BRUSSELS. Ukrainian President Volodymyr Zelenskyy told European leaders on Friday that his military's access to Starlink satellite internet, a critical tool in the country's fight against Russia, has not been fully restored after what he described as a "dangerous and unpleasant surprise": a sudden American limitation on the service. Reports suggest the order to throttle access came from within the White House, raising concerns in Kyiv as Ukrainian forces make gains on the battlefield.

The timing is significant. Ukraine's Operation Vivaldi has been pushing Russian forces back in the Donbas, with Starlink's satellite connectivity playing a central operational role in coordinating drone strikes, troop movements, and battlefield communications. Any disruption to that network carries direct consequences for soldiers on the front lines.

A Lifeline Under Threat

Starlink, operated by Elon Musk's SpaceX, has been indispensable to Ukraine's war effort since Russia's full-scale invasion began in 2022, providing resilient internet access in a country where conventional infrastructure has been repeatedly targeted. That such a vital system could be unilaterally constrained by decision-makers in Washington rather than through technical failure has unsettled Ukrainian officials who have grown accustomed to treating American support as reliable.

Zelenskyy's remarks came as he met European leaders in Brussels, where he made an urgent appeal for €70bn (approximately £60bn) from the European Union next year to sustain Ukraine's defense against Russia. The request underscores a growing reality in European capitals: if Washington's commitment to Ukraine is wavering, Europe may need to shoulder a far greater share of the financial and military burden than it has been prepared to accept.

Despite the tension, EU leaders greeted Zelenskyy warmly, with several offering friendly embraces as he entered the meeting. This visible display of solidarity came even as the practical details of funding remain unresolved. European Commission President Ursula von der Leyen has said that EU support for Ukraine "matters more than ever" precisely because the relationship between Kyiv and Washington has become strained.

Trump's Shifting Posture

The strain reflects President Donald Trump's long-standing skepticism toward the conflict. Since returning to office, Trump has repeatedly signaled doubt about the scale of US commitment to Ukraine, a marked departure from the Biden administration's approach. His comments have done little to reassure Ukrainian officials anxious about the durability of American backing.

For Kyiv, the Starlink episode illustrates how dependent its war effort remains on decisions made in Washington, decisions that can apparently be altered with little warning and significant consequence. It also raises a broader question that has lingered since Trump's return to power: can Europe realistically fill the gap if the United States reduces its role as Ukraine's principal military and technological backer?

Europe's Capacity Question

The EU has positioned itself as a steadfast partner to Ukraine, and its financial contributions to the war effort have grown substantially since 2022. Yet the €70bn request now on the table represents a significant escalation, and one that will test the bloc's willingness and ability to compensate for any reduction in American support, whether in funding, weapons, or critical infrastructure like satellite communications.

Europe's own history offers precedent for this kind of strategic repositioning. Two decades ago, the EU pursued its Galileo satellite navigation system partly out of concern that reliance on American-controlled infrastructure, then GPS, left Europe strategically exposed. French officials at the time warned that dependence on US systems risked turning European nations into technological and economic "vassals" of Washington. That episode, though focused on civilian navigation rather than wartime communications, reflects a recurring European anxiety: that critical infrastructure controlled by the United States can become a point of leverage.

The Starlink disruption now gives that old concern fresh urgency. If a single American decision can degrade Ukraine's battlefield communications, the case for European nations developing or securing independent satellite and defense capabilities becomes harder to dismiss.

For now, Ukraine's military continues to hold its gains in the Donbas, and Zelenskyy has not abandoned hope of mending ties with Washington. But recent events have made clear that Kyiv can no longer take American support for granted, and that Europe's response to his €70bn request may prove decisive in determining whether Ukraine can sustain its defense in the months ahead.
