Russia has reaffirmed its support for India and Brazil to become permanent members of the United Nations Security Council, while explicitly ruling out membership for Germany and Japan, a stance that lays bare how the war in Ukraine has reshaped Moscow's calculations about the future architecture of global power.

Speaking at the UN General Assembly in New York, Russian Foreign Minister Sergei Lavrov argued that expanding the council's permanent membership to include Germany and Japan would effectively hand the West additional votes at a moment when, in his telling, Western military support for Ukraine has already undermined the founding principles of the United Nations. His remarks make clear that for the Kremlin, Security Council reform is no longer a technical debate about institutional fairness. It is an extension of the geopolitical contest playing out over Ukraine.

A Selective Vision of Reform

The Security Council's permanent membership, comprising the United States, the United Kingdom, France, Russia and China, has remained unchanged since the UN's founding in 1945. Calls to expand it have persisted for decades, with India, Brazil, Germany and Japan (the so-called G4 nations) frequently cited as the leading contenders given their economic weight and diplomatic influence.

By endorsing only two of the four G4 countries, Lavrov is not embracing council reform so much as reshaping it to Russia's advantage. India and Brazil are both members of the BRICS grouping alongside Russia, China and South Africa, a bloc that has increasingly positioned itself as a counterweight to Western-dominated institutions. Germany and Japan, by contrast, are treaty allies of the United States and among Kyiv's most consistent backers since Russia's full-scale invasion in February 2022.

Lavrov's framing suggests that Security Council reform, for Moscow, is less about correcting a historical imbalance and more about ensuring that any expansion tilts the council away from the Western bloc rather than toward it.

Ukraine as the Subtext

Lavrov's linkage of council reform to Western conduct in Ukraine is telling. Russia has spent more than two years attempting to portray its invasion not as an act of aggression but as a response to Western encroachment, and it has worked to cast NATO members as the true violators of the UN Charter's principles of sovereignty and non-intervention. By accusing Germany and Japan, both firmly inside the Western security umbrella, of complicity in what it describes as principle-eroding military support for Ukraine, Moscow attempts to disqualify them from a body meant to embody international consensus rather than bloc politics.

This is consistent with Russia's broader strategy since 2022: courting the Global South while distancing itself from what it depicts as a self-interested Western order. India, in particular, has occupied a delicate middle position throughout the war, maintaining energy and defense ties with Moscow while also deepening relations with Washington. Russia's endorsement of India's Security Council ambitions can be read as an effort to cement goodwill with a country whose neutrality on Ukraine has been valuable to the Kremlin at a time of Western sanctions and diplomatic isolation.

Brazil's inclusion fits a similar logic. Under President Luiz Inacio Lula da Silva, Brazil has resisted aligning fully with Western positions on Ukraine, calling instead for negotiated settlement and positioning itself as a potential mediator. Backing Brazil's bid allows Russia to reward a major Latin American power that has kept diplomatic channels with Moscow open even as much of the West sought to isolate it.

Symbolism Over Substance

Security Council reform requires a two-thirds vote in the General Assembly and ratification by all five permanent members, including Russia itself, an extraordinarily high bar that has stalled every serious reform proposal for a generation. Analysts of UN affairs have long noted that statements of support from individual permanent members carry symbolic weight but rarely translate into concrete progress, given how difficult it is to secure unanimous agreement among the P5 on any change that might dilute their own influence.

Even so, symbolism matters in the contest for global legitimacy that has intensified since 2022. Russia's selective endorsement is as much a message to Washington, Berlin and Tokyo as it is a gesture to New Delhi and Brasilia. It signals that Moscow intends to use its Security Council veto and its diplomatic capital to reward states willing to chart an independent course on Ukraine, while withholding support from those who have most actively backed Kyiv with weapons, funding and sanctions against Russia.

For India and Brazil, both of which have pursued permanent Security Council seats for years under the G4 banner alongside Germany and Japan, Russia's backing is a useful diplomatic asset even if it complicates the G4's traditionally unified push. It also underscores a broader pattern: as the war in Ukraine has fractured the post-Cold War consensus on global governance, both Russia and the West are increasingly treating international institutions not as neutral arenas but as fronts in a wider struggle for influence over the emerging multipolar order.
