There is a particular kind of historical irony in watching Indian technology companies quietly retreat from the American immigration system just as Washington prepares to slam the door shut anyway. According to a Hindustan Times analysis, India's four largest IT companies had already begun sharply reducing their PERM labour certification applications, the first formal step toward sponsoring an employee for a green card, starting in fiscal year 2024. This happened before any official US suspension or crackdown targeted these firms' immigration practices. The companies did not wait to be pushed. They jumped.

This is worth sitting with, because it inverts the usual narrative. The story we are accustomed to hearing is one of an aggressive American state closing its gates while supplicant foreign firms scramble to adapt. Donald Trump's second administration has certainly supplied plenty of material for that narrative: within hours of his January 20, 2025 inauguration, he signed executive orders declaring a national emergency at the southern border, suspending refugee admissions, and moving to end birthright citizenship for children of non-permanent residents. By late March he had invoked the Alien Enemies Act, a wartime statute last used to intern Japanese Americans, against alleged cartel members. The Laken Riley Act, signed January 29, mandated detention for immigrants charged with certain crimes. This is not a subtle policy shift. It is a restructuring of the American immigration posture along lines Trump first sketched during his 2016 campaign, when illegal immigration became, in his framing, synonymous with criminality.

But the IT companies' retreat predates this second wave of restriction. That timing matters enormously. It suggests that India's corporate titans, TCS, Infosys, Wipro, HCL, and their peers, read the political weather more accurately than most commentators did, and concluded that the H-1B-to-green-card pipeline that had defined Indian tech migration for three decades was no longer a reliable bet. They did not need Trump's second term to tell them this. The first Trump administration had already previewed the playbook: a presidency built substantially on the premise that immigration, legal and illegal alike, required dramatic curtailment.

A Familiar Script, Played in a Different Key

History does not repeat, but it does rhyme in ways that should unsettle anyone inclined to see the current moment as unprecedented. A century ago, in the summer of 1914, roughly 350 Indian passengers, most of them Sikh, sailed aboard the Komagata Maru only to be turned away at Vancouver harbor under exclusionary Canadian immigration law. When the ship was forced back to Calcutta, colonial police opened fire on the returning passengers, killing eighteen and wounding twenty-five. The incident did not simply end there; it radicalized a generation of Punjabis, many of whom went on to join the Ghadar movement's revolutionary agitation against British rule. The lesson of the Komagata Maru was not subtle: when a Western nation shuts its doors to Indian labor and aspiration, the consequences ripple outward in ways the gatekeepers rarely anticipate.

The parallel to today is imperfect, of course. Nobody is firing on IT engineers, and PERM applications are a bureaucratic footnote compared to a ship turned away at gunpoint. But the underlying dynamic, a Western immigration system erecting barriers against Indian mobility and Indian institutions recalibrating their strategy in response, echoes across more than a hundred years. What is different now is the direction of the recalibration. In 1914, Indians had little agency; they could only be rejected, and then radicalized by rejection. In 2024, India's IT majors possess genuine optionality. They can relocate delivery centers, pivot to European and Gulf markets, deepen automation, or simply hire more aggressively onshore in the US through local payroll rather than visa sponsorship. The retreat from green card applications is not desperation. It is a hedge.

The Deeper Economic Logic

It is tempting to read this purely as a political story, but the economic undercurrents run deeper and older. India's relationship with the global economy has long been shaped by asymmetries that outlast any single policy regime. In the nineteenth century, after the East India Company lost its trade monopoly in 1813, colonial policy restructured India into an agricultural appendage of industrial Britain: Indian handicrafts collapsed under the weight of unrestricted machine-made imports, while India was compelled to accept British goods at nominal tariffs. The result was a one-way extraction of value dressed up as free trade.

The IT services boom of the past three decades was, in a sense, India's answer to that old asymmetry: rather than exporting raw material or cheap finished goods, India exported skilled labor and services, often physically relocating its most talented engineers to Silicon Valley and its satellite campuses. The green card, as a vehicle, was not merely an immigration document. It was the capstone of a national economic strategy, the mechanism by which a generation of Indian engineers converted technical skill into permanent American prosperity, with remittances and returning entrepreneurship flowing back to India in turn.

What the PERM data suggests is that this strategy's terminal phase, permanent settlement, is being deliberately de-emphasized by the very companies that built it. That is a significant admission. It implies these firms have concluded that the risk-adjusted value of chasing US permanent residency for their employees has fallen, whether because of political uncertainty, processing backlogs that can stretch beyond a decade for Indian nationals specifically, or simply a rational diversification of where global talent should be deployed.

What This Means, and What It Doesn't

None of this should be mistaken for India turning inward or for its tech sector losing confidence. If anything, the same instinct for hedging is visible elsewhere in India's dealings with Washington. Consider reports that the Indian Air Force has noted the United States has made no official offer of the F-35 stealth fighter, with American restrictions preventing Indian personnel from getting close to the aircraft even during joint exercises. The message is consistent across both episodes: India is increasingly unwilling to build its strategic or economic future on promises of American access that may or may not materialize, and may be unilaterally withdrawn regardless of merit.

This is not anti-American sentiment. It is a mature recalibration born of experience, not unlike the recalibration Indian peasants and nobles underwent in the declining Mughal order of the seventeenth and eighteenth centuries, when the overextension and administrative decay of a once-dominant system forced local actors to hedge, adapt, and look past the center for stability. Empires and hegemonic systems, whether Mughal, British colonial, or American postwar, eventually generate enough friction that the people operating within them start building parallel options. The IT giants' reduced green card applications are a small, bureaucratic, almost invisible instance of that ancient pattern: subjects of a dominant system quietly reducing their dependence on its goodwill.

The quiet retreat from the American dream, then, is not really about America at all. It is about India's own growing confidence that it no longer needs a single door to walk through. That is a healthier position for both countries than the alternative, a one-way relationship of dependence that history, from the Komagata Maru to the collapse of Indian handicrafts under colonial free trade, shows ends badly for the subordinate party. The companies did not wait for the crackdown. That, more than any single executive order, may be the most important data point of all.
