttle Diplomacy

Details of what was actually discussed remain scarce. Neither Washington nor Moscow has released a substantive readout beyond describing the tone of the conversation. That vagueness is itself telling. Announcing a call as "frank" and "constructive" without specifying concessions, timelines, or a framework for talks is often diplomatic shorthand for a conversation that opened doors without closing any deals.

Witkoff, a real estate investor turned envoy, and Kushner, Trump's son-in-law and a veteran of Middle East diplomacy during the first Trump administration, represent an unconventional negotiating team built on personal proximity to the president rather than traditional State Department channels. Their weekend trip, visiting both capitals in quick succession, signals a desire to test whether an informal, relationship-driven approach can succeed where formal diplomatic tracks, including those run through the Biden administration and various European-led initiatives, have failed.

This is not the first time high-profile American intermediaries have tried to broker peace in a seemingly intractable conflict by leveraging personal relationships rather than institutional processes. History offers a useful, if imperfect, parallel: the Camp David talks between Egypt and Israel in the late 1970s succeeded in part because President Jimmy Carter invested enormous personal capital as an intermediary, and because both Anwar Sadat and Menachem Begin had independently concluded that continued war was unsustainable. Sadat's decision to break ranks with the Arab world and speak to Israel directly required conditions on the ground that made compromise thinkable, not just diplomatic choreography.

The question now is whether Russia and Ukraine have reached anything resembling that point, or whether Washington is trying to will a negotiation into existence before the underlying conditions support one.

The Risk of Overpromising

Diplomatic history is littered with cautionary tales about talks that raised expectations only to collapse under the weight of irreconcilable demands. The Brest-Litovsk negotiations of 1918, in which a militarily exhausted Bolshevik Russia was forced into a punishing peace with Germany, is an extreme example of what happens when one side negotiates from a position of real weakness rather than perceived strength. Leon Trotsky, then Russia's chief negotiator, reportedly believed he could resist German demands, only to be bluntly reminded by his German counterpart that "the victorious German army stands in your territory." The lesson, still relevant today, is that battlefield realities tend to dictate the terms of any negotiated settlement far more than the atmosphere of the talks themselves.

Nearly three years into the full-scale war, the front lines in Ukraine have shifted only incrementally in recent months, even as both sides continue to absorb heavy losses. Neither Kyiv nor Moscow has shown clear signs of abandoning its core territorial demands: Ukraine has insisted on the restoration of its internationally recognized borders, while Russia has continued to assert claims over annexed regions. A phone call, however frank, does not resolve that fundamental gap.

The danger for the Trump administration is that a burst of diplomatic activity, if it does not produce a concrete framework for talks, could deepen skepticism among allies and combatants alike that Washington's engagement is more about optics than outcomes.

What Comes Next

For the moment, the practical next step Washington is pushing for is a direct, face-to-face meeting between Russian and Ukrainian negotiators, something that has not happened in any sustained way since the early weeks of the invasion. Whether the Witkoff-Kushner trip and the Trump-Putin call succeed in producing that meeting will be the clearest early test of whether this diplomatic push has real substance behind it.

European allies, who have their own stakes in any eventual settlement and have at times been sidelined by Washington's direct outreach to Moscow, will be watching closely to see whether they are brought into the process or informed after the fact. Ukrainian officials, for their part, will be parsing every word of the Kremlin's characterization of the call for signs of what concessions, if any, Moscow might be willing to entertain.

What is clear is that the burden now falls on Washington to convert this moment of diplomatic momentum into something durable. Absent a concrete framework, a firm timeline, or evidence that both Moscow and Kyiv see genuine incentive to compromise, Tuesday's call risks becoming another entry in the long catalogue of high-profile conversations that generated headlines but little movement toward peace.
