In February 1943, Field Marshal Friedrich von Paulus surrendered 94,000 German soldiers at Stalingrad, a defeat inflicted not primarily by superior technology but by geography, endurance, and the brutal arithmetic of a two-front war. Historians still debate how much of Germany's collapse was authored in Berlin's war rooms versus imposed by forces the Wehrmacht never fully controlled. Climate change presents a similar puzzle, except the moral arithmetic is reversed: the nations now facing catastrophe authored almost none of the conditions causing it.

The University of Chicago's Climate Impact Lab projects that the 2023-2024 "super El Niño," a climate event some scientists have taken to calling "Godzilla-level," could produce roughly 451,000 excess deaths worldwide between now and February 2027. Extremely hot days are projected to increase by 44% globally. The countries expected to suffer most are not the ones that built the industrial economies now overheating the planet. They are Nigeria, Indonesia, and Sudan.

A Cycle as Old as the Pacific, Weaponized by the Industrial North

El Niño itself is nothing new. It is a natural oscillation in Pacific sea surface temperatures and winds, occurring in irregular cycles for millennia, long before the first coal-fired furnace lit up Manchester. The 2023-2024 event was declared by the World Meteorological Organization on July 4, 2023, and ranks as the fifth most powerful El Niño on record, driving droughts, flooding, wildfires, and heat waves that have already disrupted agriculture and fishing, spiking prices for rice, palm oil, sugar cane, soybeans, and corn, and worsening food insecurity for the world's most vulnerable populations.

What has changed is not the existence of El Niño but its intensity and its collision with a climate system already destabilized by two centuries of industrial emissions. A natural cycle has become a force multiplier riding atop a man-made baseline of warming. The countries now absorbing the worst of it never fired the furnace.

The 19 Tons Versus the 1 Ton

This is not a new grievance; it is an old one that the world has simply chosen not to resolve. When the Kyoto Protocol was negotiated in 1997, the data were already stark: the United States, with only 6% of the world's population, was emitting an average of 19 tons of carbon per person per year, roughly a quarter of all global greenhouse gases. Australia was close behind at 16.6 tons per head. Japan emitted 9 tons per person, the European Union averaged 8.5. By contrast, South America emitted just 2.2 tons per capita, and Africa less than 1 ton per person.

Eighty-six nations signed the Kyoto Protocol, agreeing to a target of returning global emissions to 1990 levels by 2012. Then, in March 2001, President George W. Bush refused to ratify it, arguing it would harm the American economy. It was a decision with a certain historical echo: much like Neville Chamberlain's government in the late 1930s calculated that appeasing a rising threat was preferable to the costs of confrontation, only to discover the threat metastasized regardless, Washington in 2001 gambled that deferring the cost of emissions reduction would prove cheaper than paying it. Historians still argue about whether Chamberlain was a principled peacemaker or a man whose concessions emboldened catastrophe. Future historians may ask the same question about the architects of American climate policy in the early 2000s, except the casualties will not be measured in armies but in heatstroke deaths across Lagos, Khartoum, and Jakarta.

When the Powerful Retreat, Someone Else Pays the Bill

There is a pattern in history of declining or self-interested powers abandoning obligations while the costs fall on those least equipped to absorb them. The 18th-century Mughal Empire offers an unlikely parallel. As Mughal finances collapsed, soldiers went unpaid for months, noblemen failed to maintain their military contingents, and the imperial center lost the capacity to protect its own periphery from external aggression and internal fragmentation. The empire did not collapse because a single enemy defeated it outright; it collapsed because the institutions meant to provide protection quietly stopped functioning, and the weakest parts of the realm paid the price first.

Global climate governance risks a similar hollowing out. The UN Framework Convention on Climate Change has produced annual Conference of the Parties summits since the mid-1990s, negotiating first the Kyoto Protocol and later the Paris Agreement through the Durban platform between 2011 and 2015. These are real institutions with real achievements. But like the Mughal military contingents that existed on paper while failing in practice, climate commitments have repeatedly been announced with fanfare and then quietly under-resourced. The result is a protection gap, and the nations falling through it are, with grim predictability, the same ones that emitted almost nothing in the first place.

The Case for Radical Reversal, Not Incremental Guilt

It would be easy to write this as a simple morality tale: rich nations polluted, poor nations suffer, therefore rich nations owe reparations. That case has merit, and the per-capita emissions data make it hard to dispute. But history also offers a more hopeful precedent for how entrenched, seemingly permanent injustice can be dismantled faster than anyone expects when leadership decides the old system is no longer defensible.

F.W. de Klerk, elected South African president in 1989, inherited an apartheid system that had been deepening for over four decades. Many assumed reform would be gradual at best. Instead, de Klerk concluded apartheid had to go entirely: he released Nelson Mandela after 27 years in prison in 1990, legalized the ANC, dismantled the remaining apartheid laws, and by 1991 had opened negotiations for a new constitution granting full political rights, despite fierce opposition from right-wing Afrikaners. The lesson is not that de Klerk was purely virtuous (he was navigating immense political pressure), but that systems built on unequal burden-sharing can be unwound with surprising speed once the party holding power decides the status quo is untenable.

Climate policy today lacks that decision point. The wealthy emitters who built the 19-tons-per-capita economy have not yet concluded, as de Klerk did, that the old arrangement must end completely rather than be managed at the margins.

What the Godzilla Event Actually Teaches

The Climate Impact Lab's 451,000 projected excess deaths are not a freak occurrence layered atop an otherwise stable climate system. They are a preview, delivered by a naturally occurring Pacific oscillation, of what a warmed baseline climate does to vulnerable populations even without any additional catastrophe. Sir John Houghton, former head of the British Meteorological Office, once compared climate change to a weapon of mass destruction, noting that like terrorism it "knows no boundaries" and can strike anywhere in any form: a heatwave here, a flood or drought there. The 2023-2024 El Niño is that weapon finding its softest targets first.

Nigeria, Indonesia, and Sudan did not build the industrial economies that raised the global temperature baseline against which this El Niño is now colliding. They will nonetheless bear a disproportionate share of the 44% increase in extremely hot days and the excess mortality that follows. This is not a natural injustice, comparable to which nations happen to sit in a hurricane's path. It is a manufactured one, traceable through emissions data stretching back to Kyoto in 1997 and further, through decades of Third World debt arrangements in which the Global South borrowed at interest from Northern banks and paid dearly for aid that came with conditions attached.

Von Paulus surrendered at Stalingrad because his army had been strategically encircled by forces beyond his control. The nations facing the worst of the Godzilla El Niño are similarly encircled, not by armies but by a century of emissions decisions made in rooms they were never invited into. The difference is that this encirclement is still being built, one refused ratification and one under-funded pledge at a time, and unlike Stalingrad's outcome, this one is not yet decided.
